Speakers are limited to five minutes. Please state your name and address for the record before making your presentation. The Commission may take action to direct the staff to place a matter of business on a future agenda) CONSENT CALENDAR (All items on the consent calendar are considered to be routine and non -controversial by City Staff and will be approved by one motion if no member of the Commission or public wishes to comment or ask questions) 1. Approval of minutes of the regular Planning Commission meeting of September 21, 1999. 2. TREE REMOVAL APPLICATION #99004,4695 Lobos Avenue, (Messer) A request to remove one 36" coast live oak for the construction of a single-family residence located at 4695 Lobos Avenue. Staff recommends the Commission approve the tree removal finding that the tree is dead, diseased, or injured beyond reclamation, as certified by a tree condition report from an Arborist; and require the planting of six 5 -gallon native coast live oaks as mitigation 3. TREE REMOVAL APPLICATION #99005 - 8700 Sierra Vista Road, (Stephenson) A request to remove one 30" blue oak that is diseased and is a potential hazard. Staff recommends the Commission approve the tree removal finding that the tree is dead, diseased, or injured beyond reclamation, as certified by a tree condition report from an Arborist; and require the payment of $500.00 to the tree replacement fund as mitigation for the removal. 4. TIME EXTENSION REQUEST — CONDITIONAL USE PERMIT #96008 - 8005 San Gabriel Road, (Hope Lutheran Church) Consideration of a one-year time extension for approved Conditional Use Permit #96008. Staff recommends the Planning Commission Adopt Resolution PC 1999-049, thereby approving a one-year extension of CUP #96008 in compliance with Section 9-2.118 of the Zoning Ordinance. PUBLIC HEARINGS (For each of the following items, the public will be given an opportunity to speak. After a staff report, the Chair will open the public hearing and invite the applicant or applicant's representative to make any comments. Members of the public will be invited to provide testimony to the Commission following the applicant. Speakers should state their name and address for the record and can address the Commission for five minutes. After all public comments have been received, the public hearing will be closed, and the Commission will discuss the item and take appropriate action(s)) 5. TENTATIVE PARCEL MAP 99007 — 9009 La Canada Lane. (Ron Kiel / Jim Dulitz A proposed parcel map to divide two lots into three parcels; 4.67, 4.67 and 5.35 acres each (gross). The lots are located at 9090 La Canada Lane and are zoned Residential Suburban and are in the Suburban Single Family General Plan designation. ENVIRONMENTAL STATUS: A proposed Mitigated Negative Declaration was prepared to evaluate the environmental impacts of this project. Staff Recommendation: Adopt Resolution NO. PC 1999-041, thereby denying Tentative Parcel Map 99007, finding the parcel map inconsistent with the City's General Plan and Subdivision Ordinance. ANNOUNCEMENTS & REPORTS 6.
