HomeMy WebLinkAboutResolution 20-81 RESOLUTION NO 20-81 RESOLUTION OF THE ATASCADERO CITY COUNCIL SUPPORTING ' FEDERAL LEGISLATION REPEALING SECTION 301 OF THE POWERPLANT AND INDUSTRIAL FUEL USE ACT WHEREAS, Section 301 of the Powerplant and Industrial Fuel Use Act contains prohibitions and restrictions on the use of natural gas as a utility powerplant fuel ; and WHEREAS, in California, enforcement of these restrictions and prohibitions will mean that existing powerplants will be irequired to burn additional amounts of oil since conversion of California' s existing fossil-fueled powerplants to burn coal faces difficult technical and environmental barriers Iand would require extraordinary financial commitments by the utilities which ultimately would be absorbed by consumers without resulting in any increase in the State' s electrical supplies; and WHEREAS, the development of alternate fuels technologies are subject to technical, financial, environmental, site and social contraints and, as a result, fuels from these projects imay not be available on a commercial basis for several years; and WHEREAS , domestic natural gas reserves are estimated to be sufficient to last for at least several decades at the current rate of consumption; and WHEREAS , natural gas is a cheaper, cleaner fuel than fuel oil; and WHEREAS, the United States needs to utilize all available resources in order to achieve energy independence at the earliest possible time. Resolution No. 20-81 NOW, THEREFORE, BE IT RESOLVED that the Atascadero City Council strongly supports federal legislation which will repeal Section 301 of the Powerplant and Industrial Fuel Use Act, thereby permitting the use of natural gas as a transi- tional utility powerplant fuel until such time as alternate or renewable sources are available for the commercialgenera- tion of electric energy. BE IT FURTHER RESOLVED that the City Clerk transmit copies of this resolution to the President and Vice-President of the United States; U. S. Senators Alan Cranston, S . I . Hayakawa, and James McClure, Chairman of the Senate Energy and Natural Resources Committee; and U. S. Congresmen Leon Panetta and John Dingell, Chairman of the House Energy and Commerce Committee. On motion by Councilman Mackey' and seconded by Councilman Highland , the Atascadero City Council hereby adopts the foregoing proposed resolution in its entirety on the following roll call vote: AYES: Councilmen Highland, Mackey, Nelson, Stover and Mayor Wilkins NOES: None ABSENT: None ADOPTED: July 13, 1981 ROBERT J.
