CITY OF A TASCADERO
PARKS AND RECREATION
COMMISSION
MINUTES
THURSDAY, MARCH 17, 2005
7:00 P.M.
REGULAR SESSION: 7:00 P.M.
Chairperson Kudlac called the meeting to order at 7:00 p.m. Commissioner Sechrist and
led the Pledge of Allegiance.
ROLL CALL:
Present: Commissioners Butz, Castaneda, Jack, Mathews, Sechrist, and
Chairperson Kudlac
Absent: Commissioner Ausman
Staff Present: Community Services Director Brady Cherry, Deputy Public Works
Director Geoff English and Recording Secretary Grace Pucci.
COMMUNITY FORUM:
Eric Greening spoke about seeking a site for a performing arts center and questioned
the process for going forward as well as the role of the Parks and Recreation
Commission for the center and all art projects in Atascadero.
Chairperson Kudlac closed the Community Forum period.

APPROVAL OF AGENDA:
MOTION: By Commissioner Sechrist and seconded by Commissioner
Jack to approve the agenda.
Motion passed 6:0 by a roll -call vote.
COMMISSION/ YOUTH REPRESENTATIVE ANNOUNCEMENTS AND REPORTS:
Community Services Director Brady Cherry announced that the City Council has
decided to appoint two youth representatives to the Parks and Recreation Commission;
both applicants will be sworn in at the April meeting.
A. CONSENT CALENDAR:
1. Parks and Recreation Commission Minutes - February 17, 2005
■ Staff recommendation: Commission approve the Parks and
Recreation Commission minutes of the February 17, 2005 meeting.

2. Reauest to Place a Memorial Obiect: Plantina of Tree at Traffic Wa
Park
■ Fiscal Impact: None.
■ Staff Recommendation: Parks and Recreation Commission
recommend approval to the City Council of a request by John Beccia
to plant a Memorial Tree at Traffic Way Park. [Community Services]
MOTION: By Commissioner Jack and seconded by Commissioner Butz
to approve Items #A-1 and 2.
Motion passed 6:0 by a roll -call vote.
PUBLIC COMMENT
Eric Greening thanked the Commission for approving the Tree Planting for Ellie Garcia
and spoke about her contributions to Atascadero.

B. PRESENTATIONS:

1. Presentation by Cal Poly Student, Juana Alcala, for her Senior
Project regarding the Anza Park Conceptual Design. (No action will
be taken.)
Juana Alcala gave the presentation and with Community Services Director Brady
Cherry answered questions of the Commission.
The Commissioners thanked Ms. Alcala for her report.
PUBLIC COMMENT
Eric Greening spoke of the value of making the plans for the trail visible and
encouraged sharing these plans with David Smith of the Park Service. Mr. Greening
spoke of the trail's potential connectivity with Templeton.
Chairperson Kudlac closed the Public Comment period.
2. Presentation by Maurice Macare, BFGC Architecture, regarding
recreation center design plans.
Community Services Director Brady Cherry gave a brief history of the project design
and explained the process from this point forward.
Maurice Macare gave the presentation and with Community Services Director Cherry
answered questions of the Commission.
Several Commissioners expressed concern with access to the restrooms from the
exterior of the building.
PUBLIC COMMENT
Eric Greening asked several questions regarding funding for the total project as well as
the timing and funding source for the George Beatie Skate Park.
Chairperson Kudlac closed the Public Comment period.
Director Cherry explained the funding sources for the Recreation Center and skate park.
The Commission felt strongly that the skate park must be high on the priority list for the
project.

1. Traffic Way Park Focus Group — Next meeting, 3/22/05, 3:30 p.m., City
Hall.
2. Atascadero Youth Task Force- Next meeting, April 5, 2005, 7:00 a.m.
Pavilion Lakeside Room.
D. STAFF COMMENTS/ ANNOUNCEMENTS:
1. SLOCPRA Commissioner's Workshop 2/26/05, Hearst Castle:
Commissioners commented on the workshop.
2. T -Ball Opening Day, April 2, Paloma Creek Park, 10:00 a.m.
3. Movies in the Park - Summer schedule
4. FYI Update
5. Recreation Guide to be published at the end of May
6. Paloma Creek Park Play Structure Removal
7. Commission Youth Representative: The City Council will appoint two
youth representatives, they will be sworn in at the April meeting.
8. Pavilion Caterer: The Commission was requested to appoint two members
to serve on the board to screen potential caterers. Commissioner Butz
agreed to serve; Commissioners Sechrist and Castaneda will get back to
staff.
E. ADJOURNMENT:
Chairperson Kudlac adjourned the meeting at 8:35 p.m. to the next regularly scheduled
meeting of the Parks and Recreation Commission on April 21, 2005.
