HomeMy WebLinkAboutRDA Minutes 032399Approved as submitted DATE: 04/13/99 MINUTES REDEVELOPMENT AGENCY MEETING TUESDAY, MARCH 23,1999 (immediately following City Council Regular Session) Chairman Johnson called the meeting to order at 8:55 p.m. ROLL CALL: Present: Board Members Arrambide, Clay, Lerno, Luna and Chairman Johnson Absent: None Others Present: Board Secretary Marcia Torgerson and City Treasurer David Graham Staff Present: Executive Director Wade McKinney, Police Chief Dennis Hegwood, Fire Chief Mike McCain, Community Services Director Brady Cherry, Community and Economic Development Director Paul Saldana, Special Projects Coordinator Greg Greeson and City Attorney Roy Hanley. APPROVAL OF AGENDA: Roll Call MOTION: By Board Member Luna and seconded by Vice Chairman Arrambide to approve the agenda. Motion passed unanimously by a voice vote. COMMUNITY FORUM: John McGoff, 9192 Maple St., read an editorial from today's edition of the Telegram Tribune. (see Attachment A) Chairman Johnson closed the Community Forum period. A. CONSENT CALENDAR: None B. PROJECT STATUS REPORTS: None a C. MANAGEMENT REPORTS: None Chairman Johnson asked Mr. McKinney to clarify the status of the redevelopment of the Von's Center. Mr. McKinney explained that there seems to be some confusion concerning that issue. It has been referred to as the Redevelopment Agency's first project. However, the Von's Center is a project that was brought to the City by the Von's Company. It is no the Redevelopment Agency's first redevelopment project. D. ADJOURNMENT: Chairman Johnson adjourned the meeting at 9:02 p.m. to the next regularly scheduled meeting on April 13, 1999. That's essentially what Federal officials said happened in Ahaheim. They are charging a former planner with the City of Anaheim with extorting $10,000 from a local gas station owner who sought a permit to add a mini -mart to his station.... But not every government racket is so crude or even illegal. To build or start any business, Americans must comply with myriad rules and regulations, many of which are subjective in their interpretation. Officials....regularly And legally extract concessions from owners: "Adjust your plans to conform to our taste, or we won't let you build it"... The standard operating procedures for some City governments in Orange County (is to) ... use their power to derail projects they don't like, to acquire properties on behalf of corporate entities, to bulldoze small businesses that don't fit into their redevelopment plans. We're outraged at the alleged Anaheim incident. But we're also concerned about the more frequent and legal ways that governments derive owners of their rights. Development decisions should be based on adhereance to the principle of property rights, not to the subjective judgements made in the political and bureaucartic realms.
