CONSENT CALENDAR (All items on the consent calendar are considered to be routine and non -controversial by City Staff and will be approved by one motion if no member of the Commission or public wishes to comment or ask questions.) 1. APPROVAL OF MINUTES OF THE REGULAR PLANNING COMMISSION MEETING OF DECEMBER 5, 2000 CONFORMITY DETERMINATION 2. LOT LINE ADJUSTMENT 2000-005:3F MEADOWS RECONSIDERATION The proposed project consists of re -approval of an expired 115 parcel lot line adjustment map that was previously approved with zone change 94-001 which created PD -11 and road abandonment 94-001. The project includes the reconfiguration of 111 existing residential lots on approximately 550 acres with PC Agenda 121900.doe 04124/14 City of Atascadero Planning Commission Agenda Regular Meeting December 19, 2000 Page 2 of 3 three open space lots totaling approximately 256 acres and one remaining lot for a future water tank to serve the project. Staff recommends: The Planning Commission adopt Draft Resolution PC 2000-052 thereby finding that Tentative Lot Line Adjustment Map 2000-0005 (ATAL 00-192) conforms to previously approved Lot Line Adjustment Map 94-005 (ATAL 94-002), and recommend the Community and Economic Development Director approve Lot Line Adjustment 2000-0005. PUBLIC HEARINGS (For each of the following items, the public will be given an opportunity to speak. After a staff report, the Chair will open the public hearing and invite the applicant or applicant's representative to make any comments. Members of the public will be invited to provide testimony to the Commission following the applicant. Speakers should state their name and address for the record and can address the Commission for five minutes. After all public comments have been received, the public hearing will be closed, and the Commission will discuss the item and take appropriate action(s).) 3. PROJECT DESCRIPTION: TENTATIVE PARCEL MAP 2000-0010: 2800 ARDILLA ROAD (SHORES / WILSON LAND SURVEYS) An application for a residential subdivision of an 11.5± acre lot into three 2.9± acres lots and one 2.7± acre lot. Based on the performance standards set forth in the zoning ordinance the required minimum lot size is 2.65 acres. The site is gently sloping with an average slope of 10%± and is currently developed with a single family residence, accessory structures and an orchard. The site will confine all of the existing improvements onto one parcel and create three parcels to be developed with single family residential uses. The new parcels will be served by a common access drive and each lot will have an on-site septic system. General Plan Designation: Suburban Single Family; Zoning District: Residential Suburban, minimum lot size 21/2 - 10 acres (RS). Site Address: 2800 Ardilla Road, Atascadero, CA 93422, Portions of APN 050-061-012, 050-061-014, 050-061- 015, Applicant: Jim Shores. PROPOSED ENVIRONMENTAL DETERMINATION: PROPOSED NEGATIVE DECLARATION 2000-041: The Initial Study has determined that the proposed project will not have a significant adverse impact on the environment. A proposed Negative Declaration of environmental impact has been prepared for the project in conformance with the California Environmental Quality Act (CEQA). The Proposed Negative Declaration is available for public review through December 19, 2000 at 6500 Palma Avenue, Community Development Department, Room 104-A, from 8:00 a.m. to 5:00 p.m., Monday through Friday. PROJECT DESCRIPTION: ZONE TEXT CHANGE 2000-0004: ACCESSORY UNIT STANDARDS UPDATE (STUDY SESSION) The proposed project consists of Zoning Code Text amendments pertaining to residential accessory uses (Atascadero Zoning Ordinance Section 9-6.106). Residential accessory uses include guesthouses, workshops, garages, barns, or other detached structures intended for residential use. The purpose of the Code Text amendments is to clarify and provide consistent standards for all residential accessory uses. No new entitlement or increases in residential density would result from the proposed amendments. The amendments would apply to all residential zones and residential uses within the Public and Agriculture zones. PROPOSED ENVIRONMENTAL DETERMINATION: NEGATIVE DECLARATION 2000-042: The Initial Study has determined that the proposed zoning text amendments will not have a significant adverse impact on the environment.
