HomeMy WebLinkAbout091902 PRC MinutesITEM: At DATE: MINUTES CITY OF ATASCADERO PARKS AND RECREATION COMMISSION September 19, 2002 PLEDGE OF ALLEGIANCE: Vice Chairperson Kudlac led The Pledge of Allegiance CALL TO ORDER: Chairman Hood called the meeting to order at 7:05 p.m. at the City Administration Building, 4th floor Rotunda Room ROLL CALL: PRESENT: Chairman Hood Vice Chairperson Kudlac Commissioner Kock Commissioner Dempsey Commissioner Mathews Commissioner Gobler Commissioner Butz Drew Wardlaw (Student Representative) STAFF PRESENT: Geoff English, Deputy Community Services Director Melanie Whaley, Technology Department COMMUNITY FORUM: City Manager, Wade McKinney thanked the Commissioners for their continued efforts and presented the Commissioners with the new City shirts. Barbara Combs, 9005 Lakeview Drive, Atascadero spoke on the subject of the lake water quality. Ms. Combs provided a package of information in the Agenda packet, to the Parks and Recreation Commission, regarding the water quality of Atascadero Lake. A copy of a letter from the Atascadero Wastewater Operations Division of the Public Works Department was submitted and is available for review in the Community Services Department, Room 107 in the City's Administration Building. (Exhibit A) A. MINUTES 1. The Minutes of May 16, 2002 stand approved as submitted. 2. The Minutes of June 20, 2002 stand approved as submitted. B. COMMISSIONER/STUDENT REPRESENTATIVE ANNOUNCEMENTS (On their own initiative, Commissioners may make a brief announcement or a brief report on their own activities. Commissioners may ask a question for clarification, make a referral to staff or take action to have staff place a matter of business on a future agenda. The Commissioners may take action on items listed on the Agenda.) A copy of an Atascadero News article about Student Representative Drew Wardlaw was submitted and is available for review in the Community Services Department, Room 107 of the City's Administration Building. (Exhibit B) C. COMMITTEE REPORTS: (The following represent standing committees. Informative status reports will be given, as felt necessary): 1. Atascadero Recreation Center Committee — No meeting at this time 2. Atascadero Youth Task Force- next meeting October 1, 2002, 7:00 a.m., Pavilion on the Lake, Boy Scout Room 3. Three Wood Nymphs Committee - Susan Beatie, Chairperson of the Three Wood Nymphs Committee, reported the progress of the Three Wood Nymphs statue restoration. A report was submitted to the Commission and is available for review in the Community Services Department, Room 107 of the City Administration Building. (Exhibit C) PRESENTATIONS: Deputy Director of Community Services, Geoff English, introduced Joe Austinee, a potential Eagle Scout. Mr. English went on to explain that there was no request for approval on this project; Mr. Austinee is donating this project. Mr. Austinee presented his Eagle Scout project to the Parks and Recreation Commission. Mr. Austinee then explained to the Commission that he wanted to put flags out, on special days like Memorial Day, Flag Day, Veteran's Day and the anniversary of September 11. The flags would Parks and Recreation Commission Pagel of 3 be located on El Camino Real, along the edge of the Sunken Gardens in Atascadero. There will be 10 flags, approximately 10 feet tall, placed approximately 15 feet apart in the ground, away from the sidewalk. Mr. Austinee will be raising the funds to pay for this project. The VFW will be placing them and Atascadero Welding provided the poles for the flags. Mr. Austinee presented a sample to show the Commission. E. STAFF REPORTS 1. Request to allow BMX at the George C. Beatie Skate Park Mr. English gave his staff report regarding the BMX (Bicycle Motor Cross). Included in the report was a letter from Jason Phillips, a student BMX enthusiast, along with several articles regarding BMX and Skate Parks. This group is requesting that the City allow bicycles in Atascadero's Skate Park. Staff feels that the potential for injury is high, with bicycles and skateboarders combined, at the same time in the skate Park. Mr. English went on to report that there is no skate Park in San Luis Obispo County that allows BMX bicycles in their parks together with skateboarders. There are, however, a few in the state that allow BMX riders one day a week. Staff's recommendation is to work the BMX riders to develop the existing BMX Park. Commissioner Gobler applauded Jason and the group for the well -presented letter and their efforts. Drew Wardlaw, student representative for the Parks and Recreation Commission, inquired about a "trial period" for the BMX riders at the Skate Park. Mr. English said that was an option that the Commission could recommend. However, before staff recommends that action, they want to look at an alternate site. PUBLIC COMMENT: The following people spoke in favor of the BMX riders riding in the Skate Park: Tyler Reynolds. John Rickert. Kevin. Mr. English then introduced Lisa Barr, the Recreation Coordinator for the Community Services Department, who oversees the Skate Park. Ms. Barr spoke to the Commissioners regarding the Skate Park. COMMISSIONER COMMENTS: Commissioner Butz encouraged the BMX riders to keep trying, even if the vote doesn't go their way tonight. Commissioner Kock agreed with Commissioner Butz. He suggested an area be built at the New Youth Recreation Center for the BMX riders. Mr. English said that could be a possibility, but a complete report will be brought back to the Commission. Chairman Hood directed staff to continue this item for a month and come back with options. 2. Blue Oak Trail Extension Mr. English presented his staff report and asked the Commission to recommend approval of a staff request to extend the Blue Oak Trail in Stadium Park. MOTION: by Vice Chairperson Kudlac seconded by Commissioner Mathews to recommend approval to extend the Blue Oak Trail in Stadium Park. 7 Ayes 0 Nos Passed 7:0 3. Atascadero Youth Recreation Center update (verbal) Mr. English gave a verbal report to the Parks and Recreation Commission regarding the progress of the Atascadero Youth Recreation Center. There will be a special event on October 16, 2002 to dedicate a plaque, recognizing the City Council for their efforts in getting the funding for the Atascadero Youth Recreation Center. A Grand Opening is tentatively planned for January 2004. 4. Parks Projects Report A copy of the report was included in the Parks and Recreation Commission Agenda packet. F. STAFF COMMENTS 1.
