Vera Klein, Acting Clerical Assistant 3 City of Atascadero City ofAtascadero WELCOME TO THE ATASCADER0 PARKS AND RECREATION COMMISSION MEETING The Parks and Recreation Commission meet in regular session on the third Thursday of each month at 7:00 p.m., in the Atascadero City Hall, located at 6907 El Camino Real, Atascadero. The Parks and Recreation Commission consider matters in the order of the printed Agenda. Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on file in the Community Services Department and are available for public inspection during City Hall Annex, 6907 El Camino Real, during business hours at the Central Receptionist counter and on our website; www.atascadero.org. An agenda packet is also available for public review at the Atascadero Library, 6850 Morro Road. All documents submitted by the public during Parks and Recreation Commission meetings that are either read into the record or referred to in their statement will be noted in the minutes and available for review in the Community Services Department. In compliance with the Americans with Disabilities Act, if you need special assistance to participate in a City meeting or other services offered by this City, please contact the Community Services Department at (805) 461- 5000. Notification of at least 48 hours prior to the meeting or time when services are needed, will assist the City staff in assuring that reasonable arrangements can be made to provide accessibility to the meeting or service. TO SPEAK ON AGENDA ITEMS Members of the audience may speak on any item on the agenda. The Parks and Recreation Chairperson will identify the subject, staff will give their report, and the Commission will ask questions of staff. The Chairperson will announce when the public comment period is open and will request anyone interested to address the Commission regarding the matter being considered to step up to the lectern. If you wish to speak for, against or comment in any way: • You must approach the lectern and be recognized by the Chairperson • Give your name and address (not required) • Make your statement • All comments should be made to the Chairperson and Commission • All comments limited to 3 minutes (unless changed by the Commission) • No one may speak for a second time until everyone wishing to speak has had an opportunity to do so, and no one may speak more than twice on any item. The Chairperson will announce when the public comment period is closed, and thereafter, no further public comments will be heard by the Commission. ITEM NUMBER: A - 1 DATE: 5/1712012 '04IT" i N jn PARKS AND RECREATION COMMISSION Thursday, April 19, 2012 REGULAR SESSION: 7:00 PIVI Chairperson Seay called the meeting to order at 7:03 p.m. and Commissioner May led the Pledge of Allegiance. OATH OF OFFICE: 1. Administration of Oath of Office - Newly appointed Commissioner Bob Pittenger was sworn in by City Clerk and Assistant to the City Manager, Marcia Torgerson. ROLL CALL: Present: Commissioners Butz, DeCarli, Greenaway, May, and Pittenger, and Chairperson Seay. Absent: Student representative Luke Thek. Others Present: Recording Secretary Kris Roudebush. Staff Present: Recreation Supervisor Jennifer Fanning, Public Works Employee Tom Jamason, and Community Services Director Brady Cherry. SPECIAL PRESENTATION: YOUTH SPORTSMANSHIP AWARD Recreation Supervisor Jennifer Fanning presented the Youth Sportsmanship Award to Team Lightning and Coach Lyon and commended them on their great work. PARKS AND RECREATION COMMISSION REORGANIZATION: 1. Commission Appointment of Vice -Chairperson Recording Secretary Kris Roudebush opened the floor for Vice -Chairperson nominations. MOTION: By Commissioner Zirk and seconded by Commissioner DeCalri to nominate Susan Greenaway as Vice -Chairperson. Motion passed 7:0 by a roll -call vote. COMMUNITY FORUM - None. APPROVAL OF AGENDA MOTION: By Commissioner DeCarli and seconded by Commissioner Zirk to approve the Agenda. Motion passed 7:0 by a roll -call vote. COMMISSION ANNOUNCEMENTS AND REPORTS 1, Report on SLOCARPA's Commissioner Meeting at Hearst Castle -Chairperson Seay Chairperson Seay spoke about the SLOCAPP Commissioners Meeting that took place on February 25th at Hearst Castle. He reviewed the City's mission statement and noted the key words within the statement. He recommended that all Commissioners try to attend next year. A. CONSENT CALENDAR: 1. Parks and Recreation Commission Minutes — February 16, 2012 it Recommendation: Commission approves the Parks and Recreation Commission Meeting minutes of the February 16, 2012 meeting. [Community Services] PUBLIC COMMENT — None MOTION: By Commissioner Zirk and seconded by Commissioner May to approve Consent Calendar Motion passed 4:0:3 by a roll -call vote. (Greenaway, May, and Pittenger abstained) B. Management Reports 1. Proposed Downtown Clock in Memory of Joanne Main Community Services Director Brady Cherry reported on the proposed Joanne Main Memorial Clock and explained the history of the project. Commissioner Butz further elaborated on the proposal made by John Butz and the Atascadero Wine Festival Committee. A question and answer session was initiated between Commission members about the number of faces of the clock, location, ability to chime, illumination, and landscaping around the base. Commissioner Zirk pointed out the error in the spelling of Main listed in the agenda. MOTION: By Commissioner May and seconded by Vice Chairperson Greenaway to recommend approval to the City Council Motion passed 7;0:0 by a roll -call vote. C. COMMITTEE & LIASON REPORTS: None. D. STAFF COMMENTS/ ANNOUNCEMENTS: 1. Mark Your Calendar: ■ Saturday, April 21St: Fire House Fun Run will be put on the Atascadero Firefighter's Association ■ Saturday, April 21St: Knights of Columbus' 3`d annual Bocce & BBQ event is taking place at the Atascadero Lake Park ■ Friday- Sunday, April 27 -29th: Relay for Life by the American Cancer Society at the Sunken Gardens ■ Saturday, May 5th: Arthritis Walk put on by the Arthritis Foundation at the Lake Park �ark Saturday, May 12th: Annual Walk for Life event put on by Tree of Life at the Lake ■ Sunday, May 27th: Bicycle Century Ride hosted by the Great Western Bicycle Rally at the Lake Park, 7am-Noon Jennifer Fanning reviewed the calendar. Kris Roudebush added Children's Day in the Park on May 19th and informed the Commission that Paula Anton is currently seeking Volunteers if any are interested. 2. Parks Update — Tom Jamason Tom Jamason updated the Commission on the frontage project, the Fun Club's work on urn maintenance downtown, bocce ball construction at the Colony Park Community Center, and upcoming volunteer opportunities. He is trying to get together a city staff led summer Saturday morning clean up routine. The first meeting will be on June 9th. Chairperson Seay spoke further on volunteer work and Project 805, Commissioner May expressed interest in becoming involved in the downtown urn work. 3. Atascadero Fun Club Update- Jennifer Fanning Jennifer updated the group on the happenings of the Atascadero Fun Club and informed the Commission that she is currently working on the May- June newsletter. 4. Arroyo Grande In Bloom Letter- Brady Cherry Brady Cherry spoke on a presentation by the Arroyo Grande In Bloom (ARIB) and explained the letter in the agenda packet which invited anyone to join them in a walk through tour and review of programs in Arroyo Grande. If interested, please notify Brady or Kris. Brady Cherry also announced the grand opening of the Zoo gift shop on May 1St at 3:30pm. Commissioner May inquired whether Bill Wachtel would be recognized for his time on the Commission. Brady Cherry confirmed that the Council will recognize him at one of their upcoming meetings. C. ADJOURNMENT: Chairperson Seay adjourned the meeting at 8:16 p.m. ZIUTE ZPP R B Kris Roudebush, Clerical Assistant 3 City of Atascadero ITEM NUMBER: 131 DATE: 5-17-12 Atascadero Parks and Recreation Commission Staff Report — Public Works Department PROPOSED EAGLE SCOUT PROJECT- NICK LANDY BOCCE BALL COURT INFORMATION KIOSK AND SCOREBOARD RECOMMENDATION: Parks and Recreation Commission Parks recommend approval of a proposed project by Boy Scout, Nick Landy to install an information kiosk and scoreboards for the new Bocce Ball Courts at Colony Park. DISCUSSION: Background: Boy Scout and Eagle Scout candidate, Nick Landy, with a local Boy Scout Troop has requested permission to install an information kiosk and scoreboard for the new Bocce Ball Courts at Colony Park. Nick will make a brief presentation about this project. Scoreboards will be constructed at each of the three bocce ball courts currently under construction. In addition a single information kiosk will be constructed that will used for bocce ball and petanque court users. Nick Landy is coordinating work on this project with North County Adaptive Sports and Recreation program. Staff supports the approval of this project and will direct this prospective Eagle Scout to coordinate his work with City of Atascadero Park Maintenance staff. Prior to construction, all appropriate permits will be required. Conclusion: Staff recommends that the Parks and Recreation Commission Parks recommend approval of a proposed project to by Boy Scout, Nick Landy to install an information kiosk and scoreboard for the new Bocce Ball Courts at Colony Park. FISCAL IMPACT: All costs related to this project will be covered through donations solicited by Nick Landy ATTACHMENTS: No attachments. Project diagrams will be distributed to the Parks and Recreation Commission by Nick Landy at the Commission meeting.
