HomeMy WebLinkAbout092001 PRC MinutesMINUTES CITY OF ATASCADERO PARKS AND RECREATION COMMISSION September 20, 2001 PLEDGE OF ALLEGIANCE: Commissioner Butz led The Pledge of Allegiance CALL TO ORDER: Chairman Hood called the meeting to order at 7:10 p.m. at the City Administration Building, 4th floor Rotunda Room There was a moment of silence due to the events of September 11, 2001. ROLL CALL: PRESENT: Chairman Hood Vice Chairperson Kudlac Commissioner Dempsey Commissioner Gobler Commissioner Mathews Commissioner Butz ABSENT: Commissioner Kock STAFF PRESENT: Geoff English, Deputy Community Services Director Melanie Whaley, City employee COMMUNITY FORUM: Daphne Fashne, Atascadero resident, asked about the availability of the minutes of the parks and Recreation Commission at the Atascadero Library. Geoff English, Deputy Community Services Director, assured Ms. Fashne that the minutes would be available at the Library in the future. Commissioner Butz stated that she was pleased that a member of the public wants the minutes of their meetings available for review. A. MINUTES OF JULY 19,2001: Commissioner Butz questioned an item in the list of points from Page 2, Item Cl — General Plan overview. It was the item listed fifth from the bottom entitled "Lane use alternatives"; Ms. Butz wondered if the first word should be "land" and not "Lane". Mr. English confirmed that to be correct. Chairman Hood announced that the minutes would stand approved with the correction to be made. MINUTES OF AUGUST 9,2001: With no corrections seen, Chairman Hood stated that these minutes would stand approved as submitted. B. PRESENTATIONS - None C. STAFF REPORTS: Parks and Recreation Commission Pagel of 5 Atascadero Lake Master Plan Final Draft Geoff English gave his staff report and a summary of the Atascadero Lake Park Master Plan process. Mr. English went on to explain the motivation to produce this plan. Chairman Hood asked Mr. English who was on the Atascadero lake Park Master Plan Advisory Committee. Mr. English reported that the Atascadero Lake Park Master Plan Advisory Committee is made up of the following people: Parks and Recreation Commission representative was Frank Kock; The Atascadero Neighborhood Association representative was Alan Thomas; The City of Atascadero's Public Works Director, Steve Kahn The City of Atascadero's Community Services representative Geoff English; Citizen representative Barbara Rider; Citizen representative Lee Roberts; Student representative Stuart Halan; Babe Ruth Baseball representative Jim Douglas; Zoological Society member Pat Dempsey. Mr. English then introduced Casey Patterson from CJP Productions who gave details on the plan changes. COMMISSION COMMENTS: Commissioner Gobler asked: With regard to the path width, how many areas are affected by the widening? Mr. Patterson answered: Approximately 300 feet overall Commissioner Gobler asked: With respect to drainage, does the plan propose putting some kind of pipe underneath portions of the pathway for runoff? Mr. Patterson answered: That item will be addressed in Phase II when actually designing the pathway. Commissioner Gobler asked: What is the cost difference between the final draft proposal and the proposal that was discussed prior to this meeting? Mr. Patterson answered: Approximately a $300,000.00 reduction. Mr. English informed the Commission that the pathway issues would come back before the Commissioners for further review. Additionally, Mr. English touched on some issues that Commissioner Kock had brought to his attention in a written, prepared statement that he has submitted, a copy of which will be submitted with these minutes. Commissioner Butz asked: Where will the horseshoe pit be moved to? Mr. Patterson answered: It will be moved from the northwest side to the southeast side Commissioner Dempsey asked: What are the plans for the Ranger House? Mr. English answered: There are no specific plans at present. If the Zoological Society moves out of that building, it would be used by for Recreation classes. This issue is not addressed in the Plan. PUBLIC COMMENT: Parks and Recreation Commission Page 2 of 5 Alan Thomas, 9520 Marchant Way, Atascadero, spoke to the issue of the pathway. He felt that the street is part of the path and thought that six feet wide is adequate. He urged the Commission to consider widening the opposite side of the road to gain additional space for the pathway. He went on to say that the homeowners would agree to that and he felt it would be more cost effective than putting the retaining wall on the lakeside. He supports the DG material and thanked Casey Patterson, Geoff English and his staff and supports this plan. Additionally, he encouraged spending the money to make the lake a place where we can swim. Mr. Thomas then asked Public Works Director Steve Kahn about the Lake Water Quality Action Plan. Mr. Kahn responded by giving a brief report describing the Action Plan for improving water quality at the Lake and reported to Mr. Thomas and the Commissioners that the City Council has designated $25,000 this year, $25,0000 for next year and had designated $10,000 last year for lake water quality improvements. Daphne Fashne, Atascadero resident, asked if the Commission could speak to the Yellow Rose proposed development. Chairman Hood felt that this was not a subject that the Parks and Recreation Commission could speak to or make a recommendation on. Ernie Porter, Atascadero resident, asked about enlarging the size of the pipe carrying water into the lake. Steve Kahn said that they do not currently propose enlarging the pipe size, it would not be cost effective. Henry Engen, 9575 Lakeview, Atascadero, wondered if the rocks proposed in item number 11, could be put in now. Mr. English said they had planned to have that done before winter. Pamela Smith, Atascadero resident, thanked the Parks and Recreation Commission for not going ahead with plans to put a bridge to the island. Chairman Hood then asked about the outstanding issues regarding the pathway width and surface material. Mr. English told Mr. Hood that staff had hoped that the Parks and Recreation Commission would make a recommendation on those issues. MOTION (revised) by Commissioner Butz and seconded by Vice Chairperson Kudlac to recommend approval of the Draft Atascadero Lake Park Master Plan to the City Council, to have an 8 -foot width maintained on the pathway wherever possible, with the exception of those areas where there would be excessive cost or impact the environment. 6 Ayes 0 Noes Motion passed 6:0 MOTION by Commissioner Mathews and seconded by Commissioner Butz that the revised plan for Area #6 be approved and incorporated into the Atascadero Lake Park Master Plan. 6 ayes; 0 Noes Motion passed 6:0 MOTION by Commissioner Gobler and seconded by Commissioner Kudlac that the pathway material be Decomposed Granite (DG) with the understanding that the City staff may consider some type of soil bonding agent as appropriate, at a later date. In addition, a priority to be that all the pathways from the various areas would be priority number 1. With a suggestion of using treated wood wherever possible and to consider piping where there is concentrated flow to minimize erosion. 6 Ayes; 0 Noes Motion passed 6:0 Parks and Recreation Commission Page 3 of 5 2. Atascadero Parkland Acreage Statistics Mr. English informed the Commission that this item is a study session and presented an inventory of Atascadero Parkland as well as a map identifying those areas. Mr. English also included excepts from the Parks and Recreation Element of the General Plan. Commissioner Butz suggested that the Parks and Recreation Element be reviewed once a year. PUBLIC COMMENT: Alan Thomas, 5420 Marchant Way, Atascadero, commented on the Parks and Recreation Element as it pertains to the acreage per person. Mr. English assured Mr. Thomas that the document included in the Agenda packet would be used as a tool to assist in the re -writing of the Parks and Recreation Element. Chairman Hood recommended that staff show total park acreage as not to confuse the issue. D. COMMITTEE REPORTS: 1. ATASCADERO RECREATION CENTER COMMITTEE The next Atascadero Recreation Center Committee (ARCC) meeting will be September 26, 2001 at 6 p.m. in Paso Robles at the Boys and Girls Club. This is a tentative date. 2. ATASCADERO YOUTH TASK FORCE The next Atascadero Youth Task Force meeting will be held August 7, 2001, at 7:00 a.m. in the Masonic Temple Building 2. ATASCADERO LAKE PARK MASTER PLAN ADVISORY TEAM Mr. English said the advisory team is done with their work until the plan for the pathway is ready to be discussed, then they will be contacted. 4. THREE WOOD NYMPHS COMMITTEE Susan Beatie said that on October 13, 2001, there would be an Open House in the City Administration Building, Rotunda Room, and a tour of the old historic pictures that have been framed and hung in various offices in the City Hall. Ms. Beatie also said that she has gotten permission from the Colony Days Committee to have a table in the sunken gardens on October 13, 2001, near the Three Wood Nymphs, to collect donations for the restoration. Ms. Beatie also invited the Commissioners to volunteer to be "plastered" to make human statues as part of her campaign to raise money for the restoration of the Three Wood Nymphs. A plaster figure will be made of each volunteer to be displayed. E. COMMISSIONER/STUDENT REPRESENTATIVE ANNOUNCEMENTS There is no student representative, but Mr. English said an advertisement will be sent out as well as flyers sent to all the schools. Staff is recommending that the age be changed to cover the ages of 16 through 18, so we could get a sophomore, junior or senior. Mr. English asked that three Commissioners sit on the interview panel. Commissioner Butz, Kudlac and Mathews volunteered. Parks and Recreation Commission Page 4 of 5 E. STAFF COMMENTS 1. Zoo Management Report Mr. English said that Alan Baker will be starting October 1, 2001 and there will be a reception at the Pavilion on the Lake on October 10, 2001 at 5:00 p.m. 2. Community Services Fall Newsletter Mr. English briefed the Commission regarding the newsletter, which will be produced every season by the Community Services Department. It gives a brief overview of the special events and some of the classes being offered by the City. 3. Letter to Planning Commission Mr. English reported that this letter had been drafted and signed by Chairman Hood to go to the Planning Commission, which included all the recommendations that were made by the Parks and Recreation Commission regarding open space. Mr. English passed out flyers and announced the Creek Day Cleanup to take place on Saturday, October 6, 2001 at 9:00 a.m. at the Colony House across from the City Hall. He encouraged all to attend. F. CALENDAR OF EVENTS - attached G. ADJOURNMENT Chairman Hood adjourned the meeting at 9:21 p.m. until the next regular session scheduled for October 18, 2001 to be held in the 4th Floor Rotunda in the City Administration Building.
