WELCOME TO THE ATASCADER0 PARKS AND RECREATION COMMISSION MEETING
The Parks and Recreation Commission meet in regular session on the third Thursday of each month at 7:00 p.m., in the
Atascadero City Hall, located at 6907 El Camino Real, Atascadero. The Parks and Recreation Commission consider
matters in the order of the printed Agenda.
Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on
file in the Community Services Department and are available for public inspection during City Hall Annex, 6907 El
Camino Real, during business hours at the Central Receptionist counter and on our website; www.atascadero.org. An
agenda packet is also available for public review at the Atascadero Library, 6850 Morro Road. All documents
submitted by the public during Parks and Recreation Commission meetings that are either read into the record or
referred to in their statement will be noted in the minutes and available for review in the Community Services
Department.
In compliance with the Americans with Disabilities Act, if you need special assistance to participate in a City
meeting or other services offered by this City, please contact the Community Services Department at (805) 461-

B. MANAGEMENT REPORTS:
1. Water Conservation Plan for Atascadero Parks
■ Fiscal Impact: Implementation of the above recommended water
conservation measures will result in the potential reduced expenditures
of as much as $15,500 for irrigation purposes in calendar year 2011.
■ Recommendations: Commission recommend approval to the City
Council of:
1. Proposed water conservation action measures for various turf
areas in Atascadero City operated parks; and
2. Imposing supplemental irrigation charges, up to 15%, of the 2010
Atascadero Mutual Water Company charges, to user groups for
specialized turf areas where the 15% water conservation target is
not met. [Public Works & Community Services]

and answered questions of the Commission.
MOTION: By Vice -Chairperson Wachtel and seconded by Commissioner
Greenaway to recommend approval to the City Council of:

Task Force at the next meeting and to conduct nominations for a regular
Commission representative at that time.
Vice Chairperson Wachtel volunteered to attend the March meeting.

Memorial Object Placement Request
Tree Dedication at Atascadero Lake Park Memorial Grove
RECOMMENDATION:
Commission recommends approval to the City Council of a request by Georgie Arnold
to dedicate a memorial California Buckeye tree to be planted at Atascadero Lake Park
Memorial Grove site #8 in memory of David Arnold.
DISCUSSION:
Background: Georgie Arnold submitted a request to plant a California Buckeye tree fin
memory of David Arnold in the Atascadero Lake Memorial Grove site #8.
Analysis: The Policy on the Naming of Public Buildings, Parks and Other Public
Facilities includes a provision to be followed by staff for the recognition of individuals.
SECTION II, E.
"In addition to the naming of public facilities by using the criteria established
above, the City can provide for the recognition of individuals, either deceased or
living, by the placement of memorial objects (symbols); such as living trees,
public benches, rocks, memorial flagpoles, sculptures, etc., in public facilities.
The placement and identification of these recognition symbols will be at the
discretion of the Parks and Recreation Commission and the City Council on a
case-by-case basis.
The attached request complies with previously established policies for the recognition of
individuals at City park facilities and is consistent with the established plans for
Atascadero Lake Park.
Conclusion: Staff recommends approval to the City Council of a request by Georgie
Arnold to dedicate a memorial California Buckeye tree at Atascadero Lake Park
Memorial Grove site #8 in memory of David Arnold.

In January I lost my husband of 48 years to cancer. I then learned of your Memorial Tree
Program and would very much like to purchase one in his memory and honor.
I understand the requirements and costs associated with this request and agree to thein.
In anticipation of your approval, I have begun the search for the perfect tree, chosen of
course, from your list.
I arta eager to plant the tree and intend to invite a small group of friends to the planting. I
also hope to have the Sheriff's Aero Squadron so a fly -over using the Missing Man
Formation.

Proposed Eagle Scout Project - Erik Wilt
Paloma Creek Park Information Kiosk
RECOMMENDATION:
Commission recommends approval of a proposed project by Boy Scout, Erick Wilt to
remove an existing park rules sign and replace it with an information kiosk at Paloma
Creek Park.
DISCUSSION:
Background: Boy Scout and Eagle Scout candidate, Erick Wilt, with a local Boy Scout
Troop has requested permission to remove and existing park rules sign and replace it
with an information kiosk at Paloma Creek Park. Erick will make a brief presentation
about this project. A diagram is attached along with photographs of the proposed
project site and a photograph of a similar previously completed project. Staff supports
the approval of this project and will direct this prospective Eagle Scout to coordinate his
work with City of Atascadero Park Maintenance staff. Prior to construction, all
appropriate permits will be required.
Conclusion: Staff recommends that the Parks and Recreation Commission Parks
recommend approval of a proposed project to by Boy Scout, Erick Wilt to remove an
existing park rules sign and replace it with an information kiosk at Paloma Creek Park.
FISCAL IMPACT:
All costs related to this project will be covered through donations solicited by Erick Wilt.

Subject: Eagle project for Paloma Creek Park
Hi, my name is Erick Wilt and I would like to get on the Parks and Rec commission agenda to
present my Eagle Scout project. I have been working with Tom Jamason and he asked me to
present my idea to the Parks and Rec commission. Because of my school and track practice
schedule, it is easier to give information in an e-mail for the meeting. For my Eagle scout
service project I plan to remove the existing sign board at Paloma Creek Park and replace it with
a larger kiosk that I will design and build and install with the help of volunteers from Troop 150
and the community. The size of the current sign limits the amount of information that can be
posted and does not provide any protection from the elements . The new sign will allow the City
of Atascadero Parks and Recreation Department the ability to post more information and
provide protection from the elements and vandalism. . The kiosk design would match similar
kiosks at Atascadero Lake Park and Stadium Park, providing continuity of design within the city
parks. Attached is drawings and the materials list. Please let me know what time I will need to
be at the March 31 st meeting.

RECOMMENDATION:

Whittington to conduct a fundraising 5k walk/run on September 10, 2011, to benefit

Background: Eagle Scout, John Whittington, with local Troop 101, has requested
permission to conduct a 5k walk/run to benefit Atascadero Loaves and fishes. John will
make a brief presentation to the Commission about his proposed project. A copy of the
proposed project description, details, and materials cost provided by Whittington are
attached. Staff supports the approval of this project and will direct John to coordinate
his event with City of Atascadero Park Maintenance staff.
Conclusion: Staff recommends that the Parks and Recreation Commission Parks
recommend approval of the proposed event by Eagle Scout, John Whittington to
conduct a fundraising 5k walk/run at Atascadero Lake Park.
FISCAL IMPACT:

Project Description
I will be organizing and coordinating a 5K wafk/ run for Loaves and Fishes. Loaves and
Fishes provide food for low income families in Atascadero. I will be using the 5k walk/run to
collect food for them. I will charge each person participating in the 5K walk/run 15 to 20 can
food items. After the project is approved, I will begin getting the necessary city approval (if
needed). The tentative date for the event is September 10, 2011. ! will contact all possible
donors to provide some of the supplies. I will be doing a fundraiser to raise money for the more
expensive supplies. I will contact different radio and television station and making flyers,
banners, and posters for publicity. In addition, I will be setting up an email account and a
facebook page for publicity and communication. I will start advertising the 5k three months
prior to the event. Three weeks prior to the event I have a preregistration day. I will send out
a reminder to those who preregistered the week of the event. The day of the event I will set up
the tables for registration, food collection, and distribution of runners' packets. The packets will
have the runners' number tag, safety pins, a thank you note and information about Loaves and
Fishes. I will have food and water available for the runners and volunteers. After the event is
over, I will clean up the area used for the event.
This event is labor intensive; therefore I will need to enlist the aid of my fellow scouts. I
am setting aside 6 months to carry out this project.
What Group Will Benefit From This Project?
This project will benefit Loaves and Fishes of Atascadero. Loaves and Fishes of Atascadero
provide emergency assistance for Atascadero, Santa Margarita, Creston, and Templeton.
Loaves and Fishes provide 10,000 bags of grocery annually. It depends on donations from the
community to meet the food needs of the poor. I will be collecting 15 to 20 can food items per
runner.
This project was discussed with Scoutmaster John Marc Wiemann on December 20, 2010.
This project was also discussed with Sarah Botts of Templeton Recreation Department on
February 11, 2010 and Pat, Director of Loaves and Fishes on December 31, 2010, and on
February 18�h, 2011
Project Details:
1. Complete project plan for approval.
2. Obtain approval from Scoutmaster Wiemann.
3. Obtain approval from Loaves and Fishes of Atascadero.
4, Present Project to the committee.
5. Present project to the District for approval to begin.
6. Pick date for the 5k to be held on and route.
7. Obtain approval for date with Loaves and Fishes of Atascadero.
8. Obtain approval from the City of Atascadero and Parks Department.
9. Contact possible donors and obtain donations.
10. Start Fundraising
11. Gather all materials for publicity.
12. Start a sign up list for scouts and arrange for two adults to be present at all times.
13. Have a meeting with the scouts, adult leaders, and Loaves and Fishes.
14. Set up Facebook page and email account.

16. Hand out and post flyers and signs with the help of scouts.

A) Arrival Time for Scouts 6 a.m.

C) Registration begins at 6:45 a.m. and ends at 7:45 a.m.
D) Race starts at 8 a.m.
E) Set up food and water for the runners.
F) Wait for runners to complete the 5K.
G) Events ends at 10:30
H) Clean up begins at 10:45
21. Get all the food donations to Loaves and Fishes of Atascadero.
22. Inform Scoutmaster Wiemann that the 5k has taken place.
23. Complete Eagle Scout Leadership Project Workbook.
24. Submit completed workbook to the District for review.

Colony Park Community Center Update

DISCUSSION:
Background: The Colony Park Community Center (CPCC) opened in December 2007.
The center has a full size gymnasium, arts and crafts room, dance room, conference
room, teen center and cafe. The facility has now been open for over three years and
has numerous activities, classes and events going on weekly. Staff would like to report
on the Center's program of activities and the public's use of the facility to date.
This presentation will include a brief overview of the Colony Park Community Center for
the Parks and Recreation Commission, including activities, events, programs and
classes.

Atascadero Youth Task Force Update

DISCUSSION:
Background: The Atascadero Youth Task Force was created in the early 1990's by a
group of local organizations and public and non-profit agency professionals. They felt
that there needed to be a forum that would address youth issues in Atascadero. The
Atascadero Youth Task Force's Mission has never changed and is "A Community
committed to youth so youth can be committed to the community." One of the Youth
Task Force's first goals was to advocate for the development of a Youth Center in
Atascadero.
Staff would like to report on the Youth Task Force's progress and current projects. The
presentation will give an overview of the Atascadero Youth Task Force for the
Commission.
