RESOLUTION OF THE ATASCADERO CITY COUNCIL
OPPOSING THE TAKEOVER OF
' PACIFIC GAS AND ELECTRIC HYDROELECTRIC PROJECTS
' WHEREAS, the Pacific Gas and Electric Company and its customers
throughout northern and central California have, over the years, de-
veloped, operated and maintained dependable and reliable hydroelectric
generation facilities on the Mokelumne, Kings, Stanislaus and Feather
Rivers; and
WHEREAS, the City of Santa Clara has filed an application with the
' Federal Energy Regulatory Commission (FERC) to take over the four hy-
dro-electric plants making up PGandE' s Mokelumne River Project (FERC
Project No. 137) ; and
WHEREAS, Sacramento Municipal Utility District (SMUD) and Northern
California Power Agency (NCPA) together with various cities in South-
ern California (Anaheim, Riverside, Azusa, Colton, Banning) have filed
application with FERC to take over:
1. PGandE' s Rock Creek and Cresta hydroelectric plants (Project
No. 1962) on the Feather River, and
2. The Haas-Kings hydroelectric powerplants on the Kings River
(Project No. 1988) ; and
WHEREAS, Tuolumne County Regional Water District (TCRWD) has filed
an application with FERC to take over PGandE' s Phoenix hydroelectric
' powerplant (Project No. 1061) on the Stanislaus River; and
WHEREAS, PGandE' s hydroelectric projects now provide the benefits
' of low-cost water generated power for use by more than 9 million peo-
ple throughout northern and central California; and
WHEREAS, if these takeover attempts succeed, PGandE' s customers
' would be forced to pay increased costs for electric power in amounts
ranging over $100,000 ,000 each and every year ; and
' WHEREAS, the continued ownership operation and improvement of its
hydroelectric generating facilities by PGandE is essential to the pub-
lic interest and to the social and economic well being of the people
' of northern and central California.
NOW, THEREFORE, BE IT RESOLVED that Atascadero City Council, rep-
resenting the citizens of the City of Atascadero, firmly supports and
endorses PGandE' s efforts to relicense its Mokelumne, Rock Creek-
Cresta, Haas Kings River and Phoenix Projects; and
' BE IT FURTHER RESOLVED that the Atascadero City Council hereby
goes on record as opposing the efforts of the Santa Clara, Anaheim,
Azusa, Banning, Colton, Riverside, SMUD, TCRWD and NCPA to take away
PGandE' s above-described hydroelectric projects; and

' BE IT FURTHER RESOLVED that the Atascadero City Council hereby
requests that all hearings concerning Pacific Gas and Electric Com-
pany's hydro relicensing applications be held here in California, in
the service territory of Pacific Gas and Electric Company, so that the
' public interest can be fully measured and protected; and
BE IT FURTHER RESOLVED that copies of this resolution be pro-
vided to:

Stover , the foregoing resolution is hereby adopted in its en-
tirety on the following vote:
