WELCOME TO THE ATASCADER0 PARKS AND RECREATION COMMISSION MEETING
The Parks and Recreation Commission meet in regular session on the third Thursday of each month at 7:00 p.m., in the
Atascadero City Hall, located at 6907 El Camino Real, Atascadero. The Parks and Recreation Commission consider
matters in the order of the printed Agenda.
Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on
file in the Community Services Department and are available for public inspection during City Hall Annex, 6907 El
Camino Real, during business hours at the Central Receptionist counter and on our website; www.atascadero.org. An
agenda packet is also available for public review at the Atascadero Library, 6850 Morro Road. All documents
submitted by the public during Parks and Recreation Commission meetings that are either read into the record or
referred to in their statement will be noted in the minutes and available for review in the Community Services
Department.
In compliance with the Americans with Disabilities Act, if you need special assistance to participate in a City
meeting or other services offered by this City, please contact the Community Services Department at (805) 461-
5000. Notification of at least 48 hours prior to the meeting or time when services are needed, will assist the City staff
in assuring that reasonable arrangements can be made to provide accessibility to the meeting or service.

Members of the audience may speak on any item on the agenda. The Parks and Recreation Chairperson will identify
the subject, staff will give their report, and the Commission will ask questions of staff. The Chairperson will announce
when the public comment period is open and will request anyone interested to address the Commission regarding the
matter being considered to step up to the lectern. If you wish to speak for, against or comment in any way:
• You must approach the lectern and be recognized by the Chairperson
• Give your name and address (not required)
• Make your statement
• All comments should be made to the Chairperson and Commission
• All comments limited to 3 minutes (unless changed by the Commission)
• No one may speak for a second time until everyone wishing to speak has had an opportunity to do so, and
no one may speak more than twice on any item.
The Chairperson will announce when the public comment period is closed, and thereafter, no further public comments
will be heard by the Commission.

Vice Chairperson Zirk called the meeting to order at 7:05 p.m. and Commissioner Dariz led the
Pledge of Allegiance.

A presentation was made to former Parks and Recreation Youth Representative, Matthew

1. Bicycle Transportation Plan

■ Recommendations: Staff recommends the Parks and Recreation Commission:
1. Adopt Draft Resolution A, recommending that the City Council certify
Proposed Mitigated Negative Declaration 2010-0006; and
2. Adopt Draft Resolution B, recommending the City Council adopt the proposed
2010 City of Atascadero Bicycle Transportation Plan. [Community Services]
PUBLIC COMMENT
The following citizens spoke on this item: Dan Rivoire, Jim Patterson, Mike Zappas and Len
Colamarino.
MOTION: By Commissioner Wachtel and seconded by Commissioner Butz to
adopt Draft Resolution A, recommending that the City Council certify

Resolution B, recommending the City Council adopt the proposed 2010

■ October 30th: The Annual Zoo Boo will be held, 5:00 — 8:30pm. Visit the Zoo
and enjoy games, a haunted house and trick or treat bag!
■ November 6th: The Annual Fireman's Ball will be held at Taft Barn. Contact
Zachariah Jackson at zjackson@atascadero.org or purchase tickets from any
Firefighter/Firestation.
■ November 11th: The Veteran's Memorial Foundation will be having their
annual event at the Memorial.
■ November 13th: Armed Forces Day at the Zoo. Active Duty Military, and
their immediate family, will receive free Zoo admission on this day. Valid
Military ID required.

Memorial Tree Placement Request

RECOMMENDATION:
Commission recommend approval to the City Council of a request by Fluid Resource
Management to dedicate a memorial tree to be planted at Atascadero Lake Park
Memorial Grove, Site #4, in memory of Louis Fiscalini.
DISCUSSION:
Background: Fluid Resource Management submitted a request to plant a tree from
family and friends in memory of Louis Fiscalini at the Atascadero Lake Memorial Grove.
Analysis: The Policy on the Naming of Public Buildings, Parks and Other Public
Facilities includes a provision to be followed by staff for the recognition of individuals.
SECTION II, E.
"In addition to the naming of public facilities by using the criteria established
above, the City can provide for the recognition of individuals, either deceased or
living, by the placement of memorial objects (symbols); such as living trees,
public benches, rocks, memorial flagpoles, sculptures, etc., in public facilities.
The placement and identification of these recognition symbols will be at the
discretion of the Parks and Recreation Commission and the City Council on a
case-by-case basis.
The attached request complies with previously established policies for the recognition of
individuals at City park facilities and is consistent with the established plans for
Atascadero Lake Park.
Conclusion: Staff recommends approval to the City Council of a request by Fluid
Resource Management to dedicate a memorial tree at Atascadero Lake Park Memorial
Grove in memory of Louis Fiscalini.

loved to walk around the lake path with our dogs. Julie leaves two young sons, ages 9

Staff Report — Public Works & Community Services
Stadium Park Proposed Trail Connection
(Atascadero Land Preservation Society)
RECOMMENDATION:
Commission recommend approval of a request by the Atascadero Land Preservation
Society to construct approximately 225 linear feet of hiking trail in Stadium Park.
DISCUSSION:
Background: The Atascadero Land Preservation Society (ALPS) has submitted a letter
to the City of Atascadero, requesting permission to construct approximately 225 linear
feet of hiking trail on City property near the entrance to Stadium Park. The proposed
trail would connect to the existing Pine Mountain trail as indicated on the attached aerial
photograph. (Attachment A)
ALPS has submitted a grant application to the California Conservation Corp to construct
an additional trail across the top of their hillside property at the entrance to Stadium
Park. The proposed trail construction is routed primarily on ALPS property, however, a
225 foot section of the proposed trail is routed on City property so that this trail segment
will connect to the existing Pine Mountain Trail. Bruce Boniface, current ALPS
President, will make a presentation to the Parks and Recreation Commission, asking
that the Commission recommend approval of this request.
Analysis: The City of Atascadero currently has approximately 1 & 3/4 miles of hiking
trails in Stadium Park and the 28 acre Pine Mountain Open Space area. (Attachment B)
The popular Blue Oak Trail, located in the adjacent Stadium Park, was constructed in
1997 and the Pine Mountain trail was constructed in 2004. In addition, ALPS
previously constructed a quarter mile long trail adjacent to the Stadium Park entrance
road that serves as an alternate entry route into Stadium Park. ALPS currently
maintains this trail located on their 4.2 acre open space parcel.
The public has enjoyed the use of these trails with minimal reported disturbances to the
adjoining property owners. These trails provide an opportunity for Atascadero residents
to access this public property for recreational purposes such as hiking and horseback
riding. Hiking and Horseback riding are recreational activities that are appropriate for
open space areas and the construction of hiking trails on City property is consistent with
the City's General Plan, adopted by the Atascadero City Council on June 25, 2004.
Goal #2 of the Circulation Element of the General Plan states:
Provide for walkways, horse trails, and bikeways without curbs and sidewalks in
rural areas.
Conclusion: Staff feels that a proposed trail construction is consistent with City policy
and provides additional recreational opportunities for the public. Staff recommends that
the Parks and Recreation Commission Parks recommend approval of a request by the
Atascadero Land Preservation Society to construct approximately 225 linear feet of
hiking trial in Stadium Park.
FISCAL IMPACT:
No City Funds will be used for this project. All costs for plans, materials and
construction will be provided by the Atascadero Land Preservation Society. On-going
maintenance costs will be provided by the Atascadero Land Preservation Society
through an Adopt -A -Trail agreement.
