MINUTES
CITY OF ATASCADERO
REDEVELOPMENT AGENCY MEETING
TUESDAY, JUNE 129 2001
6:30 P.M.
Chairman Luna called the meeting to order at 6:30 p.m.
Chairman Luna moved the Closed Session to the end of the regular meeting, taking public
comment first.
PUBLIC COMMENT: None
ROLL CALL:
Present: Board Members Scalise, Arrambide, Johnson, Clay and Chairman Luna
Absent: None
Others Present: Board Secretary Marcia McClure Torgerson
Staff Present: Executive Director Wade McKinney, Deputy Executive Director Lori
Parcells, Board Treasurer Rachelle Rickard, Board Counsel Roy Hanley,
Assistant City Manager Brady Cherry, Police Chief Dennis Hegwood and
Interim Fire Chief Kurt Stone.
APPROVAL OF AGENDA:
MOTION: By Board Member Arrambide and seconded by Board Member Clay
to approve the agenda.
Motion passed 5:0 by a voice vote.

A. CONSENT CALENDAR:
1. Redevelopment Agency Minutes — May 22, 2001
• Board Secretary recommendation: Board approve the Redevelopment Agency
minutes of May 22, 2001. [Board Secretary]
MOTION: By Board Member Johnson and seconded by Board Member
Arrambide to approve the Consent Calendar.
Motion passed 5:0 by a voice vote.
B. PUBLIC HEARINGS:
1. Operating Budget 2001-03
• Fiscal Impact: S606,770. 00 (FY 2001-02), $475,900. 00 (FY 2002-03)
• Staff recommendation: Agency Board approve draft Resolution adopting the Annual
Operating Budgets for the 2001-02 and 2002-03 Fiscal Years and delegate to the
Executive Director authority to implement same. [Board Treasurer]
Executive Director Wade McKinney provided the staff report and answered questions of the
Board.
Chairman Luna commented on the Redevelopment Plan, with an overhead presentation.

PUBLIC COMMENT:
John McGoff, 9192 Maple Street, expressed his concerns regarding City personnel receiving
some or all of their salaries from the Redevelopment Agency budget. He had additional
concerns regarding parking issues for the Carlton Hotel.
Kim Jeanes, 6280 San Anselmo, Vice President of the Atascadero Main Street Program, thanked
the Redevelopment Agency Board for the active role they have taken in moving the City towards
revitalization of the downtown. She urged the approval of the Operating Budget, as it was vital
to the Main Street effort to hire an executive director.
Erich Koberl, 10895 San Marcos Road, President of the Atascadero Main Street Program,
expressed his appreciation of the Agency's efforts towards establishing the Main Street Program.
He asked for the Agency's continued support, particularly in approving the Operating Budget as
a means to hire an executive director.
Chairman Luna closed the Public Comment period.
Chairman Luna stated that he would like to see a staff report that explains the connection
between the budget and the downtown implementation plan as well as the role of the
Redevelopment Specialist and clarification that this would be a City position. He would like this

item to be placed on the Consent Calendar for the next meeting and to approve it, in concept, this
evening pending the staff report.
MOTION: By Board Member Scalise and seconded by Board Member Johnson
to approve the Budget for the Redevelopment Agency.
A discussion ensued regarding the hiring of a Redevelopment Specialist.
Chairman Luna stated what items he would like to be covered in a staff report on this issue. He
spoke against the Motion stating that the public has been left out of the planning/budget process.
MOTION: By Board Member Arrambide and seconded by Chairman Luna to
amend the Motion to approve the Budget pending it coming back on
the Consent Calendar with a clarifying staff report.
Motion failed 2:3 by a roll -call vote. (Board Members Clay, Johnson
and Scalise opposed)
MOTION: By Board Member Scalise and seconded by Board Member Johnson
to approve the Budget for the Redevelopment Agency.
Motion passed 4:1 by a roll -call vote. (Chairman Luna opposed)
(Resolution No. RA 2001-001)
C. MANAGEMENT REPORTS:
Loan Agreement — City of Atascadero
• Fiscal Impact: Provides a loan from the City of $500, 000
• Staff recommendation: Board adopt draft Resolution approving a loan agreement
with the City ofAtascadero. [Executive Director]
Executive Director Wade McKinney provided the staff report and answered questions of the
Board. Executive Director McKinney indicated that this action requires a unanimous vote of the
Redevelopment Agency Board.
PUBLIC COMMENT: None
MOTION: By Board Member Johnson and seconded by Board Member Arrambide to
adopt the draft Resolution approving a loan agreement with the City of
Atascadero.
Motion failed 4:1 by a roll -call vote. (Unanimous vote required for passage -
Chairman Luna opposed)
D. ADJOURNMENT:
Chairman Luna adjourned the meeting to the Closed Session.

CLOSED SESSION:
1) Conference with legal counsel — Potential litigation (Govt. Code Sec. 54956.9)
Name of case: Disclosure of opposing party would jeopardize settlement
negotiations.
Board Attorney Roy Hanley announced there was no reportable action taken.
ADJOURNMENT:
Chairman Luna adjourned the meeting at 7:30 to the next regularly scheduled meeting on
Tuesday, June 26, 2001.
