PARKS AND RECREATION COMMISSION
March 20 2003

CALL TO ORDER: Vice Chairperson Kudlac called the meeting to order at 7:03 pm. at the City Administration
Building, 4th floor Rotunda Room

1. Minutes of February

B. COMMISSIONER/STUDENT REPRESENTATIVE ANNOUNCEMENTS
(On their own initiative, Commissioners may make a brief announcement or a brief report on their own
activities. Commissioners may ask a question for clarification, make a referral to staff or take action to have
staff place a matter of business on a future agenda. The Commissioners may take action on items listed on
the Agenda.)
Commissioner Matthews announced an upcoming fundraiser for the Atascadero Native Tree Association,
which will be held on Saturday, April 5th from 12:00 — 5:00 p.m. at the Atascadero Lake Park Pavilion. The
fundraiser will consist of an art show and sale, presented by a group of artists from SLOPE. There will also
be live music, refreshments, and a raffle of a painting. He recommended attendance from the commission at
this event.
Commissioner Matthews also inquired if the commission would be willing to endorse the purchase of the property at
the entrance to Stadium Park by the city. He encouraged the support of the Atascadero Native Tree Association and
the members of the City Council who are in favor of this acquisition. He referred to the importance of protecting the
blue oak habitat of that area from possible development, and the importance of good access for the public to use
Stadium Park by making that site a permanent entrance.
Mr. Cherry requested that we place it on the agenda for the next meeting and draft a resolution of support for it, so that
it can be publicly noted and voted upon.

Atascadero Recreation Center Committee — Children's Day in the Park - Saturday, May 17, 2003.
Atascadero Youth Task Force- Next meeting April 1, 2003, 7:00 a.m., Pavilion on the Lake, Boy
Scout Room. Commissioner Butz reported that a sub -committee came up with some priorities to
focus on and advocate for this year. The three main components are maintaining a resource officer at
the high school, maintaining a dare officer, and trying to preserve the recreation program at the junior
high school along with the SAFE program.

STAFF REPORTS
1. Request by the Atascadero Firefighters Association to host the 2004 Fire Muster at Paloma Creek Park
Mr. Cherry stated that we are interested in hosting the California State Fire Fighters Association "Fire Muster"
at Paloma Creek Park on June 18-20, 2004. Staff is recommending that the commission approve the request
by the Firefighter's Association to host the muster here in Atascadero. Captain Hallet, co -chairperson for the
event, added that the event is not just for fire fighters; it's also for the community as a whole. Many activities
and games will be offered for youth and families. A discussion ensued addressing various issues concerning
this event.
MOTION by Commissioner Matthews and seconded by Commissioner
Butz to recommend to the City Council approval of a request by the
Atascadero Firefighters Association to conduct the 2004 Fire Muster at
Paloma Creek Park.
Approved 5:0 by a roll -call vote
2. Designation of future memorial bench locations at the Atascadero Lake Park.
Mr. Cherry presented six possible locations for receiving memorial benches at Atascadero Lake Park. He
recommended that the Commission approve the receiver sites for memorial benches to the City Council and
add them to the park master plan. A discussion ensued amongst the Commission.
MOTION by Commissioner Butz and seconded by Commissioner Gobler to
recommend approval of the six proposed receiver sites for the placement of
memorial benches at Atascadero Lake Park.
Approved 5:0 by a voice -vote
3. Determination of bench styles for Memorial benches at the Atascadero Lake Park.
Mr. Cherry recommended concrete over wood, metal, and other recycled plastic materials because
they require minimal maintenance and have been shown to hold up well over the years. Staff will research
what customization options there are for creativity with these benches and bring back to the Commission at a
later date.
MOTION by Commissioner Gobler and seconded by Commissioner Coppo
to recommend approval of the Quick -Crete Classic Palmsdale Bench for
future memorial benches at Atascadero Lake Park, with the addition that staff
would come back and identify customization options for a final
recommendation.

4. Request to install a memorial bench at Atascadero Lake Park
Mr. Cherry presented a request from Mrs. Dorothy Byles to allow her and her family to install a memorial
bench at the Atascadero Lake Park in honor of her late husband, Douglas Byles. Mr. Cherry concluded that
the City Council adopted a policy allowing the Commission to go ahead and approve this. Mr. Cherry
proceeded to answer questions brought forth by the Commission.
MOTION by Commissioner Matthews and seconded by Commissioner Butz
to recommend to the City Council approval of the request to install a
memorial bench at Atascadero Lake Park for Doug Byles, by Dorothy Byles.
Approved 5:0 by a voice -vote
5. Request to install a memorial bench at Atascadero Lake Park.
Mr. Cherry presented a request for permission from Mrs. Louise Comar to install a memorial bench at
Atascadero Lake Park to memorialize her mother, Mildred Comar. Mr. Cherry recommended approval of this
request.
MOTION by Commissioner Coppo and seconded by Commissioner Gobler
to approve Mrs. Comar's request to install a memorial bench at Atascadero
Lake Park.
Approved 5:0 by a voice -vote
6. Designation of locations for Memorial trees at Atascadero Lake Park
Mr. Cherry recommended approval of five receiver sites for the planting of memorial trees at the Atascadero
Lake Park. He clarified the designated sites. Mr. Cherry proceeded to answer the commissioner's questions.
MOTION by Commissioner Butz and seconded by Commissioner Mathews
to recommend to the City Council approval of the five sites for planting of
memorial trees at Atascadero Lake Park.
Approved 5:0 by a voice -vote
7. Request to plant a Memorial Tree at Atascadero Lake Park.
Mr. Cherry presented a request from Donald Jernigan to plant a memorial tree at Atascadero Lake Park in
honor of John and Ann Capela.
MOTION by Commissioner Matthews and seconded by Commissioner Butz
to recommend to the City Council approval of the request to plant a memorial
tree at Atascadero Lake Park by Mr. Donald Jernigan.
Approved 5:0 by a voice -vote
F. STAFF COMMENTS
1. Zoo Director's Report
Mr. Cherry stated that Alan Baker would be traveling to the American Zoo and Aquarium
Association Conference. He will appear before the National Accreditation Board to go over the
zoo's accreditation report. All issues addressed in that report have been completed, with
exception to accomplishing new restrooms. Accreditation could be tabled to give the Zoo
additional time to address any issues. In addition, the Zoological Society Board will consider the
approval of pending plans for a new zoo entrance, gift shop, and restrooms soon. Society. Mr.
Cherry also reported that the "Bug Zone" exhibit at the zoo would be opening on April 15, 2003.

4. Atascadero Lake Park Monitoring Report
Mr. Cherry briefed the Commission on water quality testing. He presented results from February 5th
and Feb. 13th testing.

5. Vietnam Moving Memorial Wall
Set-up of the wall will begin Wednesday, April 16th in the morning, and will remain on display until
April 23rd. It will be taken down on April 24th. The official ceremony will be held on Saturday,
April 19th at 9:30 a.m. Festivities include a flyover by war birds in the missing man formation. Mr.
Cherry expanded on the details surrounding the event.

Vice Chairperson Kudlac adjourned the meeting at 8:37 p.m. to the next regular session scheduled for Thursday, April
17, 2003 at 7:00 p.m.
