1. Lake Park Bandstand Renovation Proiect (sponsored by Atascadero
Kiwanis Club)
■ Fiscal Impact: No City funds to be used. All labor, materials and
associated construction costs will be provided by the Atascadero
Kiwanis Club.
■ Recommendation: Commission reviews the project concept and
recommended approval of the Atascadero Kiwanis Club.
2. Paloma Creek Park Accessibility Improvements
■ Fiscal Impact: The proposed accessibility improvements are
anticipated to cost approximately $65,000 from previously allocated
Community Development Block Grant funds.
■ Recommendation: Informational item. No action required.

WELCOME TO THE ATASCADERO PARKS AND RECREATION COMMISSION MEETING
The Parks and Recreation Commission meet in regular session on the third Thursday of each month at 7:00 p.m., in the
Atascadero City Hall, located at 6907 El Camino Real, Atascadero. The Parks and Recreation Commission consider
matters in the order of the printed Agenda.
Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on
file in the Community Services Department and are available for public inspection during City Hall Annex, 6907 El
Camino Real, during business hours at the Central Receptionist counter and on our website; www.atascadero.org. An
agenda packet is also available for public review at the Atascadero Library, 6850 Morro Road. All documents
submitted by the public during Parks and Recreation Commission meetings that are either read into the record or
referred to in their statement will be noted in the minutes and available for review in the Community Services
Department.
In compliance with the Americans with Disabilities Act, if you need special assistance to participate in a City
meeting or other services offered by this City, please contact the Community Services Department at (805) 461-
5000. Notification of at least 48 hours prior to the meeting or time when services are needed, will assist the City staff

Chairperson Seay called the meeting to order at 7:00 p.m. and Commissioner DeCarli led the
Pledge of Allegiance.

COMMISSION ANNOUNCEMENTS AND REPORTS
1. DeCarli spoke about last weeks SLO Rideshare May's month event, it was a success,
had about 300 people and everyone got pizza and a free movie .

B. Management Reports
1. Proposed Eagle Scot Bocce Ball Court
Geoff English introduced Nick Landy an Eagle Scout from Troop 226. Nick is seeking staff support
and approval to install an information kiosk and 3 scoreboards for the new Bocce Ball Courts at
Colony Park. It will be built against the fence and he will coordinate with Tom Jameson. Nick also
said that he is working with CalPoly Engineering to make it handicap accessible. Nick's family will
be helping with the assembly and the etching of the numbers.
MOTION: By Commissioner May and seconded by Vice Chairperson Greenaway to
recommend approval to the City Council
Motion passed 4.0 by a roll -call vote.

Sunken Gardens
• Saturday, May 5th: Arthritis Walk put on by the Arthritis Foundation at the Lake
Park
■ Saturday, May 12th: Annual Walk for Life event put on by Tree of Life at the Lake
Park
■ Sunday, May 27th: Bicycle Century Ride hosted by the Great Western Bicycle Rally
at the Lake Park, 7am-Noon
Brady spoke about the Cookie Safari Adventure on Mothers day event, which made $1400 and
had several hundred people attend. The Children's Day there will be lots of booths and carnival.
2. Parks Update (Geoff)
Geoff gave update on Bocce ball update, concrete forms were ready and CalPoly Engineering
were at the site. Lake Park Frontage will have grand opening and a ribbon cutting.
3. Atascadero Fun Club Update- Brady Cherry
Brady updated the group on the May -June Atascadero Fun Club newletter that is currently out.
Brady offered the Commissioners tickets to SLO baseball games with the Blues. He spoke about
the Atascadero Magazine & Recreation Guide which will be out tomorrow, Friday. Because City
Hall is closed Friday a sign is posted outside the door letting people know they can register on-line
or from 1 p.m. to 5 p.m. can register in person at the Community Center.

Lake Park Bandstand Renovation Project
(sponsored by Atascadero Kiwanis Club)
RECOMMENDATION:
Commission review the project concept and recommend approval of the Atascadero
Lake Park Bandstand Renovation Project sponsored by Atascadero Kiwanis Club.
DISCUSSION:
Background: The Atascadero Kiwanis Club has submitted plans to the City of
Atascadero for a significant renovation project to Lake Park Bandstand. (Attachment A)
The Kiwanis Club previously presented conceptual design plans for this project to the
Parks and Recreation Commission on May 21, 2009.
The existing Lake Park Bandstand is adjacent to the wading pool and Atascadero Lake.
The bandstand is a popular feature at the Lake Park, and has been used by generations
of park users. The bandstand is used by the Community Band in the summer on
Tuesday evenings, the City's "Concerts in the Park", and serves as an entertainment
stage for many special events including the Wine Festival, Children's Day in the Park,
car shows and many other public and private events held a the Lake Park.
The current bandstand is in deteriorating condition and in need of significant repair or
replacement. The bandstand roofing material needs to be replaced, portions of the
wood roof frame structure has dry rot and the electrical system is out -dated. Also, the
accessibility of the bandstand does not meet current ADA standards. The proposed
Lake Park Bandstand Renovation project involves demolition of the current bandstand
and the construction of a new bandstand facility. The entire project will be coordinated
by the Atascadero Kiwanis Club and funded through fund-raising efforts and community
donations. Staff believes that the proposed project is consistent with our Lake Park
Design Guidelines.
A presentation of the proposed design plans will be made to the Parks and Recreation
Commission.
Recommendation: Staff recommends that the Parks and Recreation Commission
review and recommend approval of the final Lake Park Bandstand Renovation plans.
FISCAL IMPACT:
No City Funds to be used. All labor, materials and associated construction costs will be
provide by the Atascadero Kiwanis Club.

Paloma Creek Park Accessibility Improvements
RECOMMENDATION:
Informational Item. No action required
DISCUSSION:
Background: Paloma Creek Park was originally constructed in the early 1980s and at
the time of construction, wheelchair accessibility standards were not in place. As a
result the two primary entrances do not meet current accessibility standards in
compliance with the Americans with Disabilities Act (ADA). The City of Atascadero has
prepared a Transition Plan, identifying facilities that are not compliant with ADA. As
funds become available, City staff design and arrange to the necessary physical
improvements at the various non-compliant City facilities.
Analysis: The City Council previously allocated Community Development Block Grant
funds for "barrier removal" projects at Paloma Creek Park. Barrier removal is the
removal of barriers for facility users with recognized ADA disabilities. City staff
worked with a local Engineer to design accessibility improvements at the primary
entrances to Paloma Creek Park.
Conclusion: The design plans are attached and are currently out to bid. The qualified
low bidder on this project will be awarded a contract to complete the specified
improvements. Construction activity will most likely occur in late September. Staff will
make a brief presentation about these mandated improvements and answer questions
for the Parks and Recreation Commissioners.
FISCAL IMPACT:
The proposed accessibility improvements are anticipated to cost approximately $65,000
from previously allocated Community Development Block Grant funds.
