CALL TO ORDER: Chairperson Kudlac called the meeting to order at 7:03 p.m.

agenda and over which the commission has jurisdiction. Speakers are limited to five minutes. Please state your name
and address for the record before making your presentation. The Commission may take action to direct the staff to
place a matter of business on a future agenda)
COMMISSION/YOUTH REPRESENTATIVE ANNOUNCEMENTS AND REPORTS:
(On their own initiative, Commissioners may make a brief announcement or a brief report on their own activities.
Commissioners may ask a question for clarification, make a referral to staff or take action to have staff place a matter
of business on a future agenda. The Commissioners may take action on items listed on the Agenda)
Kaci Pflum, Student Representative commented on how important it is for youth's views and interests to be
expressed. She expressed some of her goals in being part of the commission.
Commissioner Castenada expressed her pleasure in participating in the Parks and Recreation Commission.

A. CONSENT CALENDAR:
Minutes of November 20, 2003 — Stand approved as submitted.
B. PRESENTATIONS:
1. Anza Trail Information Kiosk
Gabe Clark, Eagle Scout candidate, presented his ideas for constructing an informational kiosk for the Anza
Trail.
The commission proceeded to ask questions and applauded the idea.
C. PUBLIC HEARINGS: NONE
D. MANAGEMENT REPORTS:
1. Public Works Department Verbal Project Report
Steve Kahn, Public Works Director, elaborated on various capital projects within the City of Atascadero parks
system.
Commissioners had various comments and questions. A discussion ensued.
2. Youth Sportsmanship Initiative
Brady Cherry, Assistant City Manager, presented the creation of the Youth Sportsmanship Initiative, with the
goal of helping achieve positive youth sports programs for kids. He described the importance of having a
program like this in place and the different aspects of the program.
3. Pavilion on the Lake Cafe Awning
Angel Cannon, Recreation Coordinator, presented a power point presentation, as well as a sample of the
proposed material for the awning at the Pavilion on the lake.
Geoff English, Deputy Public Works Director, explained further the benefits of having an awning, and why
Staff recommends the specific material.
MOTION: by Vice -Chairperson Gobler and seconded by Commissioner Mathews that the Parks and
Recreation Commission recommend approval to the City Council of the awning project as proposed by
Staff. 6 Ayes 0 Nos, passed 6:0

E. COMMITTEE & LAISON REPORTS:
(The following represent standing committees. Informative status reports will be given, as felt necessary):
1. Atascadero Recreation Center Committee — Children's Day in the Park will be May 15, 2004.
2. Atascadero Youth Task Force — Next meeting March 2, 2004, 7:00 a.m. Pavilion Lakeside Room.
3. Three Wood Nymphs Committee — Susan Beatie reported that it will cost approximately $211,000 to repair
the statue.
F. STAFF COMMENTS/ANNOUNCEMENTS:
1. ANZA Patrol/Amigos De ANZA Recognition .. — Recognized at the annual CPRS District VIII Awards and
Installations Banquet.
2. CPRS District VIII Agency Award — Summer Concert Series Brochure received an award for single event
poster.
3. Earthquake Damage Report — Mr. English provided descriptions of damage to facilities, stating that there was
minimal damage at park facilities.
4. Alvord Field Parking Lot Project — Local contractor paying for landscaping at parking lot.
5. San Luis Obispo County Parks and Recreation Element Update Public Workshops - Mr. English encouraged
commission to attend San Luis Obispo Parks and Recreation workshop February 23, 2004 at 7:00p.m. at
Centennial Park in Paso Robles.
6. Off -Highway Motor Vehicle Correspondence - Mr. English informed the commission of a letter drafted to the
off-highway agency letting them know of the issues of our community concerning motorcycles and other off-
road vehicles.
7. Guidelines — Winter 2004 Issue provided to Commissioners.

H. ADJOURNMENT
Chairman Kudlac adjourned the meeting at 9:05 pm.
THE NEXT PARKS AND RECREATION COMMISSION MEETING WILL BE A REGULAR
SESSION SCHEDULED FOR MARCH 18, 2004 AT 7:00 P.M. IN THE ROTARY ROOM OF THE
ATASCADERO PAVILION ON THE LAKE.
