RESOLUTION OF THE ATASCADERO CITY COUNCIL
SUPPORTING THE GREAT CALIFORNIA RESOURCE RALLY
APRIL 20-26, 1981
WHEREAS, more than 46 million tons of non-hazardous
solid wastes are generated each year in California while
many of the State' s 600 sanitary landfills are closing
for want of space or failure to meet health and safety
standards; and
WHEREAS, Californians spend more than $600 million
each year to collect, transfer, haul and bury solid wastes
that containhundreds of millions of dollars of valuable
energy and materials that could be reused, recycled or
otherwise recovered; and
WHEREAS, the problem of litter continues to plague
California's cities and counties costing the taxpayers an
additional $100 million a year to handle; and
WHEREAS, the State Solid Waste Management Board is
the agency. responsible for initiating and encouraging state-
wide and community programs in solid waste management planning
and enforcement, recycling, resource reuse, energy recovery,
' litter control and public education and participation; and
WHEREAS, the State Solid Waste Management Board--with
the support of dozens of California public interest groups,
businesses and local governments-- is sponsoring the Great
California Resource Rally to be held April 20-26 , 1981, to
raise California' s awareness of the State' s impending garbage
crisis and encourage citizen participation in litter control ,
recycling and waste reduction activities, and
WHEREAS, the Council of the City of Atascadero has an
important leadership role to play in helping to find solutions
to California's solid waste,management challenges:
NOW, THEREFORE, BE IT RESOLVED that the Council of the
City of Atascadero hereby endorses and 'supports the objec-
tives and goals of the California Resource Rally, and urges
citizens and city personnel and agencies to participate in
and support recycling, litter control and waste reduction
activities throughout the year especially during the Rally
' week of April 20-26, 1981; and
BE IT FURTHER RESOLVED that the Council of the City of
Atascadero, by adoption of this resolution, urges all
citizens and city personnel to maximize the reuse and recovery
of waste resources, especially paper, motor oil, aluminum,
glass and newsprint in our community.

On motion by Councilman Stover and seconded by
Councilman Nelson , the foregoing resolution is hereby
adopted in its entirety on the following roll call vote:
AYES: Councilmen Highland, Mackey, Nelson, Stover and
Mayor Wilkins

ABSENT: None
