HomeMy WebLinkAbout071698 PRC MinutesCITY OF ATASCADERO PARKS AND RECREATION COMMISSION MINUTES JULY 16, 1998 CLOSED SESSION: The Closed Session began at 6:11 p.m. and was held in the Rotunda Room, City Administration Building, 6500 Palma, Atascadero, California. The Closed Session consisted of interviews for the Atascadero Lake Park Concession Contract. Two proposals were submitted, one from Bill Rabenaldt, who currently operates the Atascadero Lake Park Paddle Boat Concession and one from John and Janet Baldwin, who currently operate the Santa Margarita KOA Campground. The Parks and Recreation Commission asked both parties the same six questions in the interview. REGULAR SESSION: ITEM 1— CALL TO ORDER: Call to Order/Flag Salute ITEM 2 — ROLL CALL: COMMISSIONERS PRESENT: Chairperson Beatie Commissioner Kudlac Commissioner Butz Commissioner Davis Commissioner Peters Commissioner Dahlen COMMISSIONERS ABSENT: Commissioner Hood (excused) STAFF PRESENT: Geoff English, Parks and Recreation Superintendent; Claudia Collier, Charles Paddock Zoo Curator; Ellen Perkins, Administrative Secretary, Department of Community Services. ITEM 3 — PUBLIC COMMENT: Eric Greening, 7365 Valle, Atascadero, California, said he was pleased with the progress of the Stadium Park issue. However, Eric would like to see a study session to look at Pine Mountain and the surrounding areas like the cemetery land, the private land, the railroad land and the 17 acre parcel that was given to public ownership as mitigation for sub -divisions around the base of the mountain. He would like to see this on a future agenda of the Parks and Recreation Commission meeting. Commissioner Beatie asked Commissioner Kudlac to keep this in mind for the Stadium Park Committee. Geoff English, Parks and Recreation Superintendent said that he would contact Bob Carr, who is an arborist, and invite him to attend a Stadium Park meeting. ITEM 4 – MINUTES OF JUNE 18.1998: The minutes were approved by Commissioner Davis and seconded by Commissioner Butz. Motion carried 6 Ayes and 0 Nos. As a side note, Chairperson Beatie said in following up on Eric Greening's recommendation on Public Comment from the previous meeting, there is a draft letter from the Parks and Recreation Commission for Chairperson Beatie's signature regarding the Farmer's Market returning to the Sunken Gardens. (See Item 6C) ITEM 5 – OLD BUSINESS: ITEM 5A – PALOMA CREEK PARK BATTING CAGES: Superintendent Geoff English said that Paul Miller left town and will not pursue the batting cage business at this time. A discussion ensued regarding the many possibilities and uses for Paloma Creek Park in the future. ITEM 6 – NEW BUSINESS: ITEM 6A – ATASCADERO LAKE PARK FOOD CONCESSIONS: As mentioned earlier, two proposals were submitted, one by Bill Rabenaldt and one by John and Janet Baldwin. As part of a discussion by the Parks and Recreation Commissioners, on their decision to recommend Bill Rabenaldt, some of the reasons stated were the fact that Mr. Rabenaldt had invested $40,000 of his own money to start up the Paddle Boat business when the City did not have the capital, and is willing to invest in the Food Concession as well. Mr. Rabenaldt is already at the Atascadero Lake Park and has made plans to hire a marketing staff to help expand the business. While the Baldwins seem sincere and anxious to have the opportunity and would do a credible job, it appeared to the Commission that John and Janet Baldwin would need too much direction. Staff added that Mr. Rabenaldt is already conducting a similar business in Visalia and therefore has the experience and expertise. Commissioner Davis moved to recommend to the City Council the proposal by Bill Rabenaldt. Commissioner Butz seconded the Motion. The Motion was carried 6 Ayes and 0 Nos. ITEM 6B – OUIMBY ACT—INFORMATION ITEM: Commissioner Peters moved to table this item until Commissioner Hood was present. Commissioner Davis seconded the Motion. The Motion was carried 6 Ayes and 0 Nos. ITEM 6C – LETTER TO FARMER'S MARKET BOARD: The Commission agreed unanimously that the letter should be sent out as written. ITEM 7 – COMMITTEE REPORTS: ITEM 7A – TRAILS SUB -COMMITTEE: No report. ITEM 7B – CITY/SCHOOLS COMMITTEE: No report. ITEM 7C – ARRCC: The next meeting is October 15, 1998 at 5:30 p.m. in the Club Room, City Administration Building. ITEM 7D — YOUTH TASK FORCE: The next meeting is October 6, 1998 at 7:00 a.m. at the Youth Center. The ARCC BBQ was a success and brought in a net total of $1387.91. ITEM 7E — SUNKEN GARDENS MASTER PLAN COMMITTEE: No report. Superintendent English requested that the committee be resurrected in light of the move by the Farmer's Market and our desire to have them back at the Sunken Gardens. He recommended that we work on and be prepared to have an architect submit an artist's rendering. ITEM 7F — STADIUM PARK COMMITTEE: Recently, there was a meeting with the design engineer who answered many questions regarding the bridge and the sound transference at the Stadium Park. The design engineer's recommendation was that we do nothing to the bridge structure at this time because he feels that the land form there would block most of the sound and at some future time, he feels, a much smaller sound barrier could be placed if we find it necessary. ITEM 8 — CORRESPONDENCE: ITEM 8A — ATASCADERO LAKE PARK NEIGHBORHOOD ASSOCIATION NEWSLETTER: There is a letter from Alan Thomas as well as the newsletter. ITEM 9 — COMMISSIONER COMMENTS: Commissioner Butz reported that the Wine Festival was a great success and there will probably be about $13,000 for the Zoo. ITEM 10 — STAFF COMMENTS: None. ITEM 10A — ZOO CURATORS REPORT: Claudia Collier said that Ted McTollridge has given her a model and sketches and drawings of the aviary renovation for the Charles Paddock Zoo and she is very pleased. Additionally, Claudia reported that the Charles Paddock Zoo and our baby lemurs were in the USA Today newspaper. Claudia sent the information and photos and they used the pictures of the baby lemurs. Claudia said she would make a copy of the article and include it in the next agenda packet. There is still no name for the lemurs. Claudia also noted that the animals are really suffering in the heat. As always, the "Wish List" is very active! ITEM 10B — BOARD OF REALTORS GOLF TOURNAMENT: This year the Board of Realtors Golf Tournament will benefit the REC Program. Superintendent English said that they need golfers and raffle prizes. ITEM 10C — GUIDELINES: The June issue is enclosed. ITEM 10D — PARK AREA PROJECTS LIST: These items are un -budgeted, minor Capital projects, which means that there is no money to do them. Commissioner Butz inquired about item number 21 on the Park Area Projects List. Superintendent English informed the Commission that many of the medians and the landscaped strips throughout the City are the responsibility of our Parks Staff, which includes the North County Thrift Shop irrigation. Commissioner Butz reminded everyone that the next Tuesday night at the Lake is sponsored by St. Lukes, then on July 28 is PEO and the proceeds from that BBQ go to scholarships and on August 11 the BBQ is for the Zoo. There will be no BBQ on July 4`h, but the Community Band will play. A discussion ensued regarding the August Parks and Recreation meeting. Commissioner Butz moved that there be no meeting in August, Commissioner Dahlen seconded the Motion and it was carried 6 Ayes and 0 Nos.
