HomeMy WebLinkAbout090904 PR Comm MinutesCITY OF A TASCADERO PARKS AND RECREATION COMMISSION MINUTES THURSDAY, September 9, 2004 7:00 P.M. REGULAR SESSION: 7:00 P.M. Chairperson Kudlac called the meeting to order at 7:08 p.m. and Commissioner Butz led the Pledge of Allegiance. ROLL CALL: Present: Commissioners Butz, Jack, Mathews, Sechrist, Gobler and Chairperson Kudlac Absent: Commissioner Castaneda Staff Present: Community Services Director Brady Cherry, Deputy Public Works Director Geoff English, Deputy Community Development Director Steve McHarris, Recreation Supervisor Paula Anton and Recording Secretary Grace Pucci. COMMUNITY FORUM: Eric Greening spoke about the Sunken Gardens area and urged the Commission to restate their case for additional public comment. He announced that the Citizen's Advisory Committee for the Anza Trail would be meeting November 12, 13 and 14 at Mission San Antonio de Padua. Chairperson Kudlac closed the Community Forum period. PR Comm Minutes 09/09/04 Page 1 of 6 There was Commission consensus that staff would forward the Commission's recommendation for the Sunken Gardens from their last meeting to the City Council. APPROVAL OF AGENDA: MOTION: By Vice Chairperson Gobler and seconded by Commissioner Butz to approve the agenda. Motion passed 6:0 by a roll -call vote. COMMISSION ANNOUNCEMENTS AND REPORTS: Commissioner Sechrist asked when the Youth Center plans would be sent back to the Parks and Recreation Commission. Community Services Director Brady Cherry stated they would be considered at the October 21 st meeting. Commissioner Butz announced that the Atascadero Youth Task Force is presenting a "Back to School Kickoff" on Tuesday, October 5t" at 7:00 a.m. This event will serve as the regular meeting of the Youth Task Force for October. Commissioner Mathews announced that the garden surrounding the Lake Pavilion would receive a substantial renovation this fall by volunteers from the Atascadero Native Tree Association. A. CONSENT CALENDAR: 1. Parks and Recreation Commission Minutes — July 15, 2004 ■ Staff recommendation: Commission Recreation Commission minutes of the [Community Services] approve the Parks and meeting of July 15, 2004. MOTION: By Commissioner Butz and seconded by Commissioner Jack to approve Item #A-1. Motion passed 6:0 by a voice vote. B. PRESENTATIONS - NONE C. PUBLIC HEARINGS - NONE PR Comm Minutes 09/09/04 Page 2 of 6 D. MANAGEMENT REPORTS: 1. Skate Park Design Concept Plans and Relocation ■ Fiscal impact: $150,000 Budgeted funds based upon construction bids. ■ Staff recommendation: Parks and Recreation Commission recommend approval of the Conceptual Design and the use potential community partnerships and phasing of improvements to complete the preferred alternative. (Community Services) Community Services Director Brady Cherry with Recreation Supervisor Paula Anton gave a brief overview of the project and answered questions of the Commission. Steve Rose and Mike Taylor, Purkiss Rose Design Team, explained the proposed skate park conceptual design and answered questions of the Commission. PUBLIC COMMENT John Neilson expressed his concerns regarding this proposed design and suggested it be made more aesthetically pleasing for those who would be using it. Eric Greening suggested the Commission look into the possibility of utilizing redevelopment funds for this project and that the skate board community be asked how they would like this project to be phased. Kevin Brown stated that phase two and three of this design are more appealing than the prefab units of phase one. Derek Carnes suggested the best way to proceed would be to develop phase one and two at same time. Kevin Brown stated that if phase one is built he hopes there would be some flexibility on altering some of the elements as the project proceeds. Chairperson Kudlac closed the Public Comment period. There was Commission discussion about funding sources and possible options for phasing the project. MOTION: By Vice Chairperson Gobler and seconded by Commissioner Butz to accept the conceptual design and allow staff to move forward. Motion passed 6:0 by a roll -call vote. PR Comm Minutes 09/09/04 Page 3 of 6 2. Request for BMX Track at ANZA Park Site ■ Fiscal impact: None directly to the City. ■ Staff recommendation: 1. Parks and Recreation Commission recommend that an archeological and environmental determination be made for the proposed site, and hold public hearings on the Anza Park master plan design after the Water Company property is secured for park uses by the City. Community Services Director Cherry provided the staff report and answered questions of the Commission. Two additional sites for the track were discussed. Allison Williams, Friends of Atascadero BMX, spoke about the association's needs and answered questions of the Commission. Ms. Williams distributed a memo on the proposed track and guidelines for NBL BMX track construction to the Commission. (Exhibit A) Susan Scholl, BMX association, spoke about parking for BMX events. PUBLIC COMMENT Eric Greening stated that his concerns regarding having this area open to the public have been answered and that he would like to see this use happen in the best possible location. Chairperson Kudlac closed the Public Comment period. There was Commission consensus to direct staff to work with the BMX Association to determine which of the three alternatives is the preferred site, and if it is the Water Company site, to work on the issues of zoning and take a proposal to the Water Company and then bring the user agreement back to the Commission for consideration. Chairperson Kudlac recessed the hearing at 9:31 p.m. Chairperson Kudlac called the meeting back to order at 9:43 p.m. 3. Review of Dove Creek Project Proposed Park Parcels ■ Fiscal impact: None. ■ Staff Recommendation: Parks and Recreation Commission review and provide input on the park amenities and desired use patterns of four park parcels in the proposed Dove Creek project. PR Comm Minutes 09/09/04 Page 4 of 6 Community Services Director Cherry explained that the following three items were informational only, as they are private developments and have been brought forth at the suggestion of the Community Development Director. Deputy Community Development Director Steve McHarris provided the staff report and answered questions of the Commission. 4. Review of West Front Mixed -Use Project Proposed Park ■ Fiscal impact: None. ■ Staff Recommendation: Parks and Recreation Commission review and provide input on the park amenities in the proposed West Front Mixed- use project. Deputy Community Development Director Steve McHarris provided the staff report and answered questions of the Commission. Richard Shannon, project developer, explained their plans for maintenance of the park in this development. 5. Review of EI Camino Real/Principal Avenue Project Proposed Park ■ Fiscal impact: None. ■ Staff Recommendation: Parks and Recreation Commission review and provide input on the park amenities in the proposed EI Camino Real/Principal Avenue Mixed -Use project. Deputy Community Development Director Steve McHarris provided the staff report and answered questions of the Commission. Commissioner Mathews expressed concern with chemicals used on the turf area going into the creek. Mr. McHarris stated that staff would note the concern and look into it tomorrow. E. COMMITTEE & LIAISON REPORTS: 1. Atascadero Recreation Center Committee — Next meeting To Be Announced 2. Atascadero Youth Task Force- next meeting October 5, 2004, 7:00 a.m. Pavilion Lakeside Room. ADJOURNMENT: Chairperson Kudlac adjourned the meeting at 10:35 p.m. to the next regularly scheduled meeting of the Parks and Recreation Commission on October 21, 2004.
