Vice Chairperson Sechrist called the meeting to order at 7:00 p.m. and Commissioner Jack led the Pledge of Allegiance. ROLL CALL: Present: Commissioners Butz, Jack, Livick, and Vice Chairperson Sechrist Student Representatives Buck -Moyer and Solkshinitz Absent: Commissioners Ausman, Castaneda and Chairperson Mathews Staff Present: Deputy Public Works Director Geoff English, Administrative Services Director Rachelle Rickard, Police Chief John Couch, Recreational Supervisor Jennifer Fanning and Recording Secretary Grace Pucci. COMMUNITY FORUM: Eric Greening spoke about the creek restoration project and the lack of a negative declaration on the Resource Conservation District's project below San Gabriel. Because this item is time sensitive he suggested either holding a special meeting of the Parks and Recreation Commission or forwarding it on to the Planning Commission. Deputy Public Works Director Geoff English reported that there will be a special Commission meeting in early June (date to be determined) in addition to the regular meeting which will be held at Stadium Park. PRC Minutes 05/18/06 Page 1 of 4 Approved July 27, 2006 Commissioner Castaneda joined the hearing at 7:08 p.m. Jonalee Istenes spoke about the area from Paloma Creek Park through to the Salinas River and indicated that it could also use a trail. Vice Chairperson Sechrist closed the Community Forum. APPROVAL OF AGENDA: MOTION: By Commissioner Jack and seconded by Commissioner Butz to approve the agenda. Motion passed 5:0 by a roll -call vote. COMMISSION/ YOUTH REPRESENTATIVE ANNOUNCEMENTS AND REPORTS: Student Representative Buck Moyer reported on High School activities including: a choir concert on June 3rd, a Frisbee competition held two weeks ago, and the second round of the CIF track competition on Saturday. Student Representative Solkshinitz announced that he will be attending St Johns University in New York next year, and reported that the High School graduation is scheduled for June 8t". He also reminded the Commission that July will be his last month as Student Representative and recommended keeping a second student representative position as well as seeking someone younger to serve to balance out the grade differences. Commissioner Butz reported on the activities for the Atascadero Wine Festival scheduled for June 23rd and 24t" Commissioner Jack spoke about an email from a citizen who was interested in the dog rules for local parks, and stated that all municipal codes are on the city's website. He also reported that there will be a parks related issue on the next City Council agenda. Vice Chairperson Sechrist gave an update on the recreational center bid process and announced that the proposed start date is August 1 st. A. CONSENT CALENDAR: 1. Parks and Recreation Commission Minutes — April 20, 2006 ■ Staff Recommendation: Commission approve the Parks and Recreation Commission minutes of the April 20, 2006, meeting. [Community Services] PRC Minutes 05/18/06 Page 2 of 4 Approved July 27, 2006 MOTION: By Commissioner Jack and seconded by Commissioner Livick to approve Item #A-1. Motion passed 5:0 by a voice vote. B. PRESENTATIONS: 1. Presentation by Rachelle Rickard, Administrative Services Director, on the financial status of the City of Atascadero. Administrative Services Director Rachelle Rickard with Police Chief John Couch gave the presentation and answered questions of the Commission. PUBLIC COMMENT Eric Greening spoke of the importance of looking at both sides of the equation and potential impacts when seeking new sources of funding. He suggested communities work together to seek restoration of the original level of vehicle license fee, and raised questions about sales tax, and road repair costs. He commented that as lot sizes get smaller in Atascadero, parks will become more essential. Vice Chairperson Sechrist closed the Public Comment period. C. MANAGEMENT REPORTS: 1. Atascadero Creek Encroachment Discussion (Citizen Request Item) ■ Fiscal Impact: None ■ Recommendation: Informational item only. Deputy Public Works Director English introduced Jonalee Istenes who had requested this item be placed on the agenda. Jonalee Istenes gave a presentation to the Commission regarding the Status Quo Ante Trail and creek environment which extends from San Gabriel Road heading west to the three bridges area. Because this area is separate from the state funded project it will rely heavily for maintenance on volunteer efforts led by the SOURCE group. She announced that a creek cleanup has been scheduled for September 30th, and requested help with maps that show property lines and easements, information on what types of plants can be planted in the creek, and what is allowed in the easement area. Ms. Istenes answered questions of the Commission. PUBLIC COMMENT PRC Minutes 05/18/06 Page 3 of 4 Approved July 27, 2006 Eric Greening spoke about the difference between an easement and a setback, and stated he hoped that the creek cleanup would permit more residents to discover that area. Vice Chairperson Sechrist closed the Public Comment period. D. COMMITTEE & LIAISON REPORTS: 1. Atascadero Youth Task Force - Next meeting June 6th, 2006, 7:00 a.m. Pavilion Lakeside Room 2. Traffic Way Naming Contest - Commissioners Jack/Ausman: a letter has been sent to the City Council, and a meeting was held with the editor of the Atascadero News who pledged his support. E. STAFF COMMENTS/ ANNOUNCEMENTS: Recreation Supervisor Jennifer Fanning reported on the following items: 1. City /Schools Joint facilities report to Council 2. Children's Day in the Park, May 20, 2006 3. New Zoo Exhibit, "Metamorphosis" - Now Open 4. Lake park Design Guidelines delayed until 6/27 5. City Magazine/ Guide Due Out May 19th 6. Wine Festival June 23, 24, 2006 Commissioner Butz distributed flyers regarding Farmer's Market in the Sunken Gardens on June 7t", and reported that the Chamber of Commerce barbecue calendar is out. F. ADJOURNMENT: Vice Chairperson Sechrist adjourned the meeting at 8:56 p.m. to the next regularly scheduled meeting of the Parks and Recreation Commission on June 15, 2006.
