HomeMy WebLinkAboutRDA Minutes 062299Approved as submitted DATE: 08/10/99 MINUTES CITY OF ATASCADERO REDEVELOPMENT AGENCY MEETING TUESDAY, JUNE 229 1999 (immediately following City Council Regular Session) Chairman Johnson called the Regular Session to order at 7:40 p.m. ROLL CALL: Present: Board Members Arrambide, Clay, Lerno, Luna and Chairman Johnson Absent: None Others Present: Board Secretary Marcia Torgerson Board Treasurer Rachelle Rickard, and City Treasurer David Graham Staff Present: Executive Director Wade McKinney, Police Chief Dennis Hegwood, Fire Chief Mike McCain, Community Services Director Brady Cherry, Administrative Services Director Rachelle Rickard, Community and Economic Development Director Paul Saldana, Public Works Superintendent Brian Sword, Police Lieutenant Bill Watton and City Attorney Roy Hanley. COMMUNITY FORUM: None A. CONSENT CALENDAR: Roll Call Redevelopment Agency Minutes - May 25, 1999 - (Board Secretary recommendation: Approve) [Marcia McClure Torgerson] MOTION: By Vice Chairman Arrambide and seconded by Board Member Clay to approve the May 25, 1999, Redevelopment Agency Minutes. Motion passed 5:0 by a roll -call vote. B. PROJECT STATUS REPORTS: None C. MANAGEMENT REPORTS: 1. Downtown Redevelopment Strategy - "Main Street Program" (Staff recommendation: Agency Board receive report on Downtown Redevelopment Strategy) [Paul Saldana] Deputy Executive Director Paul Saldana gave the staff report and introduced Sarah Rah to the Council. Ms. Rah is a local resident who has had extensive experience with the Main Street Program in other cities. Sarah Rah, 6407 Portola Road, expressed support for the adoption of the Main Street Program and her personal experiences with the program. She stated that this program allows the citizens to get involved in setting up the living room of the City, the downtown. Council Member Clay expressed support for the idea that Downtown would be the "living room" of the City. He complemented both Paul and Sarah on their presentations. He asked if it was correct to state that the Main Street Program is the recycling of a downtown. Ms. Rah said that it was correct. He stated that he would like to know how the committees are chosen. Ms Rah replied that the people who respond to the idea in brainstorming phase will become the core group. She also stated that this organization will form itself. Council Member Luna asked what the start-up costs would be. Ms. Rah responded that the Program often starts using an existing model such as the BIA (Business Improvement Association). She stated that start-up cost would be anywhere from $30,000 to $100,000 a year depending on the scope of the community and how aggressive a plan they put together. She stressed that having an aggressive core group is very important. Council Member Luna asked what the typical timeline for a Main Street Program to get up and running and sustain itself. Ms. Rah responded that they have put together an aggressive timeline and she hopes to have the incorporation accomplished sometime between January and March of 2000. She also stated that generally there is a three-year start-up plan. PUBLIC COMMENT Tom Morlan, 4555 El Camino Real, asked about the relationship between Main Street and the Redevelopment Agency and who controls the money. Mr. Saldana responded that the Main Street organization would serve an advisory role to the Redevelopment Agency and the Agency would control the money. Kimberly Jean es, President of the BIA, expressed her support for the Main Street Program in a prepared statement read by the City Clerk (See attachment A). Chairman Johnson closed the Public Comment period. Board Member Clay stated that we should not expect to have a program like San Luis Obispo's because we do not have the funds nor the programs. ADJOURNMENT: Chairman Johnson adjourned the Redevelopment Agency meeting at 8:30 p.m. to the Joint Special City Council/Redevelopment Agency meeting scheduled for June 29, 1999. I have-resc�rched Main Street Programs for the past 2 years a-Zd have met with Norma Mby from the Paso Robles Main Street program on sccvcral occasions regarding -r, U= revitalization of our downtown in Atascadero. While we face many unique challenges not con mon to Paco Robles, our challenges are not foreign to other cities such as ours who have suecesfiliy impi-rr:' ..c.' a M -;r. Street Proi := and have watched their dowutomvn districts come back to life. It was not=..thout a trema ndeus amount of time, energy, participation and financial support, but certainly was found to be well worth the time, money and effbrt. The citizens of Atascadero and the businesses that lie within the downtown are ready to embrace a grass root9 effort to involve our entire city in the vision of breathing some life back in our downtown. I can see no better catalyst for this than the kick off of a Main Street Pmgrarn that is in the hands of the citizens with active BIA involvement as well as business support. The revitalization of our downtown appears to be an issue we can all agree upon, so Please take this Op- portunity to move our city in that direction through the use of a solid and proven Main Street Program.
