PARKS AND RECREATION COMMISSION
MINUTES
MARCH 18, 1999
ITEM 1 - CALL TO ORDER:
Meeting is called to order at 7:00 p.m.
ITEM 2 - ROLL CALL:
PRESENT:

ITEM 3 — FLAG SALUTE
ITEM 4 - PUBLIC COMMENT:
Eric Greening, 6600 Lewis Avenue, Atascadero, California commented
on the low level of the lake and asked about the status of the feeding
tube that accepts water into the lake.
Superintendent Geoff English said the line is blocked with sediment and
they are not sure where the blockage is so they are going to break the
line at Santa Rosa Road and hunt for the blockage. A robot and video
camera may be used for the process. He also stated that there are
funds available to repair the line. In addition to the feeder tube, Geoff
said that the lake is fed during the rains. Next week, Superintendent
English stated, there will be a well drilled to feed the lake as well.
ITEM 5 - MINUTES OF FEBRUARY 17,1999:
Vice Chairperson Hood stated that on page 4, item No. 6D, under the
heading of City/Schools Committee, it states that Chairperson Butz
volunteered, when in fact, it was Vice Chairperson Hood. Vice
Chairperson Hood moved that the minutes be approved, Commissioner
Kudlac seconded the motion. The minutes stand approved as corrected
with a vote of 6 Ayes and 0 Noes.
ITEM 6 - OLD BUSINESS:
ITEM 6A — UPDATE ON ATASCADERO LAKE PARK LIGHTING
PROJECT:
Alan Thomas, 9520 Marchant Way, spoke to the Commission. Mr.
Thomas stated that he formed a committee with eight people and walked
around the lake area at night with flashlights to see where the need for
lights was and prepared a report that was given to the members of the
Parks and Recreation Committee. He stated that the general concensus
of the lake residents was that they did not want any harsh, bright lights.
The report from Alan Thomas was submitted into record.
ITEM 6B — REVISED COMMISSION GOALS 1999:
After some discussion regarding the Revised Commission Goals 1999,
Vice Chairperson Hood moved to approve the list as presented,
Commissioner Kudlac seconded the motion and it was passed
unanimously 6 Ayes and 0 Nos.
ITEM 7 — NEW BUSINESS:
ITEM 7A — REQUEST TO INSTALL SHED AT TRAFFIC WAY PARK:
Dan Biddle, President of Atascadero Girls Softball, presented a request
to approve the location of a temporary storage building at the Traffic
Way ballfield to house softball supplies. The Atascadero Girls Softball
Association will maintain the building. Commissioner Dempsey moved
to approve the location of the storage building at Traffic Way Park,
Commissioner Kudlac seconded the motion and it was passed
unanimously 6 Ayes, 0 Nos.
ITEM 7113 — REQUEST TO USE THE YOUTH CENTER FOR A BOXING
CLUB:
Steven Slausen, 8231 Los Osos Road, Atascadero, California,
presented a request for use of the Youth Center Pool Room for an
amateur boxing club. Mr. Slausen stated that they have been approved
as a non-profit organization for amateur boxing and training. He asked
that no rent be charged for the first year, and beyond that, they will
generate their own funding. Some of the points brought up for
consideration were that it would ward off gang membership, teach
discipline, give youth rules to obey and provide recognition. They have
their own liability insurance, and will bring the space they rent, up to
current building code standards, with no cost to the City. Lawrence
Easterday, 5184 San Jacinto, Atascadero, California and Rick Mellow,
22 N Street, Santa Monica, California also addressed the Commission
with additional information concerning the amateur boxing club.
Commissioner Kudlac asked how many will train at a time. Rick Mello
said an average of 20 kids from about 5 PM to 7:30 PM three days a
week, some Saturdays. Commissioner Herron asked about the age
group and Mr. Mello said ages 8 to 33 and would be put into size, weight
and age gender.
A discussion ensued regarding the Youth Center and the renovation,
retrofit and ADA access. Commissioner Kock said he thought that the
boxing club was good, but is concerned about the retrofit of the Youth
Center building. Further discussions continued.
Commissioner Kudlac moved to recommend to the City Council to
change the language in the current City Council adopted Use Policy and
allow a new tenant into the Youth Center building on a temporary basis.
Vice Chairperson Hood said there would have to be an agreement
written into the lease agreement between the City and the boxing club
that this is only temporary and will be subject to termination at such a
time when the City gets the money to seismically retrofit the facility. With
that in mind, Vice Chairperson Hood said he could support the motion.
Commissioner Dempsey seconded the motion and it was passed
unanimously 6 Ayes, 0 Nos.
ITEM 7C — CHANGES TO AQUATIC PROGRAM:
Martin Edwards, 777 Harvest Ridge, Paso Robles, California represents
Swim America and proposed a program to take over the swim program
from the City of Atascadero. He explained how the program works and
went over a handout of the summer session swim lesson program.
Superintendent English offered his support for the program and stated
that staff's recommendation was to discontinue the City's current swim
lesson program for a variety of reasons, one being the difficulty of
recruiting and staffing for the Aquatics program at the City of
Atascadero.
Vice Chairperson Hood moved to discontinue operation of the City's
American Red Cross Learn to Swim Program. Commissioner Herron
seconded the motion and it was passed unanimously 6 Ayes, 0 Nos.

ITEM 9 — CORRESPONDENCE: None
ITEM 10 - COMMISSIONER COMMENTS:
Vice Chairperson Hood said the Parks and Recreation Commission
Workshop was good and Brady did a good job.
ITEM 11 —STUDENT REPRESENTATIVES COMMENTS:
Superintendent English said there was one applicant, Brian Porter. The
City Council will appoint him and hopefully he will be on board by the
April meeting.
ITEM 12 — STAFF COMMENTS:
ITEM 12A — ZOO CURATORS REPORT:
On Saturday, March 27, 1999 the zoo is having the Zoopendous Day,
with free admission. KJUG radio station will be at the zoo Friday
morning, March 26, 1999, to do a live broadcast starting at 6 am. The
Zoo staff is working on the aviary renovation and trying to have it ready
for the Zoopendous Day, but Claudia is not sure it will be finished.
ITEM 12B — OPEN COMMISSIONER POSITION:
Superintendent English said applications are being accepted and the
deadline is April 6, 1999. He said there have been a couple of
applications turned in. The City Council will interview the applicants and
appoint the new Commissioner.
ITEM 13 — CALENDAR OF EVENTS:
Chairperson Butz wanted to add Children's Day in the Park on May 15,
1999. ARCC and the City of Atascadero are sponsoring that event this
year. Superintendent English said the Easter Egg Hunt, traditionally held
every year is not happening this year. Bill Rabenaldt has expressed an
interest in doing a July 4t" event this year and the City is negotiating the
item. Claudia said Oct 22 and 23 is the Wildlife Art and Zoo show at the
Pavilion starting at noon on Friday Oct 22 and will go all day on the 23rd
The Zoo golf tournament is Saturday, September 25, 1999.
ITEM 14 - ADJOURNMENT:
Vice Commissioner Hood moved to adjourn the meeting, Commissioner
Kudlac seconded the motion and it was passed unanimously 6 Ayes, 0
Nos. The meeting adjourned at 8:54 p.m. to April 15, 1999 at 7 p
