Chairperson Kudlac called the meeting to order at 7:06 p.m. and Commissioner Castaneda led the Pledge of Allegiance. ROLL CALL: Present: Commissioners Butz, Castaneda, Jack, Mathews, Sechrist, Gobler and Chairperson Kudlac. Absent: None Staff Present: Community Services Director Brady Cherry, Deputy Public Works Director Geoff English and Recording Secretary Grace Pucci. COMMUNITY FORUM: Eric Greening announced that the Anza Trail Advisory Committee will be meeting at Santa Clara rather than Mission San Antonio de Padua, and questioned the current status of the Sunken Gardens project and the Maidens. Chairperson Kudlac closed the Community Forum period. APPROVAL OF AGENDA: MOTION: By Vice Chairperson Gobler and seconded by Commissioner Butz to approve the agenda. Minutes 10/21/04 Page 1 of 5 Approved November 18, 2004 COMMISSION ANNOUNCEMENTS AND REPORTS: Commissioner Butz announced that this is Coats for Kids time and distributed flyers to those in attendance. Commissioner Mathews announced that the Atascadero Native Tree Association (ANTA) has been working on renovation of the gardens surrounding the Lake Pavilion and invited public input on the project. A. CONSENT CALENDAR: 1. Parks and Recreation Commission Minutes — September 9, 2004 ■ Staff recommendation: Commission approve the Parks and Recreation Commission minutes of the meeting of September 9, 2004. [Community Services] MOTION: By Commissioner Mathews and seconded by Vice Chairperson Gobler to approve Item #A-1. Motion passed 7:0 by a voice vote. B. PRESENTATIONS — None C. PUBLIC HEARINGS — None D. MANAGEMENT REPORTS: 1. Request for Memorial Bench at Atascadero Lake Park & Review of New Receiver Sites ■ Fiscal impact: Donor will cover bench installation costs. ■ Staff recommendation: Parks and Recreation Commission recommend approval of Boneso memorial bench and proposed receiver sites at the Lake Park. (Community Services) Deputy Public Works Director Geoff English provided the staff report and answered questions of the Commission. PUBLIC COMMENT — None MOTION: By Commissioner Butz and seconded by Commissioner Mathews to recommend approval of a request by Sandy Boneso to install a memorial bench at Atascadero Lake Park in honor of her husband a former Atascadero resident. Youth/ Recreation Center Project Update ■ Fiscal impact: Currently budget project funds, and approximately $6 million dollars in FEMA funding. Annual operating costs will be determined by final project scope. ■ Staff Recommendation: Parks and Recreation Commission review report and provide input on the expanded scope of the project. (Community Services) Community Services Director Brady Cherry gave the staff report and answered questions of the Commission. Director Cherry distributed a matrix of potential locations and asked those present to fill it out adding the "auto wrecking yard" and "state hospital" to the list of locations and "city beautification" to the evaluation criteria. (Exhibit A) The Commission and members of the public filled out the Recreation Center Site Selection Matrix. PUBLIC COMMENT Becky Pacas stated it was important to consider accessibility for Police enforcement at each location. Eric Greening expressed concern with the 7t" grade campus location. Chairperson Kudlac closed the Public Comment period. There was Commission discussion about amenities for the Youth Center while the forms were being completed. Chairperson Kudlac adjourned the meeting at 8:25 p.m. to allow the forms to be tallied. Chairperson Kudlac called the meeting back to order at 8:40 p.m. Community Services Director Brady Cherry reviewed the outcome of the surveys. Top four selections include: Combo site, Hay & Feed site, Traffic Way Park and Lake Park site. The Commission commented on the results of the survey. Commissioner Sechrist stated he would like to have the Lake Park included in the potential sites for consideration and explained why. PUBLIC COMMENT Eric Greening stated his reasons for supporting the Combo site. P&R Comm. Minutes 10/21/04 Page 3 of 5 Approved November 18, 2004 Becky Pacas explained why she supports considering both the Lake Park and Combo sites. Chairperson Kudlac closed the Public Comment period. MOTION: By Commissioner Mathews and seconded by Vice Chairperson Gobler to direct staff to proceed with a conceptual design and move ahead with the Combo site project as quickly as possible. Motion passed 6:1 by a roll -call vote. (Sechrist opposed) 3. Atascadero Lake Park Capital Project List ■ Fiscal Impact: $100,000 in budgeted funds for parks improvements. Additional resources from Babe Ruth Baseball and other sources will be needed to complete all of the projects. ■ Staff Recommendation: Parks and Recreation Commission approve the Capital Improvement Project list for Atascadero Lake Park. Deputy Public Works Director Geoff English gave the staff report and answered questions of the Commission. PUBLIC COMMENT — None MOTION: By Vice Chairperson Gobler and seconded by Commissioner Butz to approve the proposed priority listing of minor capital improvement projects at Atascadero Lake Park for potential completion this fiscal year Motion passed 7:0 by a roll -call vote. E. COMMITTEE & LIAISON REPORTS: 1. Atascadero Community Coalition Report — Commissioner Butz: the Coalition has come together. Their next meeting is 3:00 p.m. at the Lake Pavilion on November 16th, and will focus on the Youth Center. 2. Atascadero Youth Task Force, next meeting Nov.2nd, 2004 at 7:00am. — Commissioner Butz: the breakfast was well attended and she recommended that their PowerPoint presentation be shown to the Commission. F. STAFF COMMENTS/ ANNOUNCEMENTS: 1. Halloween "Movie in the Sunken Gardens", Friday Oct. 22nd has been cancelled because the Sunken Gardens are saturated due to the rain. 2. Zoo Boo, Sat. SLO County Parks and Recreation Administrators' Association is planning another Commissioners Workshop on November 13th at Hearst Castle. G. ADJOURNMENT: Chairperson Kudlac adjourned the meeting at 9:50 p.m. to the next regularly scheduled meeting of the Parks and Recreation Commission on November 18, 2004.
