HomeMy WebLinkAbout041504 PR Comm MinutesCITY OF A TASCADERO PARKS AND RECREATION COMMISSION MINUTES THURSDAY, APRIL 15, 2004 7:00 P.M. REGULAR SESSION: 7:00 P.M. Chairperson Kudlac called the meeting to order at 7:00 p.m. and directed the Pledge of Allegiance. ROLL CALL: Present: Commissioners Butz, Castaneda, Mathews, Sechrist, and Vice Chairperson Gobler. Student Representative Kaci Pflum. Absent: Commissioner Coppo and Chairperson Kudlac Staff Present: Community Services Director Brady Cherry and Deputy Public Works Director Geoff English. COMMUNITY FORUM: Eric Greening announced that the City has acquired land connecting Stadium Park with the open space parcel on the far side of Pine Mountain, fronting on Cortez Avenue. He stated his concern that the worst erosion on Pine Mountain runs straight down into Stadium Park from this new property, and asked that this problem be agendized for discussion at a future meeting. Vice Chairperson Gobler closed the Community Forum period. PRC Minutes 04/15/04 Page 1 of 5 COMMISSION/ YOUTH REPRESENTATIVE ANNOUNCEMENTS AND REPORTS: None A. CONSENT CALENDAR: 1. Parks and Recreation Commission Minutes — March 18, 2004 ■ Staff recommendation: Commission approve the Parks and Recreation Commission minutes of the meeting of March 18, 2004. [Community Services] Commissioner Sechrist asked for correction of the misspelling of his name in the Minutes of March 18, 2004. MOTION: By Commissioner Butz and seconded by Commissioner Castaneda to accept the Minutes as corrected for Thursday, March 18, 2004. Motion passed 5:0 by a voice vote. B. PRESENTATIONS 1. Cameron Jensen, Eagle Scout Candidate —Traffic Way Park Youth Sports Shed Improvement Project ■ Fiscal impact: None ■ Staff recommendation: Parks and Recreation Commission recommend approval of a project to make improvements to the Youth Sports Sheds at Traffic Way Park. [Community Services] Deputy Public Works Director Geoff English introduced Eagle Scout Candidate Cameron Jensen. Cameron Jensen made the presentation and answered questions of the Commission. MOTION: By Commissioner Mathews and seconded by Commissioner Butz to approve the project to make improvements to the Youth Sports Sheds at Traffic Way Park. Motion passed 5:0 by a voice vote. 2. Kaisa Miller, Recreation Coordinator — FYI Program Information ■ Fiscal impact: None PRC Minutes 04/15/04 Page 2 of 5 ■ Staff recommendation: Parks and Recreation Commission receive and comment on ar Youth Advisory Services] Informational report about the FYI Program, a new Committee for the City of Atascadero. [Community Recreation Coordinator Kaisa Miller introduced six of her FYI members who were present in the audience, gave the report and answered questions of the Commission. Commissioner Mathews suggested there be academic credit for community service hours served. PUBLIC COMMENT Eric Greening thanked the FYI members for their efforts and felt it was important for young people to organize and have a voice in their community. He suggested FYI participate in local events to further their community exposure. Mr. Greening asked if there had been any outreach to the home -schooled community and other non-public school students. Vice Chairperson Gobler closed the Public Comment period. C. Charles Paddock Zoo Master Plan ■ Fiscal impact: ■ Staff recommendation: Parks and Recreation Commission receive and comment on an Informational report about the proposed Master Plan for the Charles Paddock Zoo. (Community Services) Community Services Director Brady Cherry introduced Alan Baker and announced that last month the Zoo was re -accredited by the American Zoo and Aquarium Association. Zoo Director Alan Baker gave the staff report with a PowerPoint presentation and answered questions of the Commission. Copies of the information presented will be mailed to the Commission. Commissioner comments included: 1) what is the financial arrangement for the plan, 2) would like to see this Master Plan move forward, 3) market the plan by emphasizing the conservation aspect, and 4) keeping the intimate setting of the zoo. PRC Minutes 04/15/04 Page 3 of 5 PUBLIC COMMENT Eric Greening suggested five alternate areas for the Zoo including California, the Mediterranean, Southwestern Australia, Southwestern Africa and Central Chile. This could tie in with the San Luis Obispo Botanical Garden, which concentrates on these five areas. Mr. Baker explained how the areas selected were scored. Susan Beatie explained why Master Plans in the past had not moved forward. She asked how the animals to be acquired will be taken care of, and if additional staff would be needed. Vice Chairperson Gobler closed the Public Comment period. 2. San Luis Obispo County Parks and Recreation Element Review ■ Fiscal impact: ■ Staff recommendation: Parks and Recreation Commission give staff direction regarding input to the San Luis Obispo County Parks and Recreation Commission regarding the draft County Parks and Recreation Element. (Community Services) Community Services Director Brady Cherry gave the staff report and answered questions of the Commission. Commission discussion/comments included: 1) would be good public support for a project that the BMX groups could be involved with, 2) the advantages of tying two projects together—Trail linking Templeton to Atascadero and the Anza Park project—to help forward both projects, and 3) agreement on taking a second look at San Benito Park. PUBLIC COMMENT Eric Greening agreed that tying the name of Anza to both the park and Templeton connection might help in getting a wider range of support for either or both projects. He raised several issues including: 1) change wording on the Highway 41 Class 1 Bike Path to state "replace Curbaril bridge with a Class 1 bike path and equestrian crossing," 2) update wording in several areas of the document including Stadium Park and Pine Mountain open space, 3) confusion regarding the Cortez Staging area and Heilmann Park, and 4) the document does not implement all of the open space policies of the Ag and Open Space Element. Mr. Greening answered questions of the Commission. Vice Chairperson Gobler closed the Public Comment period. PRC Minutes 04/15/04 Page 4 of 5 Further Commission comments included: 1) there is a need for an inventory of open space and native woodland resources, and 2) questions regarding availability of funding resources to maintain and operate facilities. ADJOURNMENT: Vice Chairperson Gobler adjourned the meeting at 9:00 p.m. to the next Parks and Recreation Commission meeting on May 20, 2004.
