REGULAR SESSION: 7:00 PM
Chairperson Zirk called the meeting to order at 7:07 p.m. and Jennifer Fanning led the Pledge of
Allegiance.
ROLL CALL:
Present: Commissioners Butz, Seay, and May, Vice Chairperson Wachtel, and
Chairperson Zirk.
Absent: Commissioners Greenaway (excused), DeCarli (excused), and student
representative Luke Thek.
Others Present: Recording Secretary Kris Roudebush.
Staff Present: Recreation Supervisor Jennifer Fanning and Deputy Director of Public
Works — Operations Geoff English.
PARKS AND RECREATION COMMISSION REORGANIZATION:
1. Commission Appointment of Chairperson
Recording Secretary Kris Roudebush opened the floor for Chairperson nominations. Bill
Wachtel nominated Barbie Butz, but later retracted his nomination.
MOTION: By Commissioner Butz and seconded by Commissioner Zirk to nominate
Bill Wachtel as Chairperson.
Motion passed 5:0 by a roll -call vote.
2. Commission Appointment of Vice -Chairperson
Newly elected Chairperson Wachtel opened the floor for Vice Chairperson nominations.
MOTION: By Commissioner Butz and seconded by Commissioner Zirk to nominate
Jerel Seay as Vice Chairperson.
Motion passed 5:0 by a roll -call vote.
COMMUNITY FORUM - None.
APPROVAL OF AGENDA
MOTION: By Vice Chairperson Seay and seconded by Chairperson Wachtel to
approve the Agenda.
Motion passed 5:0 by a roll -call vote.
COMMISSION ANNOUNCEMENTS AND REPORTS — None.
A. CONSENT CALENDAR:
1. Parks and Recreation Commission Minutes — January 19, 2012
■ Recommendation: Commission approves the Parks and Recreation Commission
Meeting minutes of the December 15, 2011 meeting. [Community Services]
PUBLIC COMMENT — None
MOTION: By Vice Chairperson Seay and seconded by Commissioner Zirk to
approve Consent Calendar
Motion passed 4.0.1 by a roll -call vote. (Wachtel abstained)
B. STAFF COMMENTS/ ANNOUNCEMENTS:
1. SLOCAPRA Commissioners Workshop
Recreation Supervisor Jennifer Fanning and Deputy Director of Public Works — Operations Geoff
English spoke about the SLOCAPRA event. Recording Secretary Kris Roudebush determined who
would be able to attend. The Commission discussed meeting at the Lake Park prior to the
workshop and carpooling up.

and half -mile fundraising run at the Atascadero Lake Park
■ Saturday, March 17th: Falconer Demonstration put on by the Atascadero Fun
Club
■ Saturday, April 21St: Fire House Fun Run will be put on the Atascadero
Firefighter's Association
■ Saturday, April 21St: Knights of Columbus' 3rd annual Bocce & BBQ event is
taking place at the Atascadero Lake Park
Jennifer Fanning reviewed the calendar. Chairperson Wachtel inquired as to the involvement of the
parks department with events such as the tree planting and fundraising races. Geoff English noted
that they are heavily involved prior to the tree planting and Kris Roudebush noted her role working
with those who host special events within the city.
3. Parks Update — Geoff English
Geoff English informed the Commission that they will be losing a parks employee James
Richardson, who has resigned and plans to move his family to Arizona. He also updated the group
on the Lake Park Frontage project, which will go to Council on Feb 28th with the hopes of
continuing on with the base bid. The parks department is also recommending removal of two trees
at the Lake Park and will be going to the Planning Commission for approval. Finally, Geoff gave a
quick update on the turf renovation around the city. A discussion with the Commission followed
about the cost of the current frontage project bid cost and funding.
Commission Butz inquired about the bandstand construction and Mr. English informed her that the
plans have not been finalized, but when they are they will be submitted to the Commission for
review. Construction should not begin until the end of the summer. Chairperson Wachtel
commended the Public Works department on great playgrounds and Mr. English update the
Commission on the status of all of the city playgrounds and plans for creating a fundraising
campaign.
4. Atascadero Fun Club Update- Jennifer Fanning
Jennifer updated the group on the happenings of the Atascadero Fun Club. The group will be
partnering with the Public Works Dept. and working on the 36 downtown plant and flower urns.
Geoff English gave more details on this partnership and Commissioner Butz suggested she may
be able to get ahold of some daffodil bulbs.
Chairperson Wachtel inquired about the rose garden and Mr. English informed him that they are
managed by the Historical Society. There was a discussion on the use of volunteers for projects
within the city.
Jennifer Fanning announced that the Atascadero Police Department Foundation donated $5000 to
the Community Services from their most recent golf tournament. Also, the Zubathon last month
raised $360 for the foundation.

Staff Report — Community Services Department
Proposed Donation of a Downtown Clock in Memory of Joanne Maine
by the Atascadero Wine Festival Committee
RECOMMENDATIONS:
Commission review and recommend approval to the City Council the proposed Clock in
memory of Joanne Maine, to be located at the corner of EI Camino Real and East Mall.
DISCUSSION:
Background: The Atascadero Wine Festival Committee has brought forward a proposal
to donate a vintage style clock in the downtown area to honor the memory of the late
Joanne Maine. Mrs. Maine was the former Chamber of Commerce Executive Director,
and a member of many community organizations. The clock was a project Mrs. Maine
had discussed as a future project to enhance Atascadero's downtown. The clock would
be located at the highly visible corner of ECR and East Mall at the Sunken Gardens,
across from the Peabody and Plum Real Estate office. Attached, are pictures and
renderings of the proposed clock, and its location.
Some specific information about the statute include:
- It is manufactured by the Verdin Bells and Clocks Company, which has been
continuously in business in Ohio since 1842.
- The clock will be customized to read, "Atascadero 1913-2013".
- The clock styling would be similar to the City's existing street lights around the
Sunken Gardens.
- The clock stands 10'ft. 11" inches tall, and would be mounted on a small
concrete base that will feature a memorial plaque honoring Mrs. Maine.
- The Wine Festival Committee will pay for the clock ($> $10,000) and its
installation.
- The City of Atascadero would own and maintain the clock. It has a three year
warranty, and there is a company in Bakersfield that is licensed to maintain the
clocks.
The item is on the Commission agenda for this meeting to introduce the proposed
project, and give the Commission and the public an opportunity give input before the
item goes to the City Council for final approval. Attached to this report are depictions of
the proposed clock and the location.
FISCAL IMPACT:
None at this time. The clock will use a minimal amount of electricity, and
the annual maintenance is expected to be very low for several years.

Arroyo Grande in Bloom hopes that the information we presented at Hearst Castle in
March, describing how our community has benefitted from our affiliation with America In
Bloom, was of interest to you. We sincerely hope that your community will become a
participant in this wonderful program in the near future. With this in mind, AGIB would
like to offer you an opportunity to become more familiar with America In Bloom by
observing our city evaluation process, first hand.
The America in Bloom judges will be in Arroyo Grande on July 9 and 10. We would like to
invite a representative from your community to join us on the morning of July 10 to tour the
Village of Arroyo Grande, meet our AIB judges along with members of our steering
committee, and be our guest for lunch. This will provide an opportunity for you to observe
the AIB community evaluation process, ask questions of the judges, and network with our
steering committee members.
Additionally, AGIB can provide a more detailed presentation of the program to interested
parties in your community. The presentation is best suited for audiences consisting of city
parks administrators, city managers, elected officials, Rotary, Kiwanis, Chambers of
Commerce, and other similar business and community associations.
