HomeMy WebLinkAbout091699 PRC MinutesMINUTES CITY OF ATASCADERO PARKS AND RECREATION COMMISSION SEPTEMBER 16, 1999 ITEM 1 - CALL TO ORDER: Commissioner Kudlac called the meeting to order at 7:03 p.m. ITEM 2 - ROLL CALL: PRESENT: Commissioner Dempsey Commissioner Gobler Commissioner Kock Commissioner Kudlac Commissioner Mathews ABSENT: Chairperson Butz Vice Chairperson Hood Student Representative Brian Potter STAFF PRESENT: Geoff English, Community Services Manager Melanie Whaley, Community Services Office Aide ITEM 3 — FLAG SALUTE Commissioner Kock led the Pledge of Allegiance. ITEM 4 — PUBLIC COMMENT Eric Greening, 6600 Lewis Ave., asked about the current status of the Cal Trans Highway 41 project and its effect on visitation of Stadium Park. Mr. English replied that the bridge should be completed in two — three months. He stated that when the construction is complete, negotiation with Cal Trans concerning gaining constant access to Stadium Park will be necessary. ITEM 5 — MINUTES: August 19, 1999 Commissioner Gobler commented that under Item #7A (page 3) he was stated making six amendments. He stated that he believes that amendments 5 and 6 were those of Commissioner Kock. Commission Kock agreed and stated that amendment 4 was by his request also. Mr. English responded, saying that the named corrections would be made. Commissioner Kock asked that a spelling correction be made on page 4, last paragraph to read as follows: "...renovate the Masonic Temple / Printery building..." Eric Greening, 6600 Lewis Ave., asked that the spelling of his name be corrected on pages 2 and 6 to read "Greening" and not "Green." MOTION: By Commissioner Gobler and seconded by Commissioner Kudlac to approve the August 19, 1999 Minutes with corrections. Motion passed 5:0 by a roll -call vote. ITEM 6 — OLD BUSINESS None ITEM 7 — NEW BUSINESS A. Request to lease Atascadero Lake Park property for a speed soccer facility Geoff English gave the staff report. A discussion ensued involving the issue of parking, scheduling, maintenance, the Lake Park Master Plan, public notice, etc. PUBLIC COMMENT: William Zimmerman, 6225 Lomitas, stated that he would be in favor of a miniature golf course. He recognized the fact that parking is in demand. He encouraged public involvement for development of the area in discussion prior to a Commission decision. Jerry Clay, 7275 Sycamore Rd., stated that he would view both miniature golf and batting cages as possibilities. He commented that there is also a need for soccer facilities. Eric Greening, 6600 Lewis Ave., stated that he agrees that there is a demand for soccer facilities. He asked if staff could give the actual dimensions of the property, the provisions for spectators, and the height of the lights. He cautioned the Commission to move slowly. Commissioner Kudlac closed the Public Comment period. Commissioner Kock stated that he would like to see additional research done prior to making a decision. Commissioner Mathews agreed, stating that he would like to see more public involvement and the creation of a Master Plan first. Parks and Recreation Commission Page 2 of 5 MOTION: By Commissioner Kock and seconded by Commissioner Dempsey to direct staff to research both proposals in-depth to determine the financial feasibility, the possibility of gaining recommendations from the public for usage of the site, and the possibility of utilizing another site for speed soccer. Motion passed 5:0 by a roll -call vote. B. Request to construct a trail in Stadium Park Geoff English gave the staff report. Commissioner Mathews suggested that confirmation be made to assure that the project is consistent with the plans of the Stadium Park Focus Group. Commissioner Kock thanked Mr. Erickson for his participation and interest. Commissioner Kudlac also thanked Mr. Erickson for getting this going and stated that she would like to see this item move forward. Jim Erickson, trail constructor, gave a brief description of his professional background and outlined the method of construction that will be used for the Stadium Park trails. PUBLIC COMMENT Eric Greening, 6600 Lewis Ave., applauded Mr. Erickson for his interest. He questioned the slow development of Stadium Park. He suggested that the Commission to have the Focus Group convene and consult the equestrian community prior to trail construction. He stated that he would like to see the maintenance responsibility belong to a group other than the City, possibly the Atascadero Native Tree Association (ANTA). William Zimmerman, 6225 Lomitas, stated that he would be in favor of the project. Jerry Clay, 7275 Sycamore Rd., comended Mr. Erickson for his efforts. He expressed concern for the possibility of motorcycles utilizing the trail. Commissioner Kudlac closed the Public Comment period. MOTION: By Commissioner Mathews and seconded by Commissioner Kock to approve construction of the trails and direct staff to meet with the Stadium Park Focus Group and the Atascadero Native Tree Association prior to construction. Motion passed 5:0 by a roll -call vote. Parks and Recreation Commission Page 3 of 5 Mr. English commented that a clean-up is needed at Stadium Park. He offered to organize the clean-up. C. Selection of a Parks and Recreation Commissioner for Zoo Master Plan Selection Committee Geoff gave the staff report. There was no Public Comment. MOTION: By Commissioner Mathews and seconded by Commissioner Dempsey to appoint Commissioner Gobler as the Parks and Recreation Commission representative for the Zoo Master Plan Selection Committee and Commissioner Kock as the alternate representative. Motion passed 5:0 by a roll -call vote. ITEM 8 — COMMITTEE REPORTS A. ARCC Commissioner Kudlac announced that the next meeting will be held on October 28, 1999 at 6:30 p.m., Atascadero Youth Center. B. Youth Task Force Commissioner Kudlac announced that the next meeting will be held on October 5, 1999 at 7:00 a.m., Atascadero Youth Center. ITEM 9 — CORRESPONDENCE A. Assembly Bill 18 (AB 18) Mr. English stated that it seems that for the first time since 1982 we may be able to pass a Park Bond Act. He reported that there is a substantial amount of money for local agencies to apply for which could benefit Atascadero. ITEM 10 — COMMISSIONER COMMENTS None ITEM 11— STUDENT REPRESENTATIVES COMMENTS None Parks and Recreation Commission Page 4 of 5 ITEM 12 — STAFF COMMENTS A. City of Paso Robles / Teen X-treme Program Community Services Manager Geoff English gave a brief overview of the program and expressed hope to some day have a program such as this when we get a youth center. Mr. English announced that Community Services Director Brady Cherry has been promoted to the position of Assistant City Manager. ITEM 13 — CALENDAR OF EVENTS Mr. English provided the Commission with a revised Calendar of Events. Commissioner Dempsey reported that the Zoo Golf Tournament is scheduled for September 25, 1999, and there is still room for additional players. Jerry Clay, reported that at the last Youth Task Force meeting they discussed having a youth entry (soccer, baseball, R.E.C., Parks and Recreation Commission, etc.) in the Colony Days Parade. He encouraged the Commission to consider partaking in the event. ITEM 14 — ADJOURNMENT MOTION: By Commissioner Kock and seconded by Commissioner Gobler to adjourn the Parks and Recreation Commission Meeting at 8:46 p.m. to the next Regular Session scheduled for October 21, 1999, at 7:00 p.m. Motion passed 5:0 by a voice vote.
