PARKS AND RECREATION COMMISSION
MINUTES
THURSDAY, MARCH 18, 2004
7:00 RM.
REGULAR SESSION: 7:00 P.M.
Chairperson Kudlac called the meeting to order at 7:02 p.m. and Commissioner Butz led
the Pledge of Allegiance.
ROLL CALL:
Present: Commissioners Butz, Castaneda, Mathews, Seachrist, Gobler and
Chairperson Kudlac. Student Representative Kaci Pflum.
Absent: Commissioner Coppo
Staff Present: Deputy Public Works Director Geoff English and Recording
Secretary Grace Pucci
COMMUNITY FORUM: None
COMMISSION/YOUTH REPRESENTATIVE ANNOUNCEMENTS AND REPORTS:
Student Representative Kaci Pflum reported that FYI (For Youths' Interest) will be doing
a concession at the T -ball opening, are working on logo for their t -shirt, and creating
commercial ideas for a prevention alliance grant that will focus on parents, teens and
alcohol.
Commissioner Mathews asked about the status of the Printery building. Deputy Public
Works Director English stated the City Council had met in closed session and looked at

potential options. It was decided at that meeting to continue with their original decision
to return the building to the Masons.
Commissioner Seachrist asked about the status of the letter that was to be generated to
the City Council regarding tract 2498 behind Home Depot. Director English reported the
letter was included in the Council's agenda packet when they entertained the motion.
Director English will forward a copy of the letter to the Commission.
Commissioner Seachrist stated that in the Atascadero News the date for the Parks and
Recreation Commission meeting is listed incorrectly. Director English will see that this
is corrected.
A. CONSENT CALENDAR:
1. Parks and Recreation Commission Minutes — February 19, 2004
■ Staff recommendation: Commission approve the Parks and
Recreation Commission minutes of the meeting of February 19, 2004.
[Community Services]
There was Commission consensus to approve Item #A-1.
B. PRESENTATIONS
1. Chris Greenman, Eagle Scout Candidate — ALP Horseshoe Pit
Renovation Project
■ Fiscal impact: None
■ Staff recommendation: Parks and Recreation Commission review and
comment on a previously approved project to renovate the Horseshoe
pits at Atascadero Lake Park. [Community Services]
Director English gave a presentation on Chris Greenman's Eagle project. Chris is
unwell and unable to attend tonight's meeting, but has been working on his Eagle
project for some time. Mr. English answered questions of the Commission.

PUBLIC HEARINGS: NONE
MANAGEMENT REPORTS:
1. Facility Use Agreement- Babe Ruth Baseball
■ Fiscal impact: Minor uncalculated savings to the City of Atascadero
due to the assistance with maintenance and upkeep of Alvord Field.
■ Staff recommendation: Parks and Recreation Commission
Recommend approval to the City Council of an Facility Use Agreement
with Atascadero Babe Ruth Baseball for the use and upkeep of Alvord
Field. (Community Services)

Director English provided the staff report and answered questions of the Commission.
MOTION: By Commissioner Butz and seconded by Vice Chairperson
Gobler to recommend approval to the City Council of a Facility
Use Agreement with Atascadero Babe Ruth Baseball for the
use and upkeep of Alvord Field.
Motion passed 6:0 by a voice vote.
2. Atascadero Lake Boat Rental Concessions Agreement
■ Fiscal impact: Approval of the proposed extension to the existing
concessions agreement will generate $2,500.00 per year plus 9% of
gross sales for the City of Atascadero.
■ Staff recommendation: Parks and Recreation Commission
recommend to the City Council, approval of the Amendment extending
the Atascadero Lake Boat Rental Concessions Agreement with Lloyd
Reeves. (Community Services)
Geoff English gave the staff report and answered questions of the Commission.
MOTION: By Commissioner Mathews and seconded by Vice Chairperson
Gobler to recommend to the City Council, approval of the
Amendment extending the Atascadero Lake Boat Rental
Concessions Agreement with Lloyd Reeves.
Motion passed 6:0 by a voice vote.
3. Wood Nymphs Assessment
■ Fiscal impact: None at this time. The projected cost for the restoration
effort to the Wood Nymphs is $215,900.00.
■ Staff recommendation: Parks and Recreation Commission review the
attached Condition Assessment Report and Conservation Treatment
Proposal and provide recommendations to staff. (Community
Services)
Susan Beatie gave a history of the Wood Nymphs and how they came to be in
Atascadero as well as providing a summary of the assessment report for restoration.
Ms. Beatie discussed fundraising options and requested a committee to help with these
efforts. Ms. Beatie answered questions of the Commission. Commissioners Seachrist
and Matthews volunteered to work with Ms. Beatie and her sub -committee.
Commissioner suggestions included: 1) an event held at the statue to create interest in
the project, 2) a PowerPoint presentation to assist with the fundraising effort, and 3)
inclusion of representatives from Main Street, Chamber of Commerce and Colony Days
Committee to help with the project. It was also decided this item will be taken off the
monthly agenda for inclusion only when there is something to report.

E. COMMITTEE & LIAISON REPORTS:
1. Atascadero Recreation Center Committee: Commissioner Butz
announced Children's Day in the Park would be held on May 15, 2004.
The School District, Atascadero Youth Task Force and interns from
Cuesta College will be participating.
2. Atascadero Youth Task Force: The next meeting will be April 6, 2004, 7:00
a.m. at the Pavilion Lakeside Room.
E. STAFF COMMENTS/ ANNOUNCEMENTS:
1. T -Ball Opening Day- March 27th, 2004
2. Sunken Gardens Flea Market- April 17, 2004
3. Monster Skate Park Contest- April 24, 2004
Director English reviewed the above events and encouraged the Commission to attend.
Additionally, the 4th Annual Bowl-A-Thon is scheduled for March 20th at Creek Side
Lanes.
Mr. English commented on the San Luis Obispo County Parks and Recreation element.
He asked the Commission to look at the document, as it has impacts for Atascadero,
and to comment on it. A letter would then be drafted to the County with the
Commissions' comments.
F. ADJOURNMENT:
Chairperson Kudlac adjourned the meeting at 8:41 p.m. to the next regularly scheduled
meeting on April 15, 2004.
