MINUTES
CITY OF ATASCADERO
REDEVELOPMENT AGENCY MEETING
TUESDAY, SEPTEMBER 26, 2000
6:30 P.M.
Chairman Johnson called the meeting to order at 6:33 p.m.
ROLL CALL:
Present: Board Members Arrambide, Clay, Luna, Scalise and Chairman Johnson
Absent: None
Others Present: Board Secretary Marcia Torgerson and City Treasurer David Graham
Staff Present: Executive Director Wade McKinney and City Attorney Roy Hanley.
APPROVAL OF AGENDA:
MOTION: By Board Member Luna and seconded by Vice Chairman Arrambide
to approve the agenda.
Motion passed 5:0 by a roll -call vote.
COMMUNITY FORUM: None

C. MANAGEMENT REPORTS:
1. Adoption of Conflict of Interest Code
■ Fiscal Impact: None
NOW ■ Board Secretary recommendation: Board adopt Draft Resolution, adopting a Conflict
of Interest Code for the Atascadero Redevelopment Agency [City Clerk]
City Clerk Marcia McClure Torgerson gave the report and answered questions of Council.
PUBLIC COMMENT
Ann Ketcherside, Atascadero, stated that the conflict of interest rules should not be changed
because she does not believe the Board has the right to do so. She reported that she will be
checking with the State of California as to the legality of voting on such an issue.
Chairman Johnson closed the Public Comment period.
City Attorney Roy Hanley stated that the State requires that the Code be updated every two
years.
MOTION: By Board Member Scalise and seconded by Board Member Clay to
adopt the Draft Resolution adopting a Conflict of Interest Code for
the Atascadero Redevelopment Agency.
Motion passed 5:0 by a roll -call vote. (Resolution No. RA 2000-003)

E. ADJOURNMENT:
Chairman Johnson adjourned the meeting at 6:42 p.m. to the next regularly scheduled meeting on
October 10, 2000.
