Speakers are limited to five minutes. Please state your name and address for the record before making your presentation. The Commission may take action to direct the staff to place a matter of business on a future agenda) CONSENT CALENDAR (All items on the consent calendar are considered to be routine and non -controversial by City Staff and will be approved by one motion if no member of the Commission or public wishes to comment or ask questions) 1. Approval of minutes of the regular Planning Commission meeting of August 17, 1999. 2. Tree Removal Application #99003 (13900 Santa Ana Road, Mortenson) A request to remove one 35" coast live oak for the construction of a single-family residence located at 13900 Santa Ana Road. PUBLIC HEARINGS (For each of the following items, the public will be given an opportunity to speak. After a staff report, the Chair will open the public hearing and invite the applicant or applicant's representative to make any comments. Members of the public will be invited to provide testimony to the Commission following the applicant. Speakers should state their name and address for the record and can address the Commission for five minutes. After all public comments have been received, the public hearing will be closed, and the Commission will discuss the item and take appropriate action(s)) 3. CONDITIONAL USE PERMIT 99013 — 5545 Ardilla Road (Atascadero First Assembly Church) A request to add a new 1,400 ± square foot modular office building at an existing church located at 5545 Ardilla Road. Environmental Determination: This project is exempt under CEQA Class 1 Categorical Exemptions (minor additions to existing facilities). Staff Recommendation: Approve Conditional use Permit #99013, allowing the addition of a new modular office building to an existing church on Ardilla Road in the RSF-Z zone. 4. TENTATIVE PARCEL MAP 99013 — 10600 West Frontage Road (Gearhart / Wilson Land Surveys) A request to subdivide one lot into four parcels 2.56, 2.56, 2.95 and 2.56 acres respectively. Environmental Determination: Mitigated Negative Declaration 99024 has been prepared to evaluate the environmental impacts of this project Staff Recommendation: Adopt Resolution NO. PC 1999-040, thereby adopting Mitigated Negative Declaration 99024 and approving Tentative Parcel Map 99013, based on findings and subject to conditions. 5. TENTATIVE PARCEL MAP 99005 — 6205 San Anselmo Road (Gearhart / Wilson Land Surveys) A request to subdivide one lot into two parcels, 1.72 and 1.53 acres in area respectively. Environmental Determination: A Negative Declaration has been prepared to evaluate the environmental impacts of this project. Staff Recommendation: Adopt Resolution NO. PC 1999-037, thereby adopting proposed Negative Declaration with Mitigation of environmental impact and approving Tentative Parcel Map 99005, based on findings and subject to certain conditions.
