HomeMy WebLinkAbout052099 PRC MinutesCITY OF ATASCADERO PARKS AND RECREATION COMMISSION MINUTES MAY 20, 1999 ITEM 1 - CALL TO ORDER: Meeting is called to order at 5:30 p.m. ITEM 2 - ROLL CALL: PRESENT - Commissioner Butz Commissioner Dempsey Commissioner Herron Commissioner Kudlac Commissioner Kock Commissioner Gobler ABSENT: Vice Chairperson Hood (excused) Student Representative Brian Potter STAFF PRESENT: Geoff English, Recreation Superintendent, Department of Community Services (arrived at 5:45 p.m.), Ellen Perkins, Secretary, Department of Community Services, Claudia Collier, Zoo Curator, Charles Paddock Zoo ITEM 3 — FLAG SALUTE The flag salute was deferred due to the fact that we were in the Zoo and there was no flag available. ITEM 4 - PUBLIC COMMENT: Eric Greening, 6600 Lewis Avenue, Atascadero, California commented on the lake and asked about the status of the Stadium Park planning. Ellen told him that the Stadium Park Master Plan will be reviewed at the June meeting. ITEM 5 - MINUTES OF APRIL 15,1999: Vice Chairperson Hood stated that on page 3, item No. 10, under the heading of Commissioner Comments, the last sentence, it stated that the Commission meetings were valuable and complimented City staff on their efforts for putting on the meetings. For clarification, that comment was made in reference to the "All Commission/Council" meetings that have been conducted in the Rotunda and not the Parks and Recreation Commission meetings. Additionally, on page 4, item no. 12D under the heading of Atascadero Creek Reservation information, the last sentence said "A private organization will preserve and protect the habitat." There was some confusion as to whether or not that would be a separate entity from the Atascadero Land Preservation. But, in actuality, The Atascadero Land Preservation is the private, non-profit organization that is going to preserve and protect the habitat. Finally, Commissioner Dempsey pointed out that on page 2, item no. 7A under the heading of "Selection of a Snack Shack Concessionaire for Paloma Creek Park," (the last paragraph) his first name was incorrectly stated. His first name is Pat, not Frank. Commissioner Kudlac moved to approve the minutes as corrected, Commissioner Koch seconded the motion and it was passed unanimously 6 Ayes, 0 Nos. ITEM 6 - OLD BUSINESS: Eric Greening, 6600 Lewis Avenue, Atascadero, asked about the Boxing Club. Chairperson Barbie Butz said that there might be some grant money coming to fix the Youth Center. There needs to be a study on the costs of the improvements for the Youth Center. Commissioner Eric Gobler was wondering if the Parks and Recreation Commission would be able to view the City surveys that involved the Parks and Recreation. ITEM 7 — NEW BUSINESS: ITEM 7A — INVENTORY OF CITY PARKS AND RECREATION FACILITIES: Commissioner Eric Gobler inquired about the wastewater being included in the open spaces section of the Inventory. ITEM 713 — FACILITY TOUR: The tour started at the Charles Paddock Zoo with dinner among the animals. The tour continued through the Atascadero Lake Park, including Alvord Field. From there, everyone got into the City van and the tour went to Paloma Creek Park. From there the tour continued to the Traffic Way Park, with a drive by the Youth Center and then returned to the Atascadero Lake Park. ITEM 8 — COMMITTEE REPORTS: ITEM 8A — CITY/SCHOOLS COMMITTEE: No Report ITEM 813 — ARCC: Next meeting June 24, 1999, at 6:30 p.m. at Youth Center ITEM 8C — YOUTH TASK FORCE: Next meeting June 1, 1999 at 7:00 a.m. at Youth Center ITEM 8D — STADIUM PARK COMMITTEE: Eric Greening said a report has been filed. ITEM 9 — CORRESPONDENCE: A letter from Alan Thomas was included in the packet. ITEM 10 - COMMISSIONER COMMENTS: Commissioner Kudlac said thanks for the dinner and zoo meeting; she would like to see more Parks and Recreation meetings at the City facilities. Commissioner Craig Herron moved to have more meetings at City facilities this summer. Commissioner Eric Gobler seconded the motion and it passed unanimously 6 Ayes, 0 Nos. ITEM 11 —STUDENT REPRESENTATIVES COMMENTS: None. ITEM 12 — STAFF COMMENTS: ITEM 12A — ZOO CURATORS REPORT: Claudia Collier, the Zoo's curator, announced that they received the Hoag Grant in the amount of $35,000.00. Applause was heard throughout the zoo! Claudia also said that the Aviary will be open soon. ITEM 12B — REVISED BIRTHDAY LIST: A revised birthday list was presented, with all months covered except March. ITEM 13 — CALENDAR OF EVENTS: There was a revised Calendar of Events in the Commissioner's packets. ITEM 14 - ADJOURNMENT: Commissioner Herron moved to adjourn the meeting, Commissioner Kudlac seconded the motion and it was passed unanimously 6 Ayes, 0 Nos.
