MINUTES
CITY OF ATASCADERO
PARKS AND RECREATION COMMISSION
May 16, 2002
PAVILION ON THE LAKE CONCESSIONAIRE INTERVIEWS:
Prior to the regularly scheduled Parks and Recreation Commission meeting, the following applicants were interviewed and
proposals reviewed for the position of On-site Caterer/Cafe Concessionaire:

CALL TO ORDER: Chairman Hood called the meeting to order at 7:10 p.m. at the City Administration Building, 4t' floor

COMMUNITY FORUM:
Barbara Combs, 9005 Lakeview Drive, Atascadero, spoke to the lake water quality. Ms. Combs asked about the proposal for the
aeration system to clean up the lake water. Deputy Community Services Director Geoff English suggested that Ms. Combs to
speak to the City's Public Works Director, Steve Kahn.
Daphne Fahsing, Atascadero, thanked the City staff and Commission for putting the Agendas and minutes of the Parks and
Recreation Commission meetings in the Library. She also commended the Commission for listening to the concerns of the
citizens. Additionally, Ms. Fahsing suggested that the lake water quality be a top priority for the Commission.
A. MINUTES
1. The Minutes of April 18, 2002 stand approved as submitted.
B. COMMISSIONER/STUDENT REPRESENTATIVE ANNOUNCEMENTS
(On their own initiative, Commissioners may make a brief announcement or a brief report on their own activities. Commissioners
may ask a question for clarification, make a referral to staff or take action to have staff place a matter of business on a future
agenda. The Commissioners may take action on items listed on the Agenda.)
Commissioner Mathews announced that the City's Community Development Director, Warren Frace, has been working with the
Atascadero Native Tree Association (ANTA) to develop a request for proposal for a tree inventory of the whole city to include one
mile outside the perimeter of the Colony.
C. COMMITTEE REPORTS:
(The following represent standing committees. Informative status reports will be given, as felt necessary):
1. Atascadero Recreation Center Committee — Children's Day in the Park
Commissioner Butz reported that the Children's Day in the Park event would be held on Saturday May 18, 2002. Ms. Butz
encouraged the Commissioners as well as the public attending, to attend.
2. Atascadero Youth Task Force- next meeting June 4, 2002, 7:00 a.m., Pavilion on the Lake, Boy Scout Room

3. Three Wood Nymphs Committee
Susan Beatie, Chairperson of the Three Wood Nymphs Committee, reported to the Commission, that she spoke with a gentleman
who was one of the masons who built the brick foundation that the statue now sits on, in 1963. This gentleman told Ms. Beatie
that there was a plastic bag in one of the corners of the foundation, which has some history items inside it.
D. PRESENTATIONS — Atascadero Lake Park Master Plan Advisory Committee
Recognition Certificates for the members of the Atascadero Lake Park Master Plan Advisory Committee were given to each
individual along with a great thank you for all their hard work.
E. STAFF REPORTS
1. Request to plant a memorial tree
Cynthia Carney Todd has requested that the City of Atascadero grant permission to plant a tree in Atascadero Lake Park to
memorialize her father, Daniel E. Carney Sr., a resident of Atascadero who recently passed away. Staff recommends approval of
this request, and added that staff is working with the Atascadero Native Tree Association to develop a memorial grove area, where
native trees could be planted and people be recognized with a plaque that would be on a kiosk in that area. The area to be
designated would be five acres of open space on the opposite side of the lake. This item would come before the Parks and
Recreation Commission within the next couple of months.
COMMISSION COMMENTS:
Commissioner Mathews asked staff how many trees they were planning on planting in that area. Mr. English responded by saying
that they are waiting for the Atascadero Native Tree Association to identify potential locations for tree planting, but it will be
somewhat limited. Commissioner Mathews also added that there could be more than just trees planted in this designated area,
such as benches, plaques or something of that nature.
MOTION: by Commissioner Butz and seconded by Vice Chairperson Kudlac to recommend to the City
Council, approval of a request by Cynthia Carney Todd to plant a memorial tree at Atascadero
Lake in a location to be determined by staff.

2. Trail Prioritization for grant application purposes
Mr. English gave a presentation and passed out a map of several trails in Atascadero that have been identified for potential
development. He went on introduce Bruce Boniface with the Atascadero Land Preservation Society and also with the California
Conservation Corps and asked him to speak to the Commission and the public attending about potential funding opportunities for
trail development.
Commissioner Gobler asked if in the event there were a problem with funding for a particular trail, would they be able to move on
to a different one. He also suggested that item number four be a higher priority due to the fact that the trail would be a direct link
to the new Recreation Center. Mr. English answered by saying that before a grant application can be processed, they must get
permission from the property owner and a trail maintenance plan must be in place. He also saw no reason why several trail
applications could not be done at the same time.
Commissioner Butz asked about the language of item number four, and if downtown meant going behind the Peabody & Plum
Real Estate offices. Mr. English said that was the plan, to have a trail that went from El Camino Real (downtown) to the Salinas
River. Ms. Butz then gave staff her priority list which was Item 4 first; then Item 3; then Item 5; then Item 6; then Item 1; and
finally Item 2.
Commissioner Kock asked about the City's liability if something happened to the general public while on one of the trails. Mr.
English answered that the City is potentially liable for any injuries, whether it is recreational or not, however, laws exist that
protect property owners if the trail is posted for recreational uses.
Commissioner Mathews asked about developing brochures with maps of the trails as well as marking the trailheads. Mr. English
said that was a very good idea and a good future.
PUBLIC COMMENT:
Bruce Boniface lives in Atascadero and works for the California Conservation Corps. He spoke to the Commission and the public
attending on the many trails that he has constructed, in partnership with different government agencies. Mr. Boniface went on to
say that there are several avenues to take in seeking funds. One in particular, that he found to be very successful, is under the
Transportation Enhancement Act, which is a wide umbrella that funds all kinds of transportation projects, from mass transit to
hiking trails, and they have a branch under the Transportation Enhancement Act called the Recreational Trails Program. It is
money that is available to cities and other agencies to build and enhance hiking trails or recreational trails within close proximity

to cities. He also mentioned that the California Conservation Corps has created maps for the Forest Service and State Parks and
could be helpful to the trail system in Atascadero as well as assisting in the brochure development. He also suggested that planting
memorial trees along the different trails within the Community might be possible.
Barbara Combs, 9005 Lakeview Drive, Atascadero, asked about how many miles of trail they are looking at. Mr. English said he
did not have an approximate number. However, a portion of the Anza Trail is about one and a half miles. The section of the trail
on the Water Company property is about four miles. She then asked if part of the grant money could go toward the trail
maintenance. Mr. English said it was staff's hope to enter into agreements with local organizations to maintain trails. Chairman
Hood brought it back to the Commission.
MOTION: by Commissioner Mathews and seconded by Commissioner Butz to recommend the
prioritization of the list (of 6) equestrian and hiking trails presented by staff, for potential grant
funding and future development

F. STAFF COMMENTS
1. Zoo Director's Report — was not available at the meeting
2. Children's Day in the Park — will take place May 18, 2002
3. Hot El Camino Nite Cruise — will take place August 16, 2002
4. R.E.C. Program Survey Results — report attached for review
5. Charles Paddock Zoo Sign — The Carlton Hotel has agreed to put a sign on the telephone pole on Morro Road toward the
park, advertising the Zoo and the other side of the sign would be advertising the Carlton Hotel. Mr. English went on to
say that city staff is working with Cal -Trans and the State to get appropriate permits.

With regard to the sign on Morro Road, the Commission did not like the idea of the Carlton Hotel having their name on the back of
the Zoo sign. It was suggested that there could be something in small letters, that the Carlton Hotel has sponsored the sign, but not
to have equal billing.
G. CALENDAR OF EVENTS: Attached
Commissioner Butz said there was going to be a Tuesday Night BBQ on June 18, 2002 and she encouraged all to come.
H. ADJOURNMENT
Chairman Hood adjourned the meeting at 8:40 p.m.
