Parks and Recreation Commission Minutes — August 18, 2011 ■ Staff Recommendation: Commission approve the Parks and Recreation Commission Meeting minutes of the August 18, 2011 meeting. [Community Services] B. MANAGEMENT REPORTS: 1. Atascadero Creek Pedestrian Bridge and "Centennial Plaza" Project Concept ■ Fiscal Impact: Project total: $1,150,000- $1,400,000. Necessary funds are budgeted under the Blight Elimination Projects Fund. Trail funded by separate State Grant with no direct fiscal impact on the city. ■ Recommendation: The Commission endorses the "Centennial Plaza" concept and provides direction on project design details. Consideration of Temporary Bocce Ball Courts at Colony Park ■ Fiscal Impact: None ■ Recommendation: Parks and Recreation Commission recommend approval of a request by the North County Adaptive Sports and Recreation program to install temporary Bocce Ball courts in a location at Colony Park [Public Works] C. The Parks and Recreation Commission consider matters in the order of the printed Agenda. Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on file in the Community Services Department and are available for public inspection during City Hall Annex, 6907 El Camino Real, during business hours at the Central Receptionist counter and on our website; www.atascadero.org. Parks and Recreation Commission Minutes — July 21, 2011 ■ Staff Recommendation: Commission approve the Parks and Recreation Commission Special Meeting minutes of the July 21, 2011 Meeting. Proaosed Assessment District to sunaort the Charles Paddock Zoo ■ Fiscal Impact: None at this time. ■ Recommendation: Commission reviews the Central Coast Zoological Society proposal to explore the creation of an Assessment District to support the Charles Paddock Zoo. [Community Services] Community Services Director, Brady Cherry briefly introduced the zoo presentation and gave some back ground on the need for the presentation. He then passed it off to George Dodge of the Central Coast Zoological Society. Mr. Dodge gave a power point presentation on the zoo accreditation, new changes to the zoo, and the history of the zoo and its financial state. Mr. Dodge went on to talk about the Concept Master Plan, with its use of biodiversity hotspots. Finally, he proposed a funding solution with the use of JPA. The group plans to create a county wide random public opinion survey on creating an assessment district to fund the zoo. A discussion followed between the commissioners and Mr. Dodge regarding funding, the survey and city's future roll with the zoo. 2. Water Conservation Plan for Atascadero Parks ■ Fiscal Impact: None. ■ Recommendation: Informational item only. No action required. [Public Works] Deputy Director of Public Works — Operations Geoff English presented on the water conservation measures the city has taken recently in city parks. Since being enacted, we have reduced our water use on fields by 25-30%. Some areas have turned a bit brown, but overall the project plan has gone well. Vice Chairperson Wachtel clarified with Mr. English that the surcharges of raised water prices were not passed onto the users. C. COMMITTEE & LIAISON REPORTS: 1. Atascadero Youth Task Force — September 6th, at 7:00 a.m., Atascadero High School. Chairperson Zirk asked if there is any commissioners assigned to attend the Youth Task Force meetings. Commissioner Wachtel suggested commissioners rotate though, starting with himself. D. STAFF COMMENTS/ ANNOUNCEMENTS: 1. Mark Your Calendar: ■ Friday, August 19th: Cruise Nite takes place at the Sunken Gardens ■ Saturday, August 20th: The Mid State Cruisers Event will take place at the Atascadero Lake Park ■ Saturday, August 20th: Movie in the Park is playing "Toy Story 3" in the Sunken Gardens ■ Friday, Auqust 26th: The Alliance for Lupus Research will be hosting a FREE Ice Cream Social at the Sunken Gardens from 5pm-7pm ■ Saturday, August 27th: The Pacific Horizon and Gold Coast Chorus will be putting on a free Barbershop Concert at the Atascadero Lake Park Bandstand from 5pm-7pm Recreation Supervisor, Jennifer Fanning, reviewed the calendar and announced that the new magazine will be released tomorrow. Chairperson Zirk thanked Mrs. Fanning on her Facebook posts and inquired about turning off the lights of Historic City Hall during Movie Nights. Chairperson Zirk also inquired about the status of the bike plan. Mr. English informed him that it was not awarded to us this cycle. Commissioner Butz announced the next Centennial Planning meeting on October 24th at 6pm at Round Table Pizza. Commissioner DeCarli expressed interested in attending for possible bike events during the festivities. Chairperson Butz praised Jennifer on the magazine. Commissioner Wachtel announced that the memorial golf tournament last weekend had 54 attendees and raised $1,250 towards local charity Loaves and Fishes. Commissioner DeCarli announced the SLO Council Government has received a grant for off street multipurpose trails. The program will start the first of the year. 2. Parks Update — Geoff English Deputy Director of Public Works, Geoff English reported on the Lake Park Frontage project. He said they are hoping to have a contractor by September and start soon after. The pedestrian bridge and plans for centennial plaza are underway and the Commission should expect a presentation on the project next meeting. F. DISCUSSION: Background: The 2005 Downtown Revitalization Plan (following page) envisioned an Atascadero Creek pedestrian bridge and creekside trail that would connect Downtown to Colony Square. With the completion of the Galaxy Theatre at Colony Square, the pedestrian bridge has become the number one priority for the Redevelopment Agency. Staff is currently working on the environmental review and engineering for the pedestrian bridge, which is scheduled to be installed next summer, 2012. One of the primary purposes of the pedestrian bridge is to connect the Sunken Gardens to Colony Square. This will improve pedestrian circulation throughout the Downtown, which will benefit businesses and make more public parking available for Colony Square. In order to make this connection to the Sunken Gardens and East Mall, the City is acquiring a lot along East Mall. The 2,500 square foot lot is owned by the Olsen Family and is currently in escrow with the City. Once acquired, this lot will allow for a straight line pedestrian connection between East Mall and Colony Square via the pedestrian bridge. The plan envisions a number of possible improvements that would enhance pedestrian circulation and access to the creek as well as creating a new public gathering place tentatively call "Centennial Plaza." The project would provide the following features and public benefits: • Pedestrian connection to Colony Square • Improved Downtown parking • Downtown restroom for Sunken Garden / Transit Center • Creekside trail • Creek restoration and improved public access with interpretive signage • Improved visibility and police monitoring of Creek • ADA parking for City Hall and Colony House • Relocation of Colony houses from Walmart project area (EIR mitigation requirement) • Public enhancement project for Atascadero's Centennial celebration in 2013. • Enhanced location for Tent City / Colony Days • Public Art ON Wi ITEM NUMBER: B - 1 DATE: 09/15/2011 Analysis: The project will need to be phased to accommodate the re -construction of the Historic "City Hall." The pedestrian bridge (Phase 1), the plaza (Phase 2) and the trail connection to EI Camino Real (Phase 3) would be completed prior to October 2012 for Colony Days. The parking lot, Colony House relocation and plaza expansion would be future phases. The possibility of linking Colony Square and Galaxy Theatres to the historic City Hall and Sunken Garden while enhancing access to Atascadero Creek will create an attraction for residents and tourist alike. As a high profile Downtown project, it is very important that the project be correctly designed and constructed to maximize the public use and enjoyment. The Commission can play a vital role in this process be providing staff and the City Council with clear direction on the design, use and character of the plaza. ATTACHMENT: 1. "Centennial Plaza" Concept Plan (11x17 color exhibit) ITEM NUMBER: B - 2 DATE: 09/15/2011 Atascadero Parks and Recreation Commission Staff Report — Public Works Department Consideration of Temporary Bocce Ball Courts at Colony Park RECOMMENDATION: Parks and Recreation Commission recommend approval of a request by the North County Adaptive Sports and Recreation program to install temporary Bocce Ball courts in a location at Colony Park DISCUSSION: Background: City staff have received a request from the North County Adaptive Sports and Recreation program to install temporary Bocce Ball courts in a location at Colony Park. (See attached letter) The North County Adaptive Sports and Recreation program provides sports and recreational activities for the local adult special needs community. North County Adaptive Sports and Recreation offers sports and recreational activities at the Colony Park Community Center and at Colony Park. City staff have a strong and positive working relationship with North County Adaptive Sports and Recreation and consider them to be a partner in providing sports and recreational activities to the residents of Atascadero. Representatives of North County Adaptive Sports and Recreation will make a formal request and presentation. Analysis: North County Adaptive Sports and Recreation desires to have a location to provide bocce ball for their participants and have requested that the City allow them to construct three courts in a currently undeveloped location at Colony Park. (See the attached photo) The area for the proposed bocce ball courts is currently being used by a group that plays Petanque, a game similar to bocce ball that does not require a defined court area. The Petanque group supports the construction of the bocce ball courts and will be able to use the courts as part of their on-going Petanque activities. The area in question has not been identified for a specific future use through a formal facility master plan process. A copy of the Colony Park Site Plan is attached. This site plan does not include the basketball courts, picnic area and lawn areas that have been constructed on the east side of the Community Center. In the absences of a formal future use designation for the requested area, City staff would consider the bocce ball court placement to be a temporary use until the time at which a formal master plan process is conducted. Conclusion: City staff are requesting that the Parks and Recreation Commission recommend approval of a request by the North County Adaptive Sports and Recreation program to install temporary Bocce Ball courts in a location at Colony Park FISCAL IMPACT: All future expenses relate to this proposal would be the responsibility of North County Adaptive Sports and Recreation. Colony Park Site Plan North County Adaptive Sports & Recreation Program September 1, 2011 EIN 36-4700480 PO Box 400 Atascadero, California 93423-400 Department of Community Services 6907 El Camino Real Atascadero, California 93422 Attention Brady Cherry Dear Mr. Cherry Thank you for setting up the meeting with the Atascadero Zoo staff and our North County Adaptive Sports staff on September 31St. It helped our sports program better understand the potential options at Colony Park, Poloma and Lake Park facilities and to learn more about what the Zoo staff were trying to accomplish. After further discussion with the Zoo staff and needs of the Petanque league, we feel the Colony Park site would best meet the needs of multiple organizations and, hopefully, fit within the Atascadero City's Park & Rec master plan. After speaking further with Jim Edwards and Dan Jones, the Board of Directors of our Non - Profit Adaptive Sports & Recreation Program would like to formally request permission to construct Bocce courts at the Colony Park site. The area we are suggesting is behind the Barbeque area and outside Basketball court. The area already has existing walkways from the parking lot that allow adequate access for some of our athletes that have mobility issues. The current Petanque group feels the Bocce courts will supplement their activities, as the Petanque sometimes utilizes structured courts in their tournaments. As mentioned earlier, we think the construction of the Bocce courts at Colony park will not only benefit the `Special Needs' athletes in our community, but will provide an alternative sports activity for others in the City. Additionally, construction of the Bocce courts in this area will meet the City's ongoing commitment to water conservation. Another Non -Profit organization (Sports Without Limits) has offered to raise money for the new Court materials. Some of the volunteers from Sports Without Limits and our North County Adaptive Sports Program have also offered to perform construction of the Bocce courts.
