The Commission may take action to direct the staff to place a matter of business on a future agenda) CONSENT CALENDAR (All items on the consent calendar are considered to be routine and non -controversial by City Staff and will be approved by one motion if no member of the Commission or public wishes to comment or ask questions) 1. APPROVAL OF MINUTES OF THE REGULAR PLANNING COMMISSION MEETING OF DECEMBER 19, 2000. 2. ACCEPTANCE OF A FINAL PARCEL MAP FOR LLA 2000-0015/ ATAL 00-239: 910 EL CAMINO REAL (WESTAR ASSOCIATES) Staff recommends: The Planning Commission accepts Final Parcel Map ATAL 00-239. After a staff report, the Chair will open the public hearing and invite the applicant or applicant's representative to make any comments. Members of the public will be invited to provide testimony to the Commission following the applicant. Speakers should state their name and address for the record and can address the Commission for five minutes. After all public comments have been received, the public hearing will be closed, and the Commission will discuss the item and take appropriate action(s).) 3. PROJECT DESCRIPTION: CONDITIONAL USE PERMIT 2000-0011 The proposed project is a Conditional Use Permit to allow an approximately 19,000 square foot commercial park development at 2550 El Camino Real. The development will consist of two separate buildings containing a total of five commercial lease spaces intended for occupants such as contract construction services, building materials and hardware or similar light repair and manufacturing uses as allowed within the Commercial Park Zoning District. Buildings will be constructed of masonry block; project will include landscaping and public street improvements. General Plan Designation: Commercial Park; Zoning District: Commercial Park (CPK). Site Address: 2550 El Camino Real, Atascadero, CA 93422, APN 049-141-044, Applicant: Robert Newberg. PROPOSED ENVIRONMENTAL DETERMINATION: PROPOSED MITIGATED NEGATIVE DECLARATION 2000-043: The Initial Study has determined that the proposed project will not have a significant adverse impact on the environment when mitigation measures are incorporated into the projects conditions. A proposed Mitigated Negative Declaration of environmental impact has therefore been prepared for the project in conformance with the California Environmental Quality Act (CEQA). The Proposed Mitigated Negative Declaration is available for public review through January 2, 2001 at 6500 Palma Avenue, Community Development Department, Room 104-A, from 8:00 a.m. to 5:00 p.m., Monday through Friday. Staff recommends: Adopt Resolution No. PC 2000-066, thereby, adopting the Proposed Mitigated Negative Declaration #2000-043; and, approving Conditional Use Permit #2000- 0011, allowing the establishment of a 19,000 square foot commercial park development at 2550 El Camino Real, subject to the findings, exhibits and conditions as attached. 4. PROJECT DESCRIPTION: CONDITIONAL USE PERMIT 2000-0012: HIDDEN OAKS APARTMENTS The proposed project is an application for a Conditional Use Permit (CUP 2000- 0012) to construct a 90 -unit residential apartment complex in a multi -family district. The project includes 72 one -bedroom units allowed under the district zoning with an 18 -unit affordable housing density bonus (25% density increase). The project will be served by public sewer and water with a single driveway City of Atascadero Planning Commission Agenda Regular Meeting January 2, 2001 Page 3 of 3 access from El Camino Real (arterial street). The project site contains numerous native oak trees that will be incorporated into the project as recommended by a consulting arborist. General Plan Designation: High Density Multi -Family; Zoning District: RMF -16. Site Address: 10797 El Camino Real, Atascadero, CA 93422, APN 045-321-016, Applicant: Mike Zappas.
