COMMUNITY FORUM: (This portion of the meeting is reserved for persons wanting to
address the Commission on any matter not on this agenda and over which the
Commission has jurisdiction. Speakers are limited to three minutes. Please state your
name for the record before making your presentation. Comments made during
Community Forum will not be a subject of discussion. A maximum of 30 minutes will be
allowed for Community Forum, unless changed by the Commission. Any members of
the public who have questions or need information, may contact the Board Secretary

Commission Members may make a brief announcement or a brief report on their own
activities. Commission Members may ask a question for clarification, make a referral to

Commission may take action on items listed on the Agenda.)
A. CONSENT CALENDAR: (All items on the consent calendar are considered to
be routine and non -controversial by City staff and will be approved by one motion
if no member of the Commission or public wishes to comment or ask questions.
If comment or discussion is desired by anyone, the item will be removed from the
consent calendar and will be considered in the listed sequence with an
opportunity for any member of the public to address the Commission concerning
the item before action is taken.)

WELCOME TO THE ATASCADER0 PARKS AND RECREATION COMMISSION MEETING
The Parks and Recreation Commission meet in regular session on the third Thursday of each month at 7:00 p.m., in the
City Hall Council Chambers, located at 6907 El Camino Real. The Parks and Recreation Commission consider
matters in the order of the printed Agenda.
Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on
file at City Hall, 6907 El Camino Real, Atascadero, during business hours at the Central Receptionist counter and on
our website; www.atascadero.org. An agenda packet is also available for public review at the Atascadero Library,
6850 Morro Road. All documents submitted by the public during Parks and Recreation Commission meetings that are
either read into the record or referred to in their statement will be noted in the minutes and available for review in the
Community Services Department.
In compliance with the Americans with Disabilities Act, if you need special assistance to participate in a City
meeting or other services offered by this City, please contact the Community Services Department at (805) 461-
5000. Notification of at least 48 hours prior to the meeting or time when services are needed, will assist the City staff
in assuring that reasonable arrangements can be made to provide accessibility to the meeting or service.
TO SPEAK ON AGENDA ITEMS
Members of the audience may speak on any item on the agenda. The Parks and Recreation Chairperson will identify
the subject, staff will give their report, and the Commission will ask questions of staff. The Chairperson will announce
when the public comment period is open and will request anyone interested to address the Commission regarding the
matter being considered to step up to the podium. If you wish to speak for, against or comment in any way:
• You must approach the podium and be recognized by the Chairperson
• Give your name and address (not required)
• Make your statement
• All comments should be made to the Chairperson and Commission
• All comments limited to 5 minutes (unless changed by the Commission)
• No one may speak for a second time until everyone wishing to speak has had an opportunity to do so, and
no one may speak more than twice on any item.
The Chairperson will announce when the public comment period is closed, and thereafter, no further public comments
will be heard by the Commission.
TO SPEAK ON SUBJECTS NOT LISTED ON THE AGENDA
Under Agenda item, "COMMUNITY FORUM", the Chairperson will call for anyone from the audience having
business with the Parks and Recreation Commission to:
• Please approach the podium and be recognized
• Give your name and address (not required)
• State the nature of your business
This is the time items not on the Agenda may be brought to the Commission's attention. A maximum of 30 minutes
will be allowed for Community Forum (unless changed by the Commission).
TO HAVE ITEMS PLACED ON AGENDA
All business matters to appear on the Agenda must be in the office of the Community Services Department 14 days
preceding the Parks and Recreation Commission meeting. Should you have a matter you wish to bring before the
Commission, please mail or bring a written communication to the Community Services Department in the City Hall

DRAFT ACTION MINUTES
Thursday, November 17, 2011
REGULAR SESSION: 7:00 PM
Chairperson Zirk called the meeting to order at 7:05 p.m. and Administrative Services Director,
Rachelle Rickard, led the Pledge of Allegiance.
ROLL CALL:
Present: Commissioners Butz, Greenaway, Seay, and May, Vice Chairperson
Wachtel, Chairperson Zirk, and Student Representative Luke Thek.
Absent: Commissioners DeCarli (excused).
Others Present: Recording Secretary Kris Roudebush,
Staff Present: Recreation Supervisor Jennifer Fanning, Deputy Director of Public
Works — Operations Geoff English, and Administrative Services
Director, Rachelle Rickard.
COMMUNITY FORUM- None.
APPROVAL OF AGENDA.
MOTION: By Commissioner Greenaway and seconded by Commissioner May to
approve the Agenda.
Motion passed 6:0 by a roll -call vote.
PRESENTATION:
Administrative Services Director, Rachelle Rickard presented a "City Budget Update." She
reviewed global and local trends, looked at the 7 year plan, discussed where our revenues
come from, explained our expenditure reduction, and shared other funds received such as
the Open Space Acquisition Fees Fund.
After her presentation Rachelle took questions from the Commission. Chairperson Zirk
inquired where the funds for restoring Historic City Hall. Rachelle explained that they are
coming from both the Redevelopment Fund and also FEMA. Other questions included
reducing money spent on the Parks and Recreation Commission, the possibility of
increasing sales tax, the status of Walmart and the Eagle Ranch Project, and concessions
made to encourage new businesses. Commissioner May inquired about what happens to
open space land that is acquired but we have no funds to maintain. Deputy Director of
Public Works — Operations Geoff English answered this by explaining that there is no such
thing as a maintenance free property. Even undeveloped property has trails to maintain,
trash to be picked up, and weed abatement.
COMMISSION ANNOUNCEMENTS AND REPORTS

■ Staff Recommendation: Commission approve the Parks and Recreation
Commission Meeting minutes of the September 15, 2011 meeting. [Community

2. Memorial Obiect Placement Reguest - Tree Dedication at Atascadero Lake Park
Memorial Grove
Fiscal Impact: None.
Recommendation: Commission recommends approval to the City Council of a
request by James T. Bond to dedicate a memorial tree to be planted at
Atascadero Lake Park Memorial Grove site #23 in memory of Jerry C. Bond.

MOTION: By Commissioner Butz and seconded by Vice Chairperson Wachtel to
approve Consent Items
Motion passed 6:0 by a roll -call vote.
C. COMMITTEE & LIAISON REPORTS:
1. Atascadero Youth Task Force — Jennifer Fanning reported that the task forces has been
dissolved and will no longer meet.
D. STAFF COMMENTS/ ANNOUNCEMENTS:
1. Mark Your Calendar:
• Saturday, November 19th: Holiday Boutique will be flaking place at the Pavilion
on the Lake
■ Frida rV and Saturday, December 2nd & 3rd: AHS Varsity Boys Soccer will have
a Tournament at the Paloma Soccer Fields.
■ Friday, December 2nd: Annual Holiday Lighting Ceremony will take place at the
Sunken Gardens
■ Saturday, December 3rd: Musical Walk around Atascadero Lake will be taking
place.
■ Friday, December 9th: Winter Wonderland hosted by Atascadero Main Street
will be taking place at the Sunken Gardens.
Recreation Supervisor Jennifer Fanning reviewed the calendar and also reminded the
Commissioners that they are invited to the Annual Holiday Lighting Ceremony. All present noted
that they planned on attending.
2. Parks Update -- Geoff English
Deputy Director of Public Works, Geoff English reported on the limited funds needed to replace
park decay. He gave an example of the slide at the Lake Park which is too worn to use (and has
been removed) and there is no funding to replace it. He also updated on the Centennial Plaza
Project which is moving quickly. Vice Chairperson Wachtel asked whether that maintenance would
fall to the city and Mr. English let him know that it is currently maintained by the Historical Society,
but some funds will come out of redevelopment. He also informed Commissioner Butz that the
cost of replacing the slide would be approximately $6,000-$7,000.
3. Atascadero Fun Club- Jennifer Fanning
Recreation Supervisor Jennifer Fanning made announcements about Atascadero's newest 50+
group, the Atascadero Fun Club. The group uses the community center in the morning or mid-day
one day a week. Activities include bunko, poker, tour of Diablo Canyon, and trip to Chumash
Casino.
4. Youth Basketball League- Jennifer Fanning
Recreation Supervisor Jennifer Fanning updated the Commission on the Youth Basketball League.
This year the City received 365 registered players between 1St and 8th grade. There are 42 teams
and the season runs from January- March.
5. Atascadero Magazine- Jennifer Fanning
Recreation Supervisor Jennifer Fanning informed the Commission that the Atascadero Magazine
that will be coming out December 9th.
Chairperson Zirk suggested that our next meeting be a holiday potluck at the Community Center,
Deputy Director of Public Works, Geoff English informed the group that it would have to be an
official meeting, but that we could adjourn for a meal together. He will speak to Brady to see if we
can come up with a "Year in Review" presentation for the meeting and will send out a notice and
sign up for food items.
Commissioner Butz made an announcement for the Coats for Kids drive taking place.
Commissioner May added that he would love to see everyone on December 21st for the event.
F. ADJOURNMENT:
Chairperson Zirk adjourned the meeting at 8:24 p.m.
