HomeMy WebLinkAbout111804 PR CommMinutesApproved, January 20, 2005 CITY OF A TASCADERO PARKS AND RECREATION COMMISSION MINUTES THURSDAY, NOVEMBER 18, 2004 7:00 P.M. REGULAR SESSION: 7:00 P.M. Chairperson Kudlac called the meeting to order at 7:02 p.m. and Commissioner Mathews led the Pledge of Allegiance. ROLL CALL: Present: Commissioners Butz, Jack, Mathews, Sechrist, Gobler and Chairperson Kudlac Absent: Commissioner Castaneda Staff Present: Community Services Director Brady Cherry, Deputy Public Works Director Geoff English and Recording Secretary Grace Pucci Commissioner Castaneda joined the hearing at 7:05 p.m. COMMUNITY FORUM: John Neilson submitted a proposed design for the skate park and urged the Commission to consider the use of concrete for the park rather than portable ramps. Commissioner Mathews urged Mr. Neilson to work with the Community Services staff to implement a design appropriate for the potential users. PRC Minutes 11/18/04 Page 1 of 5 Eric Greening asked if there would be a discussion tonight to schedule a special meeting regarding the Youth Center / Skate Park. He also questioned if there were any word on the FEMA funds. Chairperson Kudlac closed the Community Forum period. APPROVAL OF AGENDA: MOTION: By Commissioner Jack and seconded by Vice Chairperson Gobler to approve the agenda. Motion passed 7:0 by a roll -call vote. COMMISSION ANNOUNCEMENTS AND REPORTS: Commissioner Butz read from two letters she had written in the past regarding the need for a youth center in Atascadero. (Exhibits A and B) She commented on the need to move forward with the Youth Center in an expeditious manner. A. CONSENT CALENDAR: 1. Parks and Recreation Commission Minutes — October 21, 2004 ■ Staff recommendation: Commission approve the Parks and Recreation Commission minutes of the meeting of October 21, 2004. [Community Services] MOTION: By Commissioner Mathews and seconded by Commissioner Sechrist to approve Item #A-1. Motion passed 7:0 by a voice vote. Community Services Director Brady Cherry announced that the Parks and Recreation Commission recommendation for the Youth Center will be considered at the next City Council meeting on December 14th at which time a site will be selected. Director Cherry invited the Commission and community to participate in the meeting. B. PUBLIC HEARINGS- Proposed Dog Park at Heilmann County Park - Public Presentation and Comment Paula O'Farrell, Parks -4 -Pups, made a presentation on their efforts to create a north county dog park at Heilmann County Park and with Kathy Crop, dog trainer, answered questions of the Commission. A handout was distributed to the Commission. (Exhibit A) PRC Minutes 11/18/04 Page 2 of 5 Nancy Conant, spoke about the EI Chorro Dog Park, which she helped to set up and answered questions of the Commission. PUBLIC COMMENT Shirley Breno, Rancho del Bordo Mobile Home Park Manager, spoke on behalf of the owner and several residents who strongly object to the dog park. Una Lelman spoke about problems she has experienced with dogs near her mobile home. Tom Lewis stated his concerns with allowing a dog park near the mobile home park and suggested it be placed near the tennis courts. Nancy Conant addressed some of the concerns raised by the previous speakers. Louise Mahew stated her support for an off -leash dog park in Atascadero. Tim Babcock spoke about his positive experiences at the EI Chorro dog park. Raina Bokum expressed her support for the dog park. Eric Greening asked if the City of Atascadero would be making any comments on the County update of their Parks General Plan, and whether the City would make specific remarks about Heilmann Park. Frank Goodwin stated the reasons he would like to see a dog park at Heilmann Park. Rose Wingate, Veterinarian, expressed her opinion that there should be a way to have the dog park while meeting the concerns of the mobile home owners. Nancy Conant spoke about the process for selecting EI Chorro as a dog park and how it solved problems there with undesirable elements. Chairperson Kudlac closed the Public Comment period. Community Services Director Brady Cherry addressed several issues raised during the Public Comment period and indicated that staff would take the information and comments from tonight's presentation and pass it on to the County. C. PRESENTATIONS - 1. Eagle Scout Project- Justin Gilman, Troop 155 PRC Minutes 11/18/04 Page 3 of 5 Deputy Public Works Director Geoff English introduced Justin Gilman and explained the project he will be presenting. Eagle Scout Justin Gilman explained that he will be building an information kiosk on the Anza Trail on the Curbaril side and answered questions of the Commission. PUBLIC COMMENT Eric Greening, SLO County Amigos de Anza, thanked Justin for taking on this project and suggested a summary of volunteer hours and donations be presented to staff as evidence of a local match with the Park Service for their Challenge Cost Share program. Chairperson Kudlac closed the Public Comment period. MOTION: By Commissioner Mathews and seconded by Commissioner Jack to approve the project. Motion passed 7:0 by a roll -call vote. 2. Community Link Slide Presentation- George Dodge, Director of the Community Link There was Commission consensus to continue this item to the January meeting of the Parks and Recreation Commission. D. MANAGEMENT REPORTS: 1. PINE MOUNTAIN TRAIL ■ Fiscal impact: All trail construction work would be completed by volunteer labor. ■ Staff recommendation: Parks and Recreation Commission Parks recommend approval of a proposed project to construct a trail to the top of Pine Mountain. (Community Services) Deputy Public Works Director Geoff English gave the staff report an answered questions of the Commission. PUBLIC COMMENT Eric Greening asked several questions regarding walking trails and remediation of eroded areas. Chairperson Kudlac closed the Public Comment period. MOTION: By Commissioner Mathews and seconded by Commissioner Jack to construct a trail to the top of Pine Mountain. Motion passed 7:0 by a roll -call vote. E. COMMITTEE & LIAISON REPORTS: 1. Atascadero Recreation Center Committee — Next meeting To Be Announced 2. Atascadero Youth Task Force- next meeting December 7, 2004, 7:00 p.m. Pavilion Lakeside Room. F. STAFF COMMENTS/ ANNOUNCEMENTS: Community Services Director Brady Cherry made the following announcements: 1. Holiday Craft Faire- November 20, 2004, Lake Pavilion 2. Winter/Spring Recreation Activity Guide update 3. Holiday Walk Around the Lake- Saturday, December 4, 2004 4. Winter Wonderland- Friday, December 10, 2004, Sunken Gardens 5. BMX Track — have identified the property off of Sycamore Road for the use of a BMX Track, and looking at issues to be addressed for the site. 6. Annual Commission Holiday Gathering- December 16, 2004 G. ADJOURNMENT: Chairperson Kudlac adjourned the meeting at 9:09 p.m. to the next regularly scheduled meeting of the Parks and Recreation Commission on January 20, 2005.
