MINUTES OF October 18,2001: Chairman Hood announced that the minutes of October 18, 2001 are approved as submitted. B. PRESENTATIONS — Boy Scout Eagle Project — Jacob Larsen Deputy Director of Community Services Geoff English introduced Jacob Larsen. Jacob presented two maps and briefed the Commission about his project, which was a depth -finding project at the Atascadero Lake. Commissioner Kock told Jacob that he did a great job. All Commissioners agreed. Mr. English said he appreciated his hard work. Applause for a job well done. C. STAFF REPORTS: Request by Atascadero Little League to initiate improvements at Paloma Creek Park Peter Kinkade, representing the Atascadero Little League, addressed the Commission, outlining his request which included drawings of his proposed improvements. At the present time, the Atascadero Little League is financially ready to proceed with the batting cages when they get permission from the City. Mr. English asked the Commission to make a recommendation on the three specific requests pointed out in his staff report. Parks and Recreation Commission Page 1 of 4 COMMISSION DISCUSSION: Commissioner Gobler thanked Mr. Kinkade and the Atascadero Little League for their support to the community. He asked if the batting cages would be permanent. Mr. Kinkade said "yes" and that they wanted to build a fence around the batting cages and lock the gate. Mr. English said that staff encourages locking the facility to prevent possible injuries from youth climbing on equipment. Commissioner Mathews asked if the State was required to approve the batting cages. Mr. English said that a request to the State of California would have to be submitted for approval. Chairman Hood inquired about the request of the expansion of land to be leased for Paloma Creek Park from the State of California. Mr. English answered that he was encouraged by the State Hospital, but was concerned about the State office of Real Estate, who have not yet responded. Mr. English said the lease expires in July 2002. Commissioner Mathews asked if we were denied the batting cages, how would we get back on track. Mr. English said that staff is suggesting that the Atascadero Little League work with the City staff on the development of a long-range Master Plan for Paloma Creek Park that incorporated the future needs for Memorial Field and related facilities. He added that City staff would make sure that Little League and City staff meets. Chairman Hood suggested using better language to include "postpone approval of instead of "deny". Mr. Kinkade voiced his concerns about losing the improvements that they implement if the fields at Paloma Creek Park are moved. He also said they are willing to work with the City. Commissioner Kock asked if the field use is specifically for Little League. Mr. English said there is an agreement between the City and Little League, with Little league having priority, but anyone can use it. The Atascadero Little League has done extensive renovations to Memorial Field. MOTION by Commissioner Gobler and seconded by Vice Chairperson Kudlac to recommend approval of a request by Atascadero Little League to make the improvements to Memorial Field at Paloma Creek Park as stated in staffs report to Parks and Recreation Commission, considering the three recommendations with one change to the language of the second recommendation to read "postpone approval" of a request by Atascadero Little League to make the following improvements to Memorial Field at Paloma Creek Park: a. Build a full-sized batting cage beyond the right field fence. b. Install lights for night baseball 6 Ayes; 0 Nos Motion approved 6:0 2. Atascadero Lake Park Master Plan PowerPoint Presentation Mr. English announced that the City Council approved the Atascadero Lake Park Master Plan, which was approved and submitted by the Parks and Recreation Commission. Mr. English then showed a PowerPoint presentation that Mr. Patterson had prepared. 3. Youth Representative Update - Verbal Mr. English informed the Commission that a candidate had been interviewed tonight and the sub committee approved Drew Wardlaw for recommendation for appointment. This recommendation will go to the City Council on November 27, 2001 and if approved, Drew will take his position as Atascadero Parks and Recreation Commission Student Representative, with his term starting in January 2002. Request to plant a memorial tree at Atascadero Lake Park Mr. English briefed the Commission regarding a tree that is proposed to be planted for a victim of a fatal accident on the Cuesta Grade on October 31, 2001. The woman who was killed was a member of the Atascadero's Mom's Club. Staff is requesting that the Parks and Recreation Commission recommend approval to the City Council. MOTION by Commissioner Mathews and seconded by Commissioner Dempsey to recommend to the City Council, approval of a request by the Atascadero Mom's Club to plant a Memorial Tree at Atascadero Lake Park. 6 Ayes; 0 Nos Motion passed 6:0 D. COMMITTEE REPORTS: 1. ATASCADERO RECREATION CENTER COMMITTEE The next Atascadero Recreation Center Committee (ARCC) meeting will be the Boys & Girls Club Steering Committee visiting the Oceano Boys & Girls Club on November 19, 2001 at 5 p.m. A carpool will be leaving Mid -State Bank, Atascadero at 4:15 p.m. 2. ATASCADERO YOUTH TASK FORCE The next Atascadero Youth Task Force meeting will be held December 4, 2001, at 7:00 a.m. in the Masonic Temple Building. 2. ATASCADERO LAKE PARK MASTER PLAN ADVISORY TEAM Mr. English told the Commissioners that Casey Patterson from CJP Productions would need to come up with preliminary design plans for a pathway, then that item will come before the Commission. 3. THREE WOOD NYMPHS COMMITTEE Susan Beatie announced that she has placed one of her "plaster people" at Strictly Gourmet Restaurant on El Camino Real, and one will be going up by the Library soon. She also announced that she would be working under the umbrella of the Atascadero Community Services Foundation. E. COMMISSIONER/STUDENT REPRESENTATIVE ANNOUNCEMENTS No student representative present, but if the City Council approves the recommended applicant, he will start in January 2002. Commissioner Mathews requested that we put on an agenda in the future, the use of the botanical gardens as the memorial park. Commissioner Mathews also requested that the Commission re -visit the five acres per 1000 people from the Parks and Recreation Element to make sure the recommendation is accurate when the time comes to finalize it in the General Plan. Mr. English said that he would be bringing the Parks and Recreation Element to the Commission in February. Chairman Hood asked when the General Plan was going to the City Council. Mr. English said he would check on that. Mr. English also suggested a study session perhaps in January or February. Commissioner Mathews mentioned the open space program that the City of San Luis Obispo has and suggested inviting Neil Havlack, from the City of San Luis Obispo, to do his PowerPoint presentation. Youth/Community Center update Mr. English announced that escrow will be closing on December 17, 2001 for the property where the Hay and Feed building is located, which will be the future home of the Youth/Community Center. He also added that we are getting good response with donations. On Nov 19, 2001, staff is getting a group of youth together to have a discussion on what they would like to see at the Youth/Community Center. Mr. English added that in January, he would bring to the Commission the list of ideas and suggestions from that meeting. G. CALENDAR OF EVENTS - attached H. ADJOURNMENT Chairman Hood adjourned the meeting at 8:18 p.m. until the next regular session scheduled for January 17, 2002 to be held in the 4th Floor Rotunda in the City Administration Building.
