City of Atascadero 6500 Palma Avenue - 4th floor - Atascadero, California CALL TO ORDER Pledge of Allegiance Roll Call: Chairman Carden Vice -Chairman Clark Commissioner Bentz Commissioner Eddings Commissioner Fonzi Commissioner Jeanes Commissioner Zimmerman PUBLIC COMMENT (This portion of the meeting is reserved for persons wishing to address the Commission on any matter not on this agenda and over which the Commission has jurisdiction. Speakers are limited to five minutes. Please state your name and address for the record before making your presentation. The Commission may take action to direct the staff to place a matter of business on a future agenda) CONSENT CALENDAR (All items on the consent calendar are considered to be routine and non -controversial by City Staff and will be approved by one motion if no member of the Commission or public wishes to comment or ask questions) Approval of minutes of the regular Planning Commission meeting of July 20, 1999. PUBLIC HEARINGS (For each of the following items, the public will be given an opportunity to speak. After a staff report, the Chair will open the public hearing and invite the applicant or applicant's representative to make any comments. Members of the public will be invited to provide testimony to the Commission following the applicant. Speakers should state their name and address for the record and can address the Commission for five minutes. After all public comments have been received, the public hearing will be closed, and the Commission will discuss the item and take appropriate action(s)) 2. TENTATIVE PARCEL MAP 99011 (7125 Cortez Avenue) Application by Dave Graves to divide one lot into two 1.83 acre parcels. The lots are located at 7125 Cortez Avenue and are zoned Residential Single Family, with a minimum lot size of 1 acre with sewer and 1'/2 acre without sewer, and are in the Moderate Density Single Family General Plan designation. A Negative Declaration is recommended for adoption with the finding that no significant harm would come to the environment from approval of this subdivision. 3. TENTATIVE PARCEL MAP 99009 (7305 and 7405 Balboa Road) An application by Jim Toft and Jamie Swolinsky to divide three lots into four parcels; 3.70, 3.86, 3.94, and 4.24 acres each. The lots are located at 7305 and 7405 Balboa Road and are zoned Residential Suburban and are in the Suburban Single Family General Plan designation. A Mitigated Negative Declaration is recommended for adoption with the finding that no significant harm would come to the environment from approval of this subdivision when mitigation measures are implemented. 4. CONDITIONAL USE PERMIT 99008 (1690 El Camino Real) An application by Geoff and Mary Davidson requesting consideration of a Conditional Use Permit to permit the phased construction of a +/- 17,700 square foot light industrial building complex with onsite parking and landscaping. The site has a general plan designation of CPK (Commercial Park) and a Zoning District of CPK (Commercial Park. A Mitigated Negative Declaration is recommended for adoption with the finding that no significant harm would come to the environment from approval of this conditional use permit when the mitigation measures are implemented. 5. CONDITIONAL USE PERMIT 99011; TENTATIVE PARCEL MAP 99012 (905 El Camino Real) A Conditional Use Permit for a 105,700 square foot home improvement center with a 24,109 square foot outdoor garden center; amendment to the Master Plan of Development for the Atascadero Commercial Center; and consideration of a Tentative Parcel Map. The Mitigated Negative Declaration prepared for the original Master Plan of Development is recommended for re -certification with the finding that the original project description has not been substantially changed, and that implementation of the mitigation measures will reduce the project's impacts to a level of less than significant.
