CALL TO ORDER: Chairperson Kudlac called the meeting to order at 7:04 p.m.

COMMUNITY FORUM:
(This portion of the meeting is reserved for persons wanting to address the Commission on any matter not on this
agenda and over which the commission has jurisdiction. Speakers are limited to five minutes. Please state your name
and address for the record before making your presentation. The Commission may take action to direct the staff to
place a matter of business on a future agenda)
Eric Greening spoke of the importance of keeping up with fast moving legislation of the government. He
asked if there is a way that commissioners can be kept abreast of legislation or suggested budgetary changes
that may seriously constrain or hamper the Commission's goals in implementing the parks master plan.
A. MINUTES
Minutes of October 16, 2003 — Stand approved as submitted.
B. PRESENTATIONS - Anza Trail Patrol
Geoff English, Deputy Community Services Director, introduced representatives of the Salinas River Watch
Anza Patrol to familiarize the Commission with their efforts.
Myra Douglass described the process of events that contributed to the formation of the Anza Trail Patrol.
She presented brochures pertaining to the trail, as well as a PowerPoint presentation.
Leanne Brown elaborated further on the organization and duties of the Patrol. She applauded the efforts of
their volunteers.

The Commissioners expressed their appreciation to the group for their achievements.
Eric Greening also thanked the patrol for their good work. Also, he alerted the Commission to the fact that
the Planning Commission didn't incorporate their recommendations on the De Anza property.
Brady Cherry, Assistant City Manager, presented a plaque on behalf of the City and the Parks and Recreation
Commission to Leanne Brown in appreciation for their efforts of their group.
C. COMMISSIONER/STUDENT REPRESENTATIVE ANNOUNCEMENTS
(On their own initiative, Commissioners may make a brief announcement or a brief report on their own activities.
Commissioners may ask a question for clarification, make a referral to staff or take action to have staff place a matter
of business on a future agenda. The Commissioners may take action on items listed on the Agenda)
Commissioner Mathews asked staff if there are any legislative updates that come through on a regular basis
pertaining to parks issues.
Mr. English pointed out that a lot of those issues are available to the Commission through the magazines that
they receive. He also said that Staff would be more than happy to relay any information they receive to the
Commission on a regular basis. Finally, Mr. English added that in regards to lobbying for legislation as a
body, the Commission would probably have to do that through the City Council.
D. COMMITTEE REPORTS:
(The following represent standing committees. Informative status reports will be given, as felt necessary):
1. Atascadero Recreation Center Committee — No meeting scheduled at this time.
2. Atascadero Youth Task Force — Next meeting is December 2, 2003 at 7:00 am at the Pavilion Boy
Scout Room.
3. Three Wood Nymphs Committee — Susan Beatie, Committee Chairperson, reported that she is still
waiting for the assessment report.
E. STAFF REPORTS
1. Designation of Consent Agenda Items for Future Agendas
Mr. English asked the Commission to approve non -controversial items to be placed on a consent
calendar on future agendas. All items on the consent calendar are considered to be routine and non-
controversial by City Staff and will be approved by one motion if no member of the Council or public
wishes to comment or ask questions.
MOTION: by Commissioner Mathews and seconded by Vice -Chairperson Gobler moved
that the Parks and Recreation Commission approve the addition of a consent
calendar for future Parks and Recreation Commission Meetings. 5 Ayes 0 Nos,
passes 5:0

2. Atascadero Lake Park Car Show Policies
Mr. English spoke of the three major car shows and the policies governing them. Due to the concerns
expressed by the Commission surrounding such events, Staff drafted some rules to be considered as
part of the cities Facility, Policies, Procedures and Fees Manual. Mr. English elaborated on these
conditions.
A discussion ensued amongst Commissioners.
MOTION: by Commissioner Butz and seconded by Chairperson Kudlac that the Parks and
Recreation Commission recommend approval to the City Council of the addition
of the draft rules for car shows at Atascadero Lake Park to the cities Facility
Policies, Procedures and Fees. 5 Ayes 0 Nos, passed 5:0
3. T -Ball Report
Mr. Cherry provided the commission with a detailed description of the cities' newly adopted T -Ball
program. He invited the Commission to come partake in the seasons' opening ceremonies,
tentatively set for Saturday, March 27, 2004.
Commissioner Kudlac expressed her congratulations on this program and wished Staff good luck.
PUBLIC COMMENT:
F. STAFF COMMENTS
1. Zoo Director's Report — Mr. Cherry informed the Commission that the Hogue Pavilion will soon be
displaying native Channel Island foxes, as well as Red Pandas.
2. Status of Tentative Tract Map 2498 — Planned Development 9/C.U.P. 2002-0027 - Mr. Cherry
suggested that the best way to influence the outcome at this point would be to contact individual
council members prior to the next meeting on December 9, 2003.
Vice -Chairperson Gobler suggested that the Commission might draft a letter to the City Council re-
affirming their position and have the Chairperson sign it and include it in the Staff report.
Eric Greening expressed his support. He also suggested that a good topic for the agenda at the next
joint meeting would be the trail circulation of Atascadero. Finally, he addressed concerns about the
north end of the trail being incorporated in future plans.
Commissioner Mathews agreed with Eric Greenings concerns and inquired on how to incorporate
them.

Mr. English responded that there has been a Constraints Analysis done on potential trail routing
between Templeton and Atascadero, thus it has been taken into consideration in the plan being taken
before the City Council.
MOTION: by Vice -Chairperson Gobler and seconded by Commissioner Sechrist moved that
the Commission re -state this in a form directly to the City Council for their
consideration and inclusion in the Staff report on the agenda. 5 Ayes 0 Nos,
passed 5:0
3. Atascadero Lake Monitoring Report — Included in packet.
4. Student Representative Status — The Mayor and Council Member Becky Pacas are reviewing
application.
5. SLOCAPRA Commissioners Workshop — Saturday, November 8, 2003 — Mr. Cherry and
Commissioner Butz informed the Commission of the events of the workshop.
