Chairperson Mathews called the meeting to order at 7:05 p.m. and Commissioner Livick led the Pledge of Allegiance. ROLL CALL: Present: Commissioners Butz, Jack, Livick, Sechrist and Chairperson Mathews Student Representative Buck -Moyer Absent: Commissioner Ausman Others Present: Recording Secretary Grace Pucci Staff Present: Community Services Director Brady Cherry, Deputy Public Works Director Geoff English and Recreation Supervisor Jennifer Fanning. COMMUNITY FORUM: Hal Carden suggested the Parks and Recreation Commission lay the ground work for more cooperation between the School System and the City, and explained the benefits to be derived from that cooperation. He also spoke about the Charles Paddock Zoo and the need for more investment in the Zoo because of its age and many advantages to the community. PRC Minutes 12/21/06 Page 1 of 7 Approved January 18, 2007 Bob Pittenger, representing Atascadero Babe Ruth, spoke about the partnership between Atascadero Babe Ruth and the City and explained why they would like to continue that relationship. Chairperson Mathews closed the Community Forum period. APPROVAL OF AGENDA: MOTION: By Commissioner Livick and seconded by Commissioner Jack to approve the agenda. Motion passed 5:0 by a roll -call vote. OATHS OF OFFICE: 1. Administration of Oaths of Office - Newly appointed Commissioner Sorrel Marks, Returning Commissioner Jay Sechrist and Youth Commissioners Paige Buck -Moyer and Ryan Carden will be sworn in by City Clerk, Marcia McClure Torgerson. City Clerk Torgerson administered the Oaths of Office to incoming Parks and Recreation Commissioner Marks, returning Commissioner Sechrist, incoming Youth Commissioner Carden and returning Youth Commissioner Buck -Moyer. COMMISSION/ YOUTH REPRESENTATIVE ANNOUNCEMENTS AND REPORTS: Chairperson Mathews welcomed the new Commissioners and thanked outgoing Commissioner Castaneda for her work on the Parks and Recreation Commission. Commissioner Livick announced the Atascadero School District is applying for a Safe Routes to School Grant with the City of Atascadero for construction of a multi -use trail between Highway 41 and San Gabriel School. Commissioner Butz reported that this year the Loaves and Fishes Christmas Project had 352 families that come through and received toys, food, coats and jackets. She also complimented the youth in the community who came to help out. Student Representative Buck -Moyer reported on the charity events that Atascadero High School students had participated in this year. Student Representative Carden announced that the Key Club and CSF have been participating in bell ringing in front of grocery stores during the holidays. PRC Minutes 12/21/06 Page 2 of 7 Approved January 18, 2007 Chairperson Mathews spoke about the community calendar produced by the Atascadero Native Tree Association and Groundwater Guardian. PRESENTATION: 1. Recognition of Andrew Charnley for outstanding contributions to the City and Community Services Department. City Council Member O'Malley spoke about Mr. Charnley, read the proclamation and, with Mayor Luna and Council Members Beraud, Brennler and Clay, presented it and a plaque of recognition to Mr. Charnley. Mr. Charnley thanked the city for the honor. A. CONSENT CALENDAR: 1. Parks and Recreation Commission Minutes — November 16, 2006 ■ Staff Recommendation: Commission approve the Parks and Recreation Commission minutes of the November 16, 2006, meeting. [Community Services] MOTION: By Commissioner Jack and seconded by Vice Chairperson Sechrist to approve Item #A-1. Motion passed 5:0 by a voice vote. (Marks abstained) B. PUBLIC HEARINGS: 1. Strategic Planning Issues ■ Fiscal Impact: None. ■ Recommendation: Commission identify potential issues for City Council Strategic Planning process. [Community Services] Community Services Director Brady Cherry gave the staff report and answered questions of the Commission. PUBLIC COMMENT Andrea Liddie, Zoological Society, spoke about the Charles Paddock Zoo, what it needs to meet accreditation standards, and how beneficial it is to the community. Brian Yellin, Charles Paddock Zoo docent, stated that the Zoo is a gem for the City of Atascadero, has the potential to increase draw to the city and its businesses, and spoke about what the Zoo provides to the community. Pittenger, Principal of Del Rio Continuation High School, spoke about the youth of Atascadero who helped out with community events this past week and encouraged the Commission to reach out to those students to ascertain their needs. Ron Poulin, Atascadero Babe Ruth Board of Directors, spoke about the funds spent by Babe Ruth to maintain Alvord field, and of their current and future needs for the fields. He said the City has not spent any significant funds to improve the fields and buildings in many years, and the League is looking forward to working with the City do some long overdue improvements to the facilities. Chairperson Mathews closed the Public Comment period. There was extensive Commission discussion regarding potential issues for recommendation to the City Council for Strategic Planning. MOTION: By Commissioner Jack and seconded by Commissioner Butz to identify Strategic Planning items for presentation to the City Council as follows: 1. Address deferred maintenance of parks and recreation facilities. 2. Operation of the new Recreation Center. 3. Begin implementation of the Zoo Master Plan with an emphasis toward accreditation. 4. Complete the Stadium Park Master Plan. 5. Review the Arts in Public Places policy for updating. 6. Develop a Paloma Creek Park Master Plan. 7. Explore partnering with the School District for Parks and Recreation projects and facility sharing. Motion passed 6:0 by a roll -call vote. C. MANAGEMENT REPORTS: 1. Veteran's Memorial Ad Hoc Committee Resort ■ Fiscal Impact: None. ■ Recommendation: Commission receive and file the Veteran's Memorial Ad Hoc Committee report on the memorial location. [Community Services] Community Services Director Brady Cherry gave the staff report, which suggested the Highway 41 and Portola Road site as the preferred location for the Veteran's Memorial, and answered questions of the Commission. PUBLIC COMMENT PRC Minutes 12/21/06 Page 4 of 7 Approved January 18, 2007 Col. Bill Hatch spoke about the work of the ad hoc committee and how it helped the project along, and stated the Veterans Memorial Committee had identified the Highway 41/Portola Road location as their number two choice. He indicated this was a good location and hoped the Commission would move the recommendation along to the City Council for their approval. Student Representative Buck -Moyer questioned how funding would be handled for developing the park around the memorial. Ann Hatch, Veteran's Memorial Committee, stated that the individual who landscaped the Sunken Gardens has offered his services to design the landscaping around the Veteran's Memorial. Chairperson Mathews closed the Public Comment period. MOTION: By Commissioner Butz and seconded by Vice Chairperson Sechrist to receive and file the Veterans Memorial Ad Hoc Committee report on the memorial location, to accept the committee's recommendation and forward it on to the City Council. Motion passed 6:0 by a roll -call vote. 2. Anaointment of Ad Hoc Public Arts Committee Members ■ Fiscal Impact: None. ■ Recommendation: Commission select a Chairperson from amongst the Commissioners and five committee members from the public to serve on the Public Arts Committee. [Community Services] Community Services Director Brady Cherry gave the staff report and answered questions of the Commission. MOTION: By Commissioner Jack and seconded by Commissioner Livick to nominate Commissioner Butz to serve as the non-voting Chairperson of the Ad Hoc Public Arts Committee. Motion passed 6:0 by a voice vote. Appointment of Committee Members: Commissioner Butz made the following recommendation of committee members and explained that all are very professional local artists in different media: 1. Ann Reich 2. Joe Ramirez 3. Tracy Di Vita Bass 4. Steve LaSalle 5. Sally Tipman PRC Minutes 12/21/06 Page 5 of 7 Approved January 18, 2007 Alternate: Kathy Baker (would attend the meetings, but would not vote) PUBLIC COMMENT Col Bill Hatch stated that Kathy Mitchell Baker was one of applicants, and that she had lost her son in Iraq. He asked the Commission to weigh that as part of their decision making process. Ann Hatch commented that Ms. Baker has earned the right to vote on this committee. Director Cherry, in response to Commission questions on why the committee could not consist of six individuals, explained that the Council -adopted the policy states there shall be five members with a non-voting chair from the Commission. Commissioner Butz read from the policy that stated committee members should be "most knowledgeable about the art form". Col. Bill Hatch commented that the statue is military art and that Kathy Baker has sacrificed greatly and understands something of the military art. Chairperson Mathews closed the Public Comment period. MOTION: By Commissioner Butz and seconded by Commissioner Livick to select Ann Reich, Joe Ramirez, Tracy Di Vita Bass, Steve LaSalle and Sally Tipman for the Ad Hoc Public Arts Committee and with Kathy Baker as an alternate. Motion passed 5:1 by a roll -call vote. (Mathews opposed) D. COMMITTEE & LIAISON REPORTS: 1. Atascadero Youth Task Force - Next meeting postponed to new date of January 9, 2007, 7:00 a.m., Lake Pavilion. 2. Renaming of Traffic Way Park and Recreation Center Building: Selection of the top proposed name(s) to recommend to the City Council. (Commissioner Jack): Commissioner Jack explained how the voting was tabulated and that the top five names will be sent to the City Council. There was Commission consensus to send the name recommendations as follows: Park Names 1. Colony Park 2. Creekside Park 3. STAFF COMMENTS/ ANNOUNCEMENTS: Community Services Director Cherry reported on the following items: 1. Upgraded George Beatie Skate Park Now Open 2. Spring City Magazine/ Recreation Guide 3. Recreation Center "Buy -A -Brick Campaign" Sale ends 12/31 4. Next Stadium Park Planning Meeting: 1/11/07, 6:30pm 5. Ice Rink Opens Dec. 22nd, 2006 6. Commissioner Norms to be on January Agenda F. ADJOURNMENT: Chairperson Mathews adjourned the meeting at 9:30 p.m. to the next regularly scheduled meeting of the Parks and Recreation Commission on January 18, 2007.
