WELCOME TO THE ATASCADER0 PARKS AND RECREATION COMMISSION MEETING
The Parks and Recreation Commission meet in regular session on the third Thursday of each month at 7:00 p.m., in the
Atascadero City Hall, located at 6907 El Camino Real, Atascadero. The Parks and Recreation Commission consider
matters in the order of the printed Agenda.
Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on
file in the Community Services Department and are available for public inspection during City Hall Annex, 6907 El
Camino Real, during business hours at the Central Receptionist counter and on our website; www.atascadero.org. An
agenda packet is also available for public review at the Atascadero Library, 6850 Morro Road. All documents
submitted by the public during Parks and Recreation Commission meetings that are either read into the record or
referred to in their statement will be noted in the minutes and available for review in the Community Services
Department.

REGULAR SESSION: 7:00 P.M.
Chairperson Butz called the meeting to order at 7:02 p.m. and Youth Representative
O'Connell led the Pledge of Allegiance.
ROLL CALL:
Present: Commissioners Chacon, Cooper, Greenaway, Marks, Zirk
and Chairperson Butz. Youth Representative O'Connell.
Absent: None.

OATH OF OFFICE:

COMMUNITY FORUM:
Tom O'Malley, City Council Member, thanked the Commissioners for their service and
welcomed new Commissioner Bill Wachtel.
Jerry Clay, City Council Member, commented on how impressed he was with
Commissioner Wachtel in the interview and welcomed him to the Commission. He
thanked the Commission, as a whole, for their service to the community.
Bob Kelley, City Council Member, welcomed new Commissioner Bill Wachtel and
thanked the Commission for their efforts. Mr. Kelley presented a copy of a drawing, by
Mark Greenaway, of a proposed monument to be placed in front of the Zoo to recognize
Charles Paddock. He expressed hope that this item would be placed on a future
agenda for the Commission's consideration.

PRESENTATION:
Presentation to Tom and Nancy Weatherman, in appreciation for their
outstanding dedication to the community.
Chairperson Butz announced that the presentation was continued to the next meeting.
COMMISSION ANNOUNCEMENTS AND REPORTS:
Commissioner Marks announced that she has candy for sale to raise funds for the high
school graduation party. She spoke about the recent Community Link fundraiser dinner
she attended and said that the Link is a fabulous resource organization for youth and
job training. Ms. Marks encouraged the Commission to learn more about the
organization and its' efforts.
Commissioner Wachtel spoke about the Lights on After School event that took place at
the teen center and skate park recently. He said he thought it was a great event and
likes that it teaches responsibility and safety to youth.
Chairperson Butz distributed Coates for Kids flyers to the Commission. She expressed
the urgent need for coates and jackets due to a much higher demand this year. Ms.
Butz spoke about her most recent newspaper column that featured Brady Cherry's son,
Bryce Cherry. She congratulated Brady for Bryce being sponsored by professional
baseball scouts, affiliated with major league organizations, to play in the game at USC.
Ms. Butz also spoke about the Teens at Work program.

■ Recommendation: Commission recommend approval to the City
Council of a request by Russ James (on behalf of the Early Morning
Walkers) to dedicate a memorial tree, to be planted at Atascadero
Lake Park Memorial Grove, site #13, in memory of Tom Bench.

Tom Bench.
PUBLIC COMMENT — None.
MOTION: By Commissioner Marks and seconded by Commissioner
Wachtel to recommend approval to the City Council of a
request by Russ James (on behalf of the Early Morning
Walkers) to dedicate a memorial tree, to be planted at
Atascadero Lake Park Memorial Grove, site #13, in memory of
Tom Bench.
Motion passed 7:0 by a roll -call vote.
2. Reauest to Evaluate the Meetina Location and Schedule of the Parks
and Recreation Commission (by Commissioner Zirk)
■ Fiscal Impact: None.
■ Recommendation: Commission continue to hold regular monthly
meetings in the Council Chambers, with modifications, and cancel any
regular meetings as may be necessary. [Community Services]

Commissioner Zirk explained his reasons for requesting this item and answered
questions of the Commission.
Community Services Director Brady Cherry gave the report and answered questions of
the Commission.
PUBLIC COMMENT — None.
A discussion amongst Commissioners ensued.
There was Commission consensus to continue to hold regular monthly meetings
in the Council Chambers and cancel any regular meetings as may be necessary.
Community Services Director Brady Cherry said that agendas were getting light, mostly
due to dwindling funds to spend and that staff would try to give as much notice as
possible to the Commission and the public upon cancelling meetings.
3. Request to Consider Re -Naming the Charles Paddock Zoo (by
Commissioner Zirk)
■ Fiscal Impact: None.
■ Recommendation: Commission discuss options for re -naming the
Charles Paddock Zoo. No recommendation for a course of action is
recommended at this time. [Community Services]
Commissioner Zirk explained his reasons for requesting this item and answered
questions of the Commission.
PUBLIC COMMENT
Eric Long, resident of San Luis Obispo, stated that he thinks it an incredible idea to
change the Zoo's name. He said that he had read the article in The Tribune and likes
the idea of making it the "Central Coast Zoo." Mr. Long suggested establishing a
Commission to allow people from all over the Central Coast to feel like they are a part of
the Zoo. He said that he visits the Zoo regularly and thinks it's a fabulous place with
great people.
Chairperson Butz closed the Public Comment period.
Chairperson Butz expressed concern that re -naming facilities could start a chain
reaction. She said she is concerned that renaming the Zoo would set a precedence.
Commissioner Greenaway shared her concern that if everything is named "Central
Coast," including the Zoo, she wouldn't want the Zoo to lose its' identity that it has.
Vice Chairperson Chacon thanked Mr. Long for coming to Atascadero to attend the
meeting and for visiting the Zoo. He said that he thinks the name "Central Coast Zoo"
would broaden the Zoo as a destination and supports some sort of a tribute to keep
honoring Charles Paddock.

Commissioner Wachtel said he knew Charles Paddock personally and this item brings
back memories and emotions. He said he thinks marketing is the key and would favor
more of a marketing approach rather than a name change.
Commissioner Cooper expressed support of changing the Zoo's name. He said he
thinks the Zoo has already lost the identity because most generations don't know why
the Zoo is called the Charles Paddock Zoo. Mr. Cooper said he would be in favor of
something more regional and internet friendly. He agreed that marketing and signage
are key factors.
Commissioner Marks stated that the best way to honor Mr. Paddock and his family
would be to have a truly successful zoo. She expressed interest in both honoring
Charles Paddock and making the Zoo more successful. Ms. Marks said she likes the
idea of a broader name that would draw in more people from the Central Coast area.
Commissioner Zirk said he doesn't think that Charles Paddock's name should disappear
but that the Central Coast be added. He said he thinks the Commission ought to
recommend to the Council to make some bold moves to increase attendance at the
Zoo.
MOTION: By Commissioner Zirk and seconded by Commissioner
Wachtel to postpone Management Item B-3 until April 2010.
Motion passed 7:0 by a roll -call vote.
4. Soecial Holidav Meetina in December 2009
■ Fiscal Impact: None.
■ Recommendation: Commission consider holding the annual
Commission holiday potluck meeting on December 17th, 2009.

Community Services Director Brady Cherry gave the report and answered questions of
the commission.
There was Commission consensus to hold the annual Commission holiday
potluck meeting on December 17th, 2009 at the Colony Park Community Center.
C. COMMITTEE & LIAISON REPORTS:
1. Atascadero Youth Task Force — 12/1/09 at 7:00 a.m., Atascadero High
School.
Commissioner Cooper noted that a big item being discussed is the Smoking Ordinance
and trying to formulate support with Atascadero youth. He mentioned the upcoming
Asset Development Workshop, January 28th. Mr. Cooper announced that new officers
were elected and that he is now co -chairperson with Meher Patal.

Commissioner Marks commented that she enjoyed the soy candle making class she
had attended recently and encouraged the Commission to try attending a class through
the City Magazine.
Commissioner Zirk talked about the upcoming Film Festival and inquired about an
upcoming Sunset Magazine event coming to Santa Margarita Ranch in March. He
announced that on Wednesday, February 23rd, the Director of the Film Festival will be
attending the Rotary meeting to make a presentation on the upcoming Festival. Mr. Zirk
said that the Festival is in negations with the City and The Carlton about having film
viewings here.
Community Services Director Brady Cherry reviewed Staff Comments/Announcements
items and responded to Commissioner Zirk's question about the Sunset Festival. He
said it will be a lifestyle festival with food and wine tours of the Margarita Ranch and
other parts of the County. Mr. Cherry said it will bring a lot of business to our area.
Recreation Supervisor Jennifer Fanning gave a report update on the Colony Park
Community Center.
Vice Chairperson Chacon asked for an update on the following items: the fish habitat
island, statue in the Sunken Gardens, Stadium Park and the Colony Park Master Plan
revision.
Deputy Director of Public Works - Geoff English gave a Parks update and responded to
Commissioner Chacon's questions.

Staff Report — Community Services Department
Atascadero Lake Park Master Plan Amendment
for the Charles Paddock Zoo Quarantine
RECOMMENDATION:
Commission review and approve the proposed Atascadero Lake Park Master Plan
Amendment to place the quarantine holding area for the Charles Paddock Zoo adjacent
to the maintenance building and existing sand volleyball court.
DISCUSSION:
The construction for the new restroom facility in the Charles Paddock Zoo has required
that the Zoo's quarantine holding area, that has previously been located behind the new
restroom building, be re -located. The quarantine holding is not going to be able to be
placed back in the same location due to a lack of adequate space between the outside
of the holding cage and the animal clinic entrance. The quarantine space is a
tremendously important component of the Zoo which allows new animals to be brought
in.
Zoo and Public Works staff have evaluated and identified an area adjacent to the Zoo,
next to the sand volleyball courts, that would work very well for the new quarantine area
(Attachment B). The proposed area is somewhat close to the sand volleyball court but
is seldom used by the public. Placing the quarantine area there would not prevent the
use of the volleyball court. In fact, the Lake Park Master Plan, adopted in 2001, shows
that the volleyball court is to be relocated to another area of the Lake Park anyways
(described in the Lake Park Master Plan section for Area 2). This area is also
conveniently located near the service area of the Zoo, in close proximity to the clinic.
The City would see some turf irrigation cost savings and this location would be relatively
inexpensive to improve for the quarantine. After thoroughly examining all other areas
within and directly adjacent to the Zoo, staff is recommending the area identified as the
best location for the quarantine.

The AZA inspector that visited the Zoo on January 13, 2010, week indicated that the
area under consideration by staff for the quarantine will serve the Zoo much better, and
meet the AZA guidelines. A copy of a Memo from the Zoo's Animal Welfare Committee
is attached that discusses the inadequacy of the current quarantine location once the
restrooms are complete. (Attachment A)
Staff recommends that the Commission review and approve the proposed Atascadero
Lake Park Master Plan Amendment to place the quarantine holding area for the
Charles Paddock Zoo adjacent to the maintenance building and existing sand volleyball
court. Alan Baker, Zoo Director, will be present at the meeting to answer questions the
Commission may have.
FISCAL IMPACT:
Approximately $7,500 for the costs of the new fencing, decomposed granite and

Community Services Foundation. Some irrigation costs will be saved by eliminating turf
in the proposed new quarantine area.

Re: Location of quarantine facilities
Quarantine is a basic component of preventive medicine programs in zoos, and the
most fundamental step in preventing the spread of disease into the living animal
collection'.
The Association of Zoos and Aquariums (AZA) 2010 accreditation standards and
related policies state 2:
`A separate quarantine facility, with the ability to accommodate mammals, birds, reptiles, amphibians, and
fish should exist. If a specific quarantine facility is not present, then newly acquired animals should be
isolated from the established collection in such a manner as to prohibit physical contact, to prevent
disease transmission, and to avoid aerosol and drainage contamination. Such separation should be
obligatory for primates, small mammals, birds, and reptiles, and attempted wherever possible with larger
mammals such as large ungulates and carnivores, marine mammals, and cetaceans. More stringent
local, state, or federal regulations take precedence over these recommendations.'
Historically, the CPZ quarantine facilities have been problematic due, in part, to: their
proximity to the animal exhibits and veterinary clinic; the inability to avoid aerosol and
drainage contamination; and open accessibility to service workers and other non -animal
care staff.
The footprint of the new restrooms currently under construction and the impact on the
relocated quarantine facilities will exacerbate these issues. Additionally, access to both
the quarantine facilities and veterinary clinic will be significantly compromised in the
proposed location.
Although these were known issues, the staging of quarantine cages during construction
has demonstrated the availability of a practical alternative location for animal
quarantine. This location, east of the veterinary clinic building, is ideally suited for the
size and functionality of animal quarantine. In conjunction with the operating procedures
practiced by animal care staff, this location would allow the zoo to create a truly
`separate quarantine facility'.
It is the recommendation of the Animal Welfare Committee that this alternative animal
quarantine location be strongly considered as a means to: 1) bring these facilities into
full compliance with AZA accreditation standards; 2) invest in facilities to support new
species proposed in the master plan, and 3) for the ongoing protection of the living
animal collection.

Atascadero Lake Park Memorial Grove —
Proposed Pathway Installation project
RECOMMENDATION:
Commission recommend approval of the proposal to construct a pathway on the
Memorial Grove property adjacent to Atascadero Lake.
DISCUSSION:
Background: The City of Atascadero owns approximately four and one-half (4.5) acres
of open space property along Lake View Avenue, adjacent to Atascadero Lake.
(Attachment A) This property is deed restricted for permanent open space and
provides an excellent example of local Oak Woodland habitat. The property is zoned
with the Recreation Land Use designation and consists of the following parcels:

The City maintains these parcels as undeveloped open space and currently utilizes the
property as a native tree receiver site. Native trees are planted at designated locations
through a successful Memorial Tree Planting Program. An information kiosk was
previously installed on this site by local Boy Scout for his Eagle project. The current
uses are consistent with the Atascadero Lake Park Master Plan. The following excerpt
from the approved Atascadero Lake Park Master Plan is a list of goals and features
recommended for the future development of this area:
Area 7 — Natural & Botanical Area
• Nature Center
A building to be used for nature education is located on the east side of the lake by
the boat ramp.
• Botanical Garden and Natural Areas
The plan shows a great amount of the city owned land on Lakeview will be retained
as natural, or have a botanical garden developed on it.
• Parking area
A parking area is proposed for this area to help support the proposed activities.
Recently, Atascadero resident Don Jernigan has offered to donate funds to pay for a
pathway to be installed on this property in the Memorial Grove area. (Attachment B)
There are currently no pathways on this property to allow for access to the Memorial
Grove area. A three to four -foot wide "soft -tread" pathway constructed of native soil
materials and D.G. (decomposed granite) is proposed in the locations indicated on the
attached map. This type of pathway is an allowable improvement on this property and
would be consistent with the site improvements recommended in the Atascadero Lake
Park Master Plan.
Staff requests that the Parks and Recreation Commission recommend approval of the
three to four -foot wide "soft -tread" pathway constructed of native soil materials and D.G.
(decomposed granite) as proposed in the locations indicated on the attached map.
FISCAL IMPACT:
No City Funds to be used. All costs for plans, materials and construction will be for by
donations. City staff will seek volunteers to maintain the pathway.
