HomeMy WebLinkAbout041802 PRC MinutesITEM: Al DATE: 5-16-02 MINUTES CITY OF ATASCADERO PARKS AND RECREATION COMMISSION April 18, 2002 PLEDGE OF ALLEGIANCE: Commissioner Butz led The Pledge of Allegiance CALL TO ORDER: Chairman Hood called the meeting to order at 7:16 p.m. at the City Administration Building, 4th floor Rotunda Room ROLL CALL: PRESENT: ABSENT: STAFF PRESENT: COMMUNITY FORUM: Chairman Hood Commissioner Kock Commissioner Dempsey Commissioner Mathews Commissioner Gobler Commissioner Butz Vice Chairperson Kudlac (excused) Drew Wardlaw (Student Representative) Geoff English, Deputy Community Services Director Ellen Perkins, Administrative Assistant Eric Greening, 7365 Valle, Atascadero, California commented on the rise in the water level at the Atascadero Lake and wondered why the level was up. Deputy Community Services Director, Geoff English responded by saying that the lake was being filled by a well waterline, and they also discovered breaks in the fill line and successfully fixed those leaks. A. MINUTES 1. Minutes of March 28, 2002 approved with changes being made to page 2 of 6, paragraph two under COMMISSION COMMENTS to change the year on the original letter to the Planning commission to August 15, 2001. B. COMMISSIONER/STUDENT REPRESENTATIVE ANNOUNCEMENTS (On their own initiative, Commissioners may make a brief announcement or a brief report on their own activities. Commissioners may ask a question for clarification, make a referral to staff or take action to have staff place a matter of business on a future agenda. The Commissioners may take action on items listed on the Agenda.) Commissioner Mathews informed the Commission and the public attending that there will be a presentation to City Council at the next meeting of April 23, 2002, on sudden oak death. Commissioner Kock asked when the motorized boat issue was going to City Council. Mr. English stated that it is presently being studied by the City Attorney and he thought that issue may be in front of the Council in May. Mr. English informed Commissioner Kock that he could call the City Attorney and ask him if he so desired. Parks and Recreation Commission Page 1 of 7 C. COMMITTEE REPORTS: (The following represent standing committees. Informative status reports will be given, as felt necessary): 1. Atascadero Recreation Center Committee — next meeting April 24, 2002 at Jerrie Dahlen's house. 2. Atascadero Youth Task Force- next meeting May 7, 2002, 7:00 a.m., Pavilion on the Lake, Boy Scout Room 3. Three Wood Nymphs Committee Susan Beatie reported that she continues to receive help from the community. Work on the statue restoration will start within the next two weeks. D. PRESENTATIONS — Atascadero Lake Park Master Plan Advisory Committee Deputy Community Services Director, Geoff English requested that this item be moved to the May 16, 2002 meeting because not all the Atascadero Lake Park Master Plan Advisory Committee members were present. That request was granted. E. STAFF REPORTS Youth Recreation Center Design Concept plans Mr. English went over the list of amenities for the commission and the public that were compiled at previous public workshops. He then introduced the architect Kirk Heiser and Dick Heglund. Mr. Heiser and Mr. Heglund briefed the commission on the conceptual plans and asked for questions. The Commission, Mr. English, Mr. Heiser and Mr. Heglund discussed the following questions and comments: ✓ Commissioner Kock would like to see the wall where the computers are, to come down, so it is more open to the basketball court, maybe use sliding doors. Then, put the computers on the back wall. ✓ Commissioner Gobler mentioned the volleyball courts, and the fact that someone had requested dual volleyball courts, back to back. ✓ Commissioner Butz asked about pull out recessed folding tables and benches and she would also like to see some quiet study areas or classrooms. She also asked about a place for older people. She also brought up food issues for all ages. ✓ Commissioner Kock asked about the gas range and refrigerator and commented that there was going to have to be cleanup and wondered if there were going to be sinks for water accessibility? ✓ Mr. Heiser said there was no plumbing showing at this time, that this was only a conceptual drawing. ✓ Commissioner Gobler asked if the staff counter was elevated. Mr. Heiser said yes. Commissioner Gobler then asked if there would be "cubbies" for coats or backpacks. Mr. Heiser said middle school kids keep their packs with them; they don't store them. In the teen centers they visited, they were not using the cubbies because it was associated with younger kids. ✓ Commissioner Dempsey asked how many could be seated in the "pull-out" seating. Mr. Heiser said he could give Geoff the minimum number and maximum number of seating in the pullout seating area. There are about three tiers. Parks and Recreation Commission Page 2 of 7 Mr. Heiser then went over the second floor plan. ✓ Commissioner Mathews said he liked the size of the dance and exercise rooms. He asked about storage and mentioned glass windows looking out onto the multi purpose room. ✓ Chairman Hood suggested the hallway around the top be a balcony, like Kennedy Club Fitness. Mr. English said they could put a balcony on a different side. Mr. English continued by saying that tonight they were just looking at space allocation and changes will be brought back to the Commission at a later time. ✓ Commissioner Butz suggested putting a computer upstairs in the meeting room. ✓ Commissioner Gobler suggested making the building a full two stories. Mr. English said one side is a climbing wall, but there could be a second floor over the staging area. ✓ Dick Heglund said that the lobby area on the second floor could be a storage area. ✓ Mr. English mentioned moving the door and put in cabinets for chairs to make more storage ✓ Commissioner Kock asked about the heating/cooling and the issue of allocating space for that equipment. Mr. English said the Commission would need to meet again to discuss the plans further. PUBLIC COMMENT: Eric Greening, 7365 Valle, Atascadero, California, said he likes the plan but is concerned about the temperature of the sun in the late afternoon generating too much heat on the west side of the building where there will be cooking, dancing and exercising. He endorses the concept. Mr. English said additional features regarding the heating/cooling issue would be installed to keep the heat from hitting the building. Shade trees may also be a possibility. The heating/cooling issue is a very critical issue and would cut down the cost of heating and cooling. Commissioner Butz inquired about stucco for the exterior. Chairman Hood brought the meeting back to the Commission: Commissioner Kock brought up the issue of sinks in the arts and crafts room as well as moving that arts and crafts room to the other side of the building. Then the meeting room can be located at the other end of the building and it would be quieter. Commissioner Butz said she didn't want to see the arts and crafts room be compromised, as there is a five-foot difference between the meeting room and the arts and crafts room. Chairman Hood reminded the Commission that if the meeting room was moved to that side of the building, it would be located directly above the sound room, so it may not be so quiet. It was decided, however, to put a sink in the arts and crafts room. MOTION by Commission Mathews and seconded by Commissioner Dempsey to endorse the conceptual plan of the Recreation Center including the alternative location of the kitchen 6 ayes 0 noes Passed 6:0 COMMISSION DISCUSSION: Commissioner Butz said she would like the comments made tonight to be included in some report. Mr. English said they would be incorporated into the revised plans. Mr. English thanked the architects for coming to the meeting tonight. Parks and Recreation Commission Page 3 of 7 2. Atascadero Lake pathway Section 8 alternative design Geoff went over the alternative plan and briefed the commission on Section 8, the retaining wall portion. He said that since the last meeting, funds have become available to do the work on the retaining wall section. It shows on the plan to put a cantilever type walkway across that section. The other suggestions, a retaining wall or boardwalk would put the construction in the water with significant ramifications. PUBLIC COMMENT: Eric Greening, 7365 Valle, Atascadero, California, asked if trees would be removed. Mr. English said trees would remain. Mr. Greening said he liked the new plan better than the last one. Commissioner Butz asked if this was replacing the retaining wall? Mr. English said this would replace the retaining wall and the boardwalk. Commissioner Mathews said he liked the concept and hoped that we could come up with a non -wood decking material, more permanent durable material than wood. Keeping trees will add a good look. Commissioner Gobler agrees with Commissioner Mathews, but felt that the transition is a bit abrupt on the ends. Mr. English said he agreed and had just received this new drawing yesterday and definately needs a change on the ends, and that will happen. Commissioner Kock said he does like the plan but disturbed about the process. He continued by saying that there was no specific information on decking material, and thinks the process was a little weak. Mr. English said staff is asking for the cantilever endorsement of the plan. Specifics on this design can be brought back at any time. Chairman Hood said we should approve the plan in concept, and then work on details. MOTION by Commissioner Kock and seconded by Commissioner Butz to alter the original decision of last month and incorporate new concept with the cantilever walkway as section 8 alternative with the provision that the decks will be improved upon so it is more maintenance free and then send it back to pathway committee for final details. 6 ayes 0 nos. Passed 6:0 3. Facility Fees, Policies & Procedures revisions Mr. English briefed the Commission regarding the revisions to the Facility Fees, Policies & Procedures for City facilities. He continued by saying that in the future, the staff will revise this document once a year. There are three areas in this document that we want to revise and they are: 1. Establishing conditions for amplified music at outside facilities. Mr. English went over the proposed changes and explained the reasons for each change. These policies were created to help clarify to the public when amplified music can be used in the Atascadero Lake Park. Amplified music is conducted during an approved Major Special Event. All provisions of the Major Special Event policies must be met. Parks and Recreation Commission Page 4 of 7 2. Amplified music is conducted at the Atascadero Lake Park Gazebo on Fridays, Saturday, and Sundays from noon until 8:00 p.m. Amplified music will not be permitted on Major Holidays, unless it is a part of an approved Major Special Event. 3. The amplified music is associated with the annual City sponsored Concerts in the Park Series. 4. Only one permit for amplified music will be approved per month for each separate park. (This provision does not apply to amplified music associated with the annual City sponsored Concerts in the Park Series.) 5. The permit holder is required to immediately comply with requests by City staff to reduce the music volume. Failure to comply will result in denial of all future requests for amplified music by the permit holder. COMMISSION COMMENTS: Commissioner Mathews said he didn't like the idea of one per month, he thinks its too restrictive. Commissioner Gobler said he agrees; he does not like the idea of once a month either. He mentioned the Easter Sunrise Service. Chairman Hood also agreed that once a month is not necessary, and would like to omit that from the above-mentioned guidelines. 2. Create a Private/Non-resident User Classification and separate facility use fees at the Pavilion for this user group. COMMISSION COMMENTS: Chairman Hood commented that he thought that the fees, even at the 20% increase, are still too low. He thought it should be higher. Commissioner Mathews agreed with Chairman Hood that the fees are too low and thought we should raise the fees by 50%. 3. Increase the minimum number of hours required for non-profit groups that use the Pavilion on Saturdays from 8 to 12 (hours). COMMISSION COMMENTS: Commissioner Kock wondered if that would decrease the revenue. Mr. English said that it would actually increase the revenue due to changing the amount of hours from 8 to 12. MOTION by Commissioner Gobler and seconded by Commissioner Kock to recommend that we accept the recommendations of staff with the following additions that under the amplified music, change to amplified sound instead of amplified music, throughout each section; on Item D of that, change to read a permit for amplified music must be approved for each request instead of limiting it to one per month; regarding the fees on the Pavilion, Attachment V, leave the recommended Private/Non-Resident increase for all groups, all rooms, and on the Private/Resident fees as recommended increase for (full-day rates) groups B to be $1200.00 and for Groups C, Private/Non-resident be increased by 50% of the Private/Resident ($1200.00) to be $1800.00 and accept item 3 to increase the hours from 8 to 12. 6 ayes 0 nos Passed 6:0 Parks and Recreation Commission Page 5 of 7 4. Request to plant a memorial tree Mr. English said there are no more places to put trees in Atascadero Lake Park, maybe on the shoreline or in the native habitat area on the opposite, in that open space by the lake, that would be the only place that staff would recommend to put one. There is a senior with her project to do this, and Mr. English said he would have her come make a presentation to the Commission with her revegetation plan. Commissioner Mathews said that there is grant money available to develop a park like that. He continued by saying that he thought the Native Tree Association would like to participate. MOTION by Commissioner Mathews and seconded by Commissioner Gobler to follow staff's recommendation to the City Council to approve the request to plant a memorial tree at the Atascadero Lake Park designated memorial tree area. 6 ayes 0 Nos Passed 6:0 F.
