CONSENT CALENDAR
(All items on the consent calendar are considered to be routine and non -controversial by City Staff and will
be approved by one motion if no member of the Commission or public wishes to comment or ask questions)
Approval of minutes of the regular Planning Commission meeting of July 6, 1999.
PUBLIC HEARINGS
(For each of the following items, the public will be given an opportunity to speak. After a staff report, the
Chair will open the public hearing and invite the applicant or applicant's representative to make any
comments. Members of the public will be invited to provide testimony to the Commission following the
applicant. Speakers should state their name and address for the record and can address the Commission
for five minutes. After all public comments have been received, the public hearing will be closed, and the
Commission will discuss the item and take appropriate action(s))
2. General Plan Amendment 99001, Zone Change 99001, Tentative Parcel Map 99003
— 8930 Junipero Avenue (John Bunyea)
Consideration of a proposed general plan amendment and zone change to allow a 2 -lot
parcel map at 8930 Junipero Avenue. The general plan amendment and zone change are
proposed for 17 parcels located between Junipero Avenue and Palomar Avenue east of
the existing High Density Single Family General Plan Designation. An initial study and
environmental document have not been prepared for the project.
The applicant has requested a continuance of this item. Staff recommends this item be
continued to the next regular meeting, August 3, 1999.
3. Appeal of Administrative Hearing Officer's Decision regarding Administrative Use
Permit 99009- 8080 El Camino Real (Albertson Center)
An applicant initiated appeal of the Hearing Officer's decision regarding the master sign
program for the Albertson Master Sign Program. The appeal is of condition of approval
#7, restricting the number of freestanding signs along the Curbaril Avenue frontage to one
sign. The appeal requests two free standing signs along Curbaril Avenue. Environmental
Determination: the project has been determined to be Categorically Exemption Class 11,
pertaining to minor accessory structures. (Staff recommendation: uphold the Hearing
Officer decision limiting the Curbaril frontage to one (1) sign)
4. General Plan Amendment 97005, Zone Change 97005, Tentative Tract Map 99008 —
605 El Centro (Andrew Charnley)
Consideration of a general plan amendment, zone change, and tract map to allow
subdivision of an approximately 2.50 acre (net) site into 20 parcels; 19 for single family
residential use and one for a park/detention basin. Environmental determination: a
Negative Declaration was prepared to evaluate the environmental impacts of this project,
and posted April 22, 1999. (Staff Recommendation: Adopt Resolution No. PC 1999-019,
020 and 021, recommending the Environmental Determination, General Plan
Amendment 97005, Zone Change, 97005, and Tentative Tract Map 99008 to the City
Council for approval)
