ROLL CALL: PRESENT: Commissioner Butz Commissioner Kock Commissioner Dempsey Commissioner Mathews Drew Wardlaw (Student Representative) ABSENT: Chairman Hood Vice Chairperson Kudlac Commissioner Gobler STAFF PRESENT: Geoff English, Deputy Community Services Director Ellen Perkins, Administrative Assistant COMMUNITY FORUM: None A. MINUTES 1. Minutes of May 16, 2002 will be continued to the July meeting B. COMMISSIONER/STUDENT REPRESENTATIVE ANNOUNCEMENTS (On their own initiative, Commissioners may make a brief announcement or a brief report on their own activities. Commissioners may ask a question for clarification, make a referral to staff or take action to have staff place a matter of business on a future agenda. The Commissioners may take action on items listed on the Agenda.) Commissioner Butz announced that the Atascadero Wine Festival was going to be held at the Pavilion on the Lake and the Atascadero Lake Park on Friday, June 28 and Saturday, June 29, 2002, respectively. Commissioner Dempsey announced that the Tuesday Night in the Park BBQ's and concerts have started and that the Zoological Society of San Luis Obispo and the Quota Club would sponsor Tuesday, June 25, 2002 and reminded everyone to attend. C. COMMITTEE REPORTS: (The following represent standing committees. Informative status reports will be given, as felt necessary): Atascadero Recreation Center Committee -- Commissioner Butz reported that the next meeting would be a wrap-up meeting for the Children's Day in the Park. Atascadero Youth Task Force -- next meeting July 2, 2002, 7:00 a.m., Pavilion on the Lake, Boy Scout Room. Three Wood Nymphs Committee -- Susan Beatie reported that she would be meeting with the conservator soon. D. PRESENTATIONS — None E. STAFF REPORTS 1. Atascadero Lake Park Native Garden Memorial Grove site designation Lisa Richardson, a recent graduate of Cal Poly gave her senior project power point presentation to the Commission and the attending public. MOTION by Commissioner Mathews and seconded by Commissioner Dempsey to recommend to the City Council, designation of a Native Garden Area and Memorial Tree Grove at the Atascadero Lake Park. 4 Ayes; 0 Nos Motion carried Parks and Recreation Commission Pagel of 3 Request to plant a memorial tree at Atascadero Lake Park Deputy Community Services Director, Geoff English briefed the Commission on his staff report and asked for a recommendation. MOTION by Commissioner Mathews and seconded by Commissioner Kock to recommend to the City Council, approval of a request to plant a Memorial Tree at Atascadero Lake Park. 4 Ayes; 0 Nos Motion carried Eagle Scout Project — Atascadero Lake Park Horseshoe Pits revitalization Eagle Scout candidates Jason Schmidt and Jared Hagemann were present (Eagle Scout Garrett Hollingsworth was not present) to provide a power point presentation to the Commission and attending public regarding their project of renovating the Horseshoe pits at the Atascadero Lake Park. They said the project would take approximately 1 to 2 months. PUBLIC COMMENT: Brad Hagemann, Atascadero, asked if playing at night is permitted. Mr. English said yes. Barbara Combs, 9005 Lake View, Atascadero, asked about the chain link fencing and hoped they would consider some alternative material. MOTION by Commissioner Kock and seconded by Commissioner Dempsey to recommend approval of the request by Eagle Scout candidates Jason Schmidt, Jared Hagemann and Garrett Hollingsworth, to renovate the Horseshoe pits at Atascadero Lake Park and to look at the chain link fence to make it more aesthetically pleasing; and lighting to be consistent with the existing park lighting. 4 Ayes; 0 Nos Motion carried COMMISSIONER COMMENT: A discussion ensued regarding the renewal of the Sunken Gardens Master Plan. Commissioner Butz wants to bring back the Sunken Gardens Master Plan Committee. Mr. English said he had been in discussions with members of the Main Street Program regarding the Sunken Gardens and the funding needed. He added that the Main Street members are focusing on the Sunken Gardens. Mr. English stated that some groundwork would have to be done before a Master Plan Committee is developed. He went on to say that Larry Dominque would be attending a Parks and Recreation Commission meeting to present his ideas. Larry submitted his ideas some time ago and received overwhelming approval of his plan. With Larry's plan, there will need to be public input. Mr. English will contact Larry to see when he can come speak to the Commission. Mr. English suggested that the Parks and Recreation staff, Main Street, Redevelopment and City Manager meet and have an exploratory meeting, to see what would be involved in getting the process going. Commissioner Butz asked that the discussion regarding the Sunken Gardens be included in the minutes so there is a record of the Commission's interest in renewing the Sunken Gardens Master Plan Committee. 4. July is Parks and Recreation Month Proclamation Deputy Community Services Director, Geoff English read the draft Proclamation establishing July as Parks and Recreation Month in Atascadero and asked the Commission to make a recommendation. MOTION by Commissioner Dempsey and seconded by Commissioner Mathews to recommend approval to the City Council of a Proclamation establishing July as Parks and Recreation Month. Parks and Recreation Commission Page 2 of 3 F. STAFF COMMENTS 1. Zoo Director's Report Commissioner Dempsey said the "Bug Zone" would be coming soon 2. Concerts in the Park series STAFF COMMENTS (Continued) 3. Mr. English reported that the Concert Series starts Saturday night, June 22, 2002 and will run through Saturday, August 24, 2002. The concerts will start at 5:30 p.m. and run until 7:30 p.m. and are free. Mr. English informed the Commission that the new Recreation Center is up and running and encouraged them to stop by to check out all the programs and activities that are being offered. He continued by saying that the program runs from 10 a.m. to 3 p.m., closing during the heat and reopening again from 6 to 9 p.m. 4. Lake Water Quality report There is testing being done on the Atascadero Lake and a report being generated every month Commissioner Butz announced to the Commission and staff that she had secured a date to go to the Recreation Center in Santa Maria and meet with Abel Maldonado, the Assemblyman for the 22nd District. It was determined that this would happen on July 18, 2002 instead of their attending the regular Parks and Recreation meeting. Mr. English reminded the Commission and public attending that the Vintage Catering & Cafe located at the Pavilion on the Lake will be opening July 1, 2002. G. CALENDAR OF EVENTS: Attached H.
