MINUTES
COMMUNITY REDEVELOPMENT AGENCY OF
ATASCADERO
TUESDAY, FEBRUARY 26, 2002
6:30 P.M.
Chairman Luna called the meeting to order at 6:35 p.m.
ROLL CALL:
Present: Board Members Arrambide, Clay, Johnson, Scalise and
Chairman Luna
Absent: None
Others Present: Board Secretary Marcia McClure Torgerson and City Treasurer
David Graham
Staff Present: Executive Director Wade McKinney, Board Treasurer Rachelle
Rickard, Community Development Director Warren Frace, Police
Chief Dennis Hegwood, Fire Chief Kurt Stone, and City Attorney
Roy Hanley.
APPROVAL OF AGENDA: Roll Call
MOTION: By Board Member Scalise and seconded by Board Member
Arrambide to approve the agenda.
Motion passed 5.0 by a roll -call vote.
COMMUNITY FORUM:
Bob Wilkins, President of Main Street, stated the Main Street Committee is ready to
get to work and told the Board they hope to have cooperation from the Board.
Chairman Luna closed the Community Forum period.

A. CONSENT CALENDAR:

MOTION: By Board Member Arrambide and seconded by Vice Chairman
Clay to approve the Consent Calendar.
Motion passed 5.0 by a voice vote.
B. MANAGEMENT REPORTS:
1. 2001 Audit Report
■ Fiscal Impact: None
■ Staff recommendation: Agency Board review and accept the audit report for the fiscal
year ended June 30, 2001. [Administrative Services]
Agency Board Treasurer Rachelle Rickard gave the staff report and answered
questions of the Board.
PUBLIC COMMENT: None
MOTION: By Vice Chairman Clay and seconded by Board Member Scalise
to review and accept the audit report.
Motion passed 5.0 by voice vote.
C. EXECUTIVE DIRECTOR REPORT:
Executive Director McKinney reported on a meeting he had attended on the
Affordable Housing Trust Fund Project. In the coming month, Board Members will
be individually contacted subsequent to the item being agendized for a future
Redevelopment Agency Meeting. The Trust Fund is a potential solution to assist in
the affordable housing problem in San Luis Obispo County; it provides for gap
financing for development of additional affordable all -range housing units. Director
McKinney gave a brief summary of the project, explained some of the City's
concerns and answered questions of the Board.
