MINUTES
THURSDAY, July 15, 2004

REGULAR SESSION: 7:00 P.M.
Chairperson Kudlac called the meeting to order at 7:09 and Commissioner Castaneda
led the Pledge of Allegiance
OATH OF OFFICE
City Clerk Marcia Torgerson administered the Oath of Office for new Parks and
Recreation Commissioner Sandy Jack.
ROLL CALL:
Present: Commissioners Butz, Castaneda, Jack, Mathews, Gobler and
Chairperson Kudlac.
Absent: Commissioner Sechrist
Staff Present: Community Services Director Brady Cherry, Public Works Director
Steve Khan, Redevelopment Specialist Marty Tracey, Recreation
Coordinator Olivia Lyons, and Recording Secretary Grace Pucci.

APPROVAL OF AGENDA:
MOTION: By Vice Chairperson Gobler and seconded by Commissioner
Butz to approve the agenda.
Motion passed 6:0 by a roll -call vote.
COMMISSION/ YOUTH REPRESENTATIVE ANNOUNCEMENTS AND REPORTS:
Chairperson Kudlac opened a discussion regarding holding a Parks and Recreation
meeting in August.
MOTION: By Commissioner Butz and seconded by Vice Chairperson
Gobler to go dark in August.
Motion passed 6:0 by a roll -call vote.
A. CONSENT CALENDAR:
1. Parks and Recreation Commission Minutes — June 17, 2004
■ Staff recommendation: Commission approve the Parks and
Recreation Commission minutes of the meeting of June 17, 2004.

2. Request to Place a Memorial Bench at Atascadero Lake Park- Jamar
Staff recommendation: Recommend to the City Council, approval of a
request by the family of John Angel Jamar to place a Memorial Bench at
Atascadero Lake Park. [Community Services]
MOTION: By Commissioner Mathews and seconded by Vice Chairperson
Gobler to approve Items #A-1 and 2.
Motion passed 6:0 by a roll -call vote
B. PRESENTATIONS - NONE
C. PUBLIC HEARINGS
1. Aquatics Program Grant Application — Olivia Lyons, Recreation
Coordinator
■ Fiscal impact: Seeking grant funding.

■ Staff recommendation: Parks and Recreation Commission approve
grant application for aquatics program enhancements. [Community
Services]
Recreation Coordinator Olivia Lyons gave the staff report and answered questions of
the Commission.
Chairperson Kudlac suggested adding water polo to the summer aquatics program.
Commissioner Mathews stated he would like to see a swimming pool constructed at the
new recreation center site.
Commissioner Butz suggested creating a senior therapeutic exercise/swim program.
PUBLIC COMMENT
Barbara Combs spoke about Atascadero Lake and the cleanliness of the water. She
supports cleaning the lake and reopening it for public swimming.
Mr. Porter gave a brief history of the lifeguards during the time Atascadero Lake was
open for public swimming. He spoke in support of building another pool or allowing
swimming in the lake.
Chairperson Kudlac closed the Public Comment period.
MOTION: By Commissioner Butz and seconded by Commissioner
Mathews to recommend to the City Council approval of the
grant application for the aquatics program and enhancements
as presented by Olivia Lyons.
Motion passed 5:0 by a roll -call vote. (Jack abstained)
Ms. Lyons asked the Commission if they would like to receive a rough draft of the
proposal including the budget outline before it is sent in.
There was Commission consensus to receive the draft proposal prior to it being
submitted.
Commissioner Jack stated he had abstained because he was unsure if the Motion was
broad enough to include anything that might be beyond just the enhancement of the
aquatics program.
D. MANAGEMENT REPORTS:
1. Streetscape Improvement Project, Sunken Gardens — Conceptual
Design Plan

■ Fiscal impact: Budgeted Redevelopment agency funds based upon
construction bids.
■ Staff recommendation: Parks and Recreation Commission
recommend approval to the City Council of preliminary design plan
concepts for the Sunken Gardens (Public Works)
Community Services Director Brady Cherry spoke about the City Council's direction for
the Sunken Gardens and introduced Tony Keith to provide the staff report.
Tony Keith, architect working with the City of Atascadero and Main Street on the
Sunken Gardens and downtown streetscapes, gave the staff report and with Public
Works Director Steve Kahn and Director Cherry answered questions of the
Commission.
Several Commissioners stated their support of the concept for the project, but
expressed concern regarding the timeline and priority given to this project as well as the
lack of public input.
Redevelopment Specialist Marty Tracey addressed concerns raised by the Commission
and stated this was part of an ongoing process within the downtown.
PUBLIC COMMENT
Steve Martin, Executive Director of Atascadero Main Street, spoke about the history of
this plan, the community's interest and Main Street's participation. Mr. Martin stated the
Main Street Design Committee fully supports this plan and he urged the Commission to
support it tonight. Mr. Martin answered questions of the Commission.
Susan Beatie speaking for herself encouraged the Commission to allow the public to
comment on this design. She expressed concern about the speed of this process and
the lack of details.
Barbara Combs stated she appreciates what has been presented tonight and
understand the concerns raised. She spoke about the importance of lighting and was
happy to see electricity will be installed as part of this plan.
Chairperson Kudlac closed the Public Comment period.
Commissioner Jack stated he agrees with the plan conceptually, but does not think
there is enough detail. He agreed with other Commissioner's concerns regarding the
process and thinks more information is needed.
Commissioner Butz spoke about the advisory role of this Commission and stated that
before making a recommendation to the City Council the Commission should see the
plans in detail including the budget, etc. She sees the problem as being the fact that

this came to the Commission from the City Council, is considered a done deal and
therefore it is difficult to know what the Commission's role actually is for this project.
Commissioner Mathews stated his agreement with Commissioner Butz. He likes the
ideas presented tonight, but the Commission is advisory to the City Council and should
have taken public comment on this item before making any recommendation to the
Council. He sees this as a rubber stamp process, and therefore cannot give it his
support.
Vice Chairperson Gobler indicated he agreed with the Commission that this is not the
process that they agreed to be part of. He questioned whether it would be possible for
the Commission to support the concept while making it clear that the public should have
an opportunity for input and stated he could not support this project without public input.
MOTION: By Vice Chairperson Gobler and seconded by Commissioner
Butz to recognize the need to improve the sunken gardens
along the lines outlined tonight, and that detailed designs be
delayed until a well -noticed public hearing before the Parks
and Recreation Commission is held.
Motion passed 6:0 by a roll -call vote.
2. Colony at Apple Valley Housing Development Park Design Plans
■ Fiscal impact: None.
■ Staff recommendation: Parks and Recreation Commission receive a
report on design plans approved by the Council for the park and
landscape elements of the Colony at Apple Valley housing
development. (Community Services)
Community Services Director Brady Cherry gave the staff report and answered
questions of the Commission.
Vice Chairperson Gobler suggested a sewer line be stubbed out in the park for possible
future use.
E. COMMITTEE & LIAISON REPORTS:
1. Atascadero Recreation Center Committee — Next meeting To Be
Announced — No Report
2. Atascadero Youth Task Force- next meeting August 3, 2004, 7:00 a.m.

Sunken Gardens
2. Public Meeting on Skate Park Design 7/28, at 5:00pm, Lake Pavilion
3. Youth Recreation Center construction bids to be opened 8/5/04
4. Zoo Conceptual Master Plan City Council review
F. ADJOURNMENT:
Chairperson Kudlac adjourned the meeting at 9:25 p.m. to the next regularly scheduled
meeting on September 16, 2004.
