Block Grant Program which can only be used for accessibility projects.
The total project cost is estimated to be approximately $200,000 dollars.
■ Recommendation: The Parks and Recreation Commission review and
concur with the proposed alignment and design of an accessible path,
sidewalk, and accessible picnic area located at the Atascadero Lake Park.

The Parks and Recreation Commission meet when scheduled, in the Atascadero City Hall, located at 6500 Palma
Avenue, Atascadero. The Parks and Recreation Commission consider matters in the order of the printed Agenda.
Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on
file in the Recreation Division and are available for public inspection during City Hall Annex, 6500 Palma Avenue,
during business hours at the Central Receptionist counter and on our website; www.atascadero.org. An agenda packet
is also available for public review at the Atascadero Library, 6850 Morro Road. All documents submitted by the
public during Parks and Recreation Commission meetings that are either read into the record or referred to in their
statement will be noted in the minutes and available for review in the Recreation Division.

COMMISSION ANNOUNCEMENTS AND REPORTS
Commissioner Butz gave information regarding Main Street Trick or Treating and the Centennial
Celebration.
Commissioner Butz requested to put on record that she would like the city to consider to purchase
the north west area on Highway 41 and ECR and build a small park there.
Commissioner Butz announced the event Coats for Kids. She stated that you can help by dropping
of a new or lightly used coats, jackets, sweaters, and sweatshirts on December 17th and 18th at the
Armory or you can help distribute on December 19th. The local drycleaners have offered to clean
the items for no fee.
Commissioner May gave information regarding the Colony Days Tent City.
Chairperson Seay applauded Brady for the article that was posted in the Atascadero News
regarding the NCII program and the Bocce Ball Court.

CDBG Accessible Path, Sidewalk and Picnic Area
Atascadero Lake Park
RECOMMENDATION:
Parks and Recreation Commission:
Review and concur with the proposed alignment and design of an accessible path,
sidewalk, and accessible picnic area located at the Atascadero Lake Park.
DISCUSSION:
Background:
Atascadero Lake Park has developed overtime to meet the needs of Atascadero's
citizens. The Lake Park has seen rapid development over the last few years with the
installation of the Lake Park Frontage Improvements and Signage, Veteran's Memorial,
Zoo Entrance, the replaced Restroom, rehabilitated Bandstand and the recently
completed Zoo Green Parking Lot. The park is the jewel of Atascadero.
The City has received community Development Block Grant (CDBG) Funding.
Community Development Block Grant funding is used for various projects and the City
uses the funds to provide accessible sidewalks throughout town. The City is proposing
to use a portion of the funds to construct an accessible path from the Veteran's
Memorial parking lot, along the existing park Zoo parking lot to the Zoo Entrance, then
commencing up to the Ranger House and Pavilion. In addition, the City is planning to
install an accessible picnic area along the path near the Ranger House. Lastly, this
project includes restriping of a portion of the Zoo and Pavilion parking lots for two
additional disabled parking spaces. This project will provide disabled citizens with the
opportunity to access these areas and have picnics in the park. The City has to
construct the project by March 15, 2014.
Over the years accessibility standards have changed. Portions of the proposed and
current path alignment are either too steep or have not been constructed. Current
standards require that paths be no steeper than 8.33%, or 5% without landings and
handrails. The current path from the Zoo to the Ranger House exceeds the desired 5%

maximum slope. Therefore, the City has designed a new eight foot wide concrete path
following the alignment of the existing path. However, since the slopes need to stay at
5% or less, in order to avoid landings and handrails, the path will now have to meander
more through the park. This is shown in Figure 1 below. The existing path is shown in
yellow and will be removed. The new path is shaded in blue. In addition to the park
path, a sidewalk will be installed from the Veteran's memorial to the Zoo Entrance. The
width of the path will be 8-12 feet and it will be made of concrete. The portion from the
lower restroom to the Zoo entrance will include curbing in front of the parking. The BBQ
area entrance in the Zoo Parking Lot will have a rolled curb to allow access to the BBQ
by trailers and service vehicles. These improvements are shown in Figure 3, below.

While the path needs to meander, the essential portions of the park remain open and
undisturbed. This includes the group picnic area, volleyball court, existing park trees
and the internal park view to the north. One picnic area will be removed, but it will be
replaced by the new accessible picnic area, as shown above. Staff believes that the
accessible picnic area shown is a good location since the view of the park is improved
from this location and it can be accessed from multiple directions. The new picnic
location also works well with the slope in this location since it limits the amount of fill
needed.
In addition, the City needs to add two additional accessible parking spaces to comply
with current parking requirements. One parking space will be added at the Pavilion
Parking Lot where there are existing accessible spaces. This will require that the
existing striping be modified. In addition, the accessible path of travel from the Pavilion
parking area to the Ranger House will be striped. The other accessible parking space
will be located at the Zoo Parking Lot. This space is required based on the total spaces

that are now in the lot and it provides addition accessible parking. Both of these
accessible parking spots are shown below in Figures 2 and 3.

Conclusion: The proposed improvements provide additional access to the park, parking
areas and Veteran's memorial/Alvord field parking area for all of Atascadero's citizens.
In addition, the project provides an accessible picnic area that will have an accessible
BBQ and picnic bench. Atascadero Lake Park does not currently have these
accessible amenities. The City has been able to leverage additional CDBG funds and
needs to construct the improvements as soon as possible to meet funding time
restrictions. Staff recommends that the Parks and Recreation Commission review and
concur with the improvements and alignment proposed for the Atascadero Lake Park.
OPTIONS:
1. Do not concur with Staff's proposed alignment. If the Commission does not
concur with staff's proposed alignment, staff requests that input be provided.
Staff can make small tweaks to the project, however, the City was provided with
a short timeframe to expend the allotted CDBF funds and significant design
changes may jeopardize the funding.

RECOMMENDATION:
The Parks and Recreation Commission recommend the City Council approve an
amendment to the Colony Park Master City Plan.
DISCUSSION:
Background:
In August 2004, the City Council directed staff to proceed with a site plan update for
Colony Park (formerly Traffic Way Park) and develop a building design for a new
Recreation Center. Volz Design, landscape architects and park planners, were retained
by the City to develop a Master Plan for the site.
The Master Plan process included a focus group team that discussed and evaluated the
present environment and potential of the total property. Many ideas and issues were
discussed including, tying the facility to the downtown and future trail and pedestrian
connections, using the creek as a natural park amenity, determining the use of the Hay
and Feed building, setting aside an area for a future pool facility, and creating adequate
parking and visibility from the street.
The Master Plan incorporates several guiding principles supported by the community
focus group, including:
1) Accommodation of the recreation center.
2) Retaining and enhancing the Atascadero Girls Softball Association uses.
3) Development of a skate park on-site.
4) Identify a site for a future pool complex.
5) Protection and enhancement of the creek and riparian areas.
6) Provide a balanced design to meet present and future programming needs.
7) Create a facility and park proportionate to Atascadero's population and economic
growth.
Based upon the above principles developed by the focus group, the 2005 Colony Park
Master Plan was approved by the City Council on March 22, 2005.

Summary
In May 2013, a group on local residents spoke at a City Council meeting during public
comment regarding the need for a playground for special needs children. The Council
directed staff to meet with the residents and explore options for a public / private
partnership to develop a special needs park.
To date, staff has met numerous times with the special needs playground group to
review and discuss options for the playground. These meetings have included
presentation from three playground manufactures with specific playground designs and
proposals.
One of the conceptual designs for Special Needs Playground
Due to the progress the group has made, staff thinks the time is appropriate to amend
the Colony Park Master Plan to reflect a location for the special needs playground. The
concept of the agreement between the City and playground group is the City will provide
the site for the playground and the resident group will raise the funds for the playground
equipment and improvements. The final approval of the Colony Park Master Plan and
the playground cooperation agreement will be made by the City Council.
Analysis
The construction of the Recreation Center and surrounding improvements are slightly
different than the Colony Park Master Plan envisioned. The Recreation Center and
parking lot were constructed in a slightly different location to avoid the need to relocate
the softball fields. In addition, basketball, bocce ball, and petanque courts have been
constructed in locations not original shown on the Colony Park Master Plan.
The following amendments to the Colony Park Master Plan are recommended:
1. Move Recreation Center and Park lot to as built locations.
2. Move playground and spray park to open areas east of the Recreation Center.
3. Decrease the area designated for the "future swim complex", but still provide
adequate area for an Olympic size swimming pool.
4. Show the basketball, bocce and petanque courts in the as built location
5. Indicate the amphitheater could be built along the Atascadero Creek.

A RESOLUTION OF THE PARKS AND REREATION COMMISSION OF
THE CITY OF ATASCADERO RECOMMENDING
THE CITY COUNCIL APPROVE
AMENDMEND 2014-1 TO SITE MASTER PLAN
FOR COLONY PARK LOCATED AT APN 028-361-033
(CITY OF ATASCADERO)
WHEREAS, the City of Atascadero (6500 Palma Avenue, Atascadero, CA 93422), is
proposing an amendment 2014-1 to the Site Master Plan for Colony Park (formerly Traffic Way
Park); and,
WHEREAS, the previously approved Colony Park Master Plan was approved by the
City Council on March 22, 2005; and,
WHEREAS, the existing Recreation Center and surrounding improvements were
constructed in a location different than originally identified in the Colony Park Master Plan; and,
WHERAS, the City of Atascadero has recognized the need to develop a special needs
playground within Colony Park that is not identified in the Colony Park Master Plan; and,
WHEREAS, the Parks and Recreation held a duly noticed public hearing to consider the
proposed Conditional Use Permit application on January 9, 2014 at 7:00 p.m. and considered
testimony and reports from staff and the public.
NOW THEREFORE, the Parks and Recreation Commission of the City of Atascadero
takes the following actions:
SECTION 1. Recommendation of Approval. The Parks and Recreation Commission of
the City of Atascadero, in a regular session assembled on January 9, 2014, resolved to
recommend the City Council approval Amendment 2014-1 to the Colony Park Master Plan,
subject to the following:
