PARKS AND RECREATION COMMISSION
MINUTES
THURSDAY, June 17, 2004
7:00 P.M.
REGULAR SESSION: 7:00 P.M.
Chairperson Kudlac called the meeting to order at 7:09 p.m. and Commissioner
Mathews led the Pledge of Allegiance
ROLL CALL:
Present: Commissioners Butz, Mathews, Sechrist, Gobler and
ChairpersonKudlac
Absent: Commissioner Castaneda, Student Representative Kaci Pflum
(resigned)
Staff Present: Community Services Director Brady Cherry, Deputy Public Works
Director Geoff English and Recording Secretary Grace Pucci.
COMMUNITY FORUM:
Eric Greening commented on the impressive tour of the Atascadero Zoo and spoke
about the serious erosion situation from the top of Pine Mountain down the hill and into
Stadium Park. He would like to see this situation addressed separately without having to
go through the complete Master Plan for Stadium Park, which could be years away.

APPROVAL OF AGENDA:
MOTION: By Vice Chairperson Gobler and seconded by Commissioner
Mathews to approve the agenda.
Motion passed 5:0 by a roll -call vote.
COMMISSION / YOUTH REPRESENTATIVE ANNOUNCEMENTS AND REPORTS:
No Youth Representative report was given.
Commissioner Sechrist announced he had met with Council Member Becky Pacas to
discuss including the Parks and Recreation Commission in the early development
stages of projects with parks especially those on private property that is dedicated to the
City. Council Member Pacas was in agreement and will bring the issue to the City
Council's attention at the June 22nd meeting, and would entertain suggestions or
recommendations by members of the Commission.
Commissioner Butz reminded those present that the Wine and Fine Arts Festival is
scheduled for June 25" and 26t", proceeds from which will benefit the zoo.
A. CONSENT CALENDAR:
1. Parks and Recreation Commission Minutes — May 20, 2004
■ Staff recommendation: Commission approve the Parks and Recreation
Commission minutes of the meeting of May 20, 2004. [Community
Services]
There was Commission consensus to approve Item #A-1.
B. PRESENTATIONS
1. Atascadero Lake Summer Recreation Program — Olivia Lyons,
Recreation Coordinator
■ Fiscal impact: None
■ Staff recommendation: Parks and Recreation Commission receive and
comment on a summer program planned at Atascadero Lake Park.

Community Services Director Brady Cherry introduced Olivia Lyons to the Commission.
Aquatics and Recreation Coordinator Olivia Lyons provided an overview of the
Atascadero Summer Recreation Program and answered questions of the Commission.
A Summer Program schedule was distributed to the Commission. (Exhibit A)

C. PUBLIC HEARINGS: NONE
D. MANAGEMENT REPORTS:
1. Proposed Anza Park Preliminary Design Concepts
■ Fiscal impact: None.
■ Staff recommendation: Parks and Recreation Commission review and
comment of preliminary design plan concepts for the proposed Anza
Park. (Community Services)
Community Services Director Brady Cherry provided the staff report and answered
questions of the Commission.
PUBLIC COMMENT
Allison Lyons, representing the interests of Bicycle Moto -Cross (BMX), discussed the
need for and specifics of a BMX track for Anza Park. Mrs. Lyons answered questions
of the Commission and distributed a membership application for the National Bicycle
League (NBL). (Exhibit B)
Commissioner Sechrist expressed concern that this is public land and the proposed
track would be limiting its use to one specific group. He asked if there were a way the
track could be used by non-members.
Mrs. Lyons stated scholarships and sponsorships are available to help those who
cannot afford the $45 membership fee.
Eric Greening, San Luis Obispo County Amigos de Anza, questioned whether the
proposed use is consistent with the development project's Conditions of Approval and
EIR. It is his understanding that part of the mitigation for the project is that this area is
public open space, and he is concerned that this is now a private organization that is
fencing part of it for membership use only. He suggested placing this item on hold until
it can be determined if the track meets the conditions for public open space.
Susan Beatie, Main Street Design Committee, suggested any lighting to be done utilize
fixtures that will not destroy the pristine nighttime sky. She would like to see special
lighting required for any new park as a condition of approval.
Chairperson Kudlac closed the Public Comment period.
There was Commission discussion and several issues were raised for further
consideration including: 1) Consistency with the Conditions of Approval/EIR regarding
the public open space, 2) potential for inclusion of other styles of bicycle riding, 3)
whether there would be nighttime use and if so, what type of lighting will be used, 4)
compatibility with surrounding neighborhood and use of some type of screening
landscaping for sound and visual effect, 5) maintenance agreement for track and 6) the

need for the Commission to be involved in all parks and recreation decisions from the
beginning of the process.
Director Cherry indicated that staff would bring back further details on design and other
issues raised at this meeting.
There was Commission consensus to bring this item back with answers to the
questions raised tonight.
2. Atascadero Lake Park — Alvord Field Parking Lot Landscaped Area
Conceptual Design Plan
■ Fiscal impact: None.
■ Staff recommendation: Parks and Recreation Commission review and
comment on preliminary design plan concepts for the proposed Anza
Park (Public Works)
Deputy Public Works Director Geoff English gave the staff report and answered
questions of the Commission.
Commission comments included: 1) possible reorientation and extension of basketball
court, 2) possible use of mounding to give the lawn area more character, 3) use of
appropriate ground cover under the oak trees on the Morro Road side of park, 4)
positive comments on round barbeque area, and 5) possible use of lawn area as
detention basin.
PUBLIC COMMENT
Eric Greening commented that he likes what sees, however, he stated his concern with
park users running dogs off leash, and hopes there is no intent to set a policy for dogs.
Chairperson Kudlac closed the Public Comment period.
3. Colony at Apple Valley Housing Development Park Design Plans
■ Fiscal impact: None.
■ Staff recommendation: Parks and Recreation Commission receive a
report on design plans for the Park element of the Colony at Apple
Valley housing development. (Community Services)
MOTION: By Commissioner Sechrist and seconded by Commissioner
Butz to table this item to the next Parks and Recreation
Commission meeting.
Motion passed 5:0 by a voice vote.

E. COMMITTEE & LIAISON REPORTS:
1. Atascadero Recreation Center Committee — Next meeting To Be
Announced
2. Atascadero Youth Task Force- next meeting July 6, 2004, 7:00 a.m.
Pavilion Lakeside Room.
E. STAFF COMMENTS/ ANNOUNCEMENTS:
1. Community Services Department Budget Status Update
Community Services Director Brady Cherry gave an update on the new fiscal year
budget and explained how the deficit would be dealt with.
2. Recreation Center Construction Schedule
Director Cherry reported on the current status of the Recreation Center. Commissioner
Butz suggested the City do a press release to explain the hold up on construction.
3. Community Link Reorganization
Director Cherry explained that Community Link will now take the Youth Task Force
501(c)(3) non-profit status and be a stand-alone service organization, and the Youth
Task Force will continue as a community wide network working for youth.
4. City of Atascadero's 25th Anniversary Activities
Director Cherry announced a date change for the anniversary celebration. It will now be
combined with the downtown Farmer's Market and be held on Wednesday, July 21St in
the Sunken Gardens. Activities will include, a ceremony, cake and family movie.
F. ADJOURNMENT:
Chairperson Kudlac adjourned the meeting at 9:29 p.m. to the next regularly scheduled
meeting of the Parks and Recreation Commission on July 15, 2004.
