planted at Atascadero Lake Park Memorial Grove site #14, in memory

B. MANAGEMENT REPORTS:
1. Revision of Site Master Plan for Colony Park (Formerly Traffic Way
Park): An Examination of Spatial Needs and Relationships
■ Fiscal Impact: Revision process will be conducted by the Commission
and City staff. Funding for David Volz, Inc., the current plan's original
designer, to prepare new park conceptual design plans will be between
$5,000 - $9,500, depending upon the scope and number of revisions
necessary to finalize the plan. This funding may no longer be available
due to the impacts of State "takes" of City revenues.
■ Recommendation: Commission review previous Colony Park Site
Master Plan and the subsequent changes and begin the process of
selecting and prioritizing additions and removals of new park
improvements for the revision of the Plan. [Community Services]
2. Atascadero Lake Park Frontage Project Design Plan
■ Fiscal Impact: The Lake Park Frontage Improvement Project is
budgeted at $660,000 in Redevelopment Agency funds.
■ Recommendation: Commission recommend approval of the
conceptual design plans for the Atascadero Lake Park and Zoo
Frontage Improvement Project. [Public Works]

WELCOME TO THE ATASCADER0 PARKS AND RECREATION COMMISSION MEETING
The Parks and Recreation Commission meet in regular session on the third Thursday of each month at 7:00 p.m., in the
Atascadero City Hall, located at 6907 El Camino Real, Atascadero. The Parks and Recreation Commission consider
matters in the order of the printed Agenda.
Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on
file in the Community Services Department and are available for public inspection during City Hall Annex, 6907 El
Camino Real, during business hours at the Central Receptionist counter and on our website; www.atascadero.org. An
agenda packet is also available for public review at the Atascadero Library, 6850 Morro Road. All documents
submitted by the public during Parks and Recreation Commission meetings that are either read into the record or
referred to in their statement will be noted in the minutes and available for review in the Community Services
Department.
In compliance with the Americans with Disabilities Act, if you need special assistance to participate in a City
meeting or other services offered by this City, please contact the Community Services Department at (805) 461-

Vice Chairperson Chacon called the meeting to order at 7:10 p.m. and Youth
Representative O'Connell led the Pledge of Allegiance.
ROLL CALL:
Present: Commissioners Greenaway, Marks, Zirk and Vice

Absent: Commissioners Cooper, Hatch and Chairperson Butz.

APPROVAL OF AGENDA
MOTION: By Commissioner Marks and seconded by Commissioner

COMMISSION ANNOUNCEMENTS AND REPORTS
Vice Chairperson Chacon spoke about the recent Cinco de Mayo event that took place
in the Sunken Gardens. He expressed gratitude to the City, Main Street Association,
the Redevelopment Agency, Zoological Society and appreciation for the leadership of
George Dodge and Steve Martin.
Commissioner Zirk spoke about the success of the recent ABC Church concert event in
the Sunken Gardens.
A. CONSENT CALENDAR:
1. Parks and Recreation Commission Meeting Minutes — March 19, 2009
■ Staff Recommendation: Commission approve the Parks and
Recreation Commission Meeting minutes of the March 19, 2009
meeting. [Community Services]
Commissioner Marks announced that she was not present for the entire March 19, 2009
meeting and, therefore, would not be able to vote on Item A-1.
PUBLIC COMMENT - None
MOTION: By Commissioner Zirk and seconded by Commissioner Marks
to continue Consent Item A-1 to the next Commission meeting.
Motion passed 4:0 by a roll -call vote.
B. MANAGEMENT REPORTS:
1. Atascadero Lake Park Frontage Project Design Plan
■ Fiscal Impact: Lake Park Frontage Improvement Project is budgeted
at $660,000 in Redevelopment Agency funds.
■ Recommendation: Commission review, comment and recommend
approval of the Atascadero Lake Park Frontage Project design plan.

Recreation Supervisor Jennifer Fanning introduced Deputy Director of Public Works —
Engineering David Athey.
Deputy Director of Public Works — Engineering David Athey gave the report and
answered questions of the Commission.
PUBLIC COMMENT
Leslie Axtell, resident and member of the Veteran's Memorial Foundation, commented
that Item 14, the low shrubs along 41 (not exceed 24 inches), should not interfere with
the view shed of the Memorial. She inquired what the height of Item 5, the concrete 2 -
rail fence, would be. Ms. Axtell is hopeful that Item 9, memorial signage, will
incorporate illumination of the Memorial sign, and the banner itself, as well as the Zoo
sign. She requested that an additional banner holder be placed over by the Memorial to
display upcoming activities going on at the Site. She encouraged the Commission to
support this project and move it forward to the City Council.

Barbara Combs, 9005 Lakeview Drive and head of Atascadero Lake Neighborhood
Association, received notice of the meeting and hopes that in the future there will be
more notices sent out to the public about meetings like this. She inquired when the
improvements will begin if approved. Ms. Combs expressed appreciation for the
cohesiveness of the proposed project to the rest of the park.
Vice Chairperson Chacon closed the Public Comment Period.
Deputy Director of Public Works — Engineering David Athey responded to Ms. Axtell's
question and explained that the fence is designed to provide view shed and is not as tall
as the current 3 -rail split wood fence.
Deputy Director of Public Works — Engineering David Athey responded to Ms. Combs'
inquiry stating that construction would more than likely begin next year.
Commissioner Zirk made the suggestion that the zoo entrance signage be illuminated.
MOTION: By Commissioner Zirk and seconded by Commissioner Marks
to continue Management Report B-1 to the next Commission
meeting.
Motion passed 4:0 by a roll -call vote.
2. Atascadero Lake Park Bandstand Imarovement Proiect (saonsored b
Atascadero Kiwanis Club)
■ Fiscal Impact: No City Funds to be used. The plans, materials and
construction costs will be donated by the Kiwanis Club of Atascadero.
Maintenance costs on the structure will be minimal.
■ Recommendation: Commission review the project concept and
recommend approval of the Atascadero Lake Park Bandstand
Improvement Project sponsored by Atascadero Kiwanis Club. [Public
Works]
Recreation Supervisor Jennifer Fanning gave the report and answered questions of the
Commission.
PUBLIC COMMENT
Barbara Combs, 9005 Lake View Drive, expressed that she likes the idea of Kiwanis
wanting to donate but if it's not going to be an aesthetic, long-term design, we might
want to wait and do it right. She said that she feels strongly that the gazebo needs to
be something really beautiful to look at.
Vice Chairperson Chacon closed the Public Comment period.

Commission meeting.

Recreation Supervisor Jennifer Fanning reviewed the Staff Comments/Announcements
with the Commission.
Commissioner Zirk requested that the Commission information be updated in the next
Atascadero Magazine and that it also be corrected in the Atascadero News. He also
inquired if the Zoo had been accredited.
Zoo Director Alan Baker responded that the Zoo is still accredited, but the re-
accreditation has been tabled for a year. He said they will be back in the Fall to
reevaluate and the official letter from the board has not yet been received.
There was Commission consensus that the Zoo Accreditation be placed on a
future agenda.
Vice Chairperson Chacon mentioned the proposed day/time for the special Commission
meeting on June 4th, at 6:OOpm. He asked the Commission to check their calendars
and respond to staff. Mr. Chacon also said that he noticed in the Atascadero News that
under the Government Representatives section, the Parks and Recreation Commission
has been omitted.

Chairperson Butz called the meeting to order at 6:08 p.m.
ROLL CALL:
Present: Commissioners Chacon, Cooper, Greenaway, Hatch, Marks
and Chairperson Butz. Youth Representative O'Connell.
Absent: Commissioner Zirk.
Staff Present: Community Services Director Brady Cherry, Deputy Director
of Public Works — Operations Geoff English, Recreation
Supervisor Jennifer Fanning and Administrative Assistant
Shannon Sims.
COLONY PARK MASTER PLAN REVISION WORKSHOP
Community Services Director Brady Cherry gave an overview and history of the
development of the Colony Park Master Plan and answered questions from the
Commission.
Commissioner Marks asked for clarification on the basketball courts. She agreed that
the need for an amphitheater could be met elsewhere and encouraged preserving the
opportunity for a swim complex.
Commissioner Hatch suggested having speed soccer where the pool site is, at least for
the interim. She commented that an amphitheater would present parking issues as well
as accessibility costs. She also expressed interest in a Community Garden and a dog
park. Ms. Hatch commented that she's not sure if Colony Park is the best location for a
pool and encouraged the idea that the City and high school combine funds for a
complex.
Youth Representative O'Connell commented that he thought a water play area would be
widely utilized. He mentioned parking issues, especially if there was a pool and
suggested a vertical rock climbing apparatus that wouldn't take up much space.
Vice Chairperson Chacon suggested leaving the softball fields where they are. He
mentioned the possibility of tennis courts and inquired about the cost for an outdoor
amphitheater and pool maintenance.
PUBLIC COMMENT
Kevin Campion, A -Town Skate Park, encouraged partnering with the High School to
build and maintain a swim complex. He also suggested incorporating playground
structures and multi -use grass fields into the Plan. He pointed out that parking is
already a huge issue at Colony Park, especially during softball games. He discouraged
rock walls and tennis courts.
Ellen Beraud, resident, commented on how much use the Kennedy Club fitness pool
gets and doesn't think it should be dropped from the long term plan. She said that the
school district can't invest funds for things that aren't on school property. Ms. Beraud
mentioned that lots of pools now days have lower maintenance costs. She liked the
idea of a Community Garden.
Chairperson Butz closed the Public Comment period.
Commissioner Cooper agreed that eventually there should be discussion about the
possibility of a pool. He expressed support for a playground structure and discouraged
placing a climbing wall.
Commissioner Hatch inquired about the possibility of partnering with the High School
Boosters or the Atascadero Athletic Foundation for a pool. She commented about the
transportation HUB re -location currently going on and wondered about the plans for the
site being vacated.
Deputy Director of Public Works — Operations Geoff English said there are definitely
opportunities for partnerships and spoke of partnerships that other school districts and
cities have.
Vice Chairperson Chacon said that if a pool is located on a Campus, the school usually
gets first priority for use.
Commissioner Butz encouraged Petanque courts and a Community Garden and
suggested a recreational pool instead of Olympic size.
Chairperson Butz re -opened Public Comment.
Anna Beraud, said that she participates in swimming meets and spoke about the need
for a larger pool with lanes.
Chairperson Butz closed the Public Comment period.
Commissioner Marks expressed interest in a Community Garden and a dog park.
Vice Chairperson Chacon suggested that the Commission start prioritizing features to
bring to the next meeting.

FACILITIES TOUR
PARK FACILITIES TOUR: 5:30 PM
The Commission toured the George C. Beatie Skate Park. Kevin Campion, Facility
Operator, lead the tour and answered questions of the Commission.
ROLL CALL (Colony Park Community Center Conference Room):
Chairperson Butz called the meeting to order at 6:13 p.m.
Present: Commissioners Cooper, Greenaway, Hatch, Marks, Zirk and
Chairperson Butz.
Absent: Vice Chairperson Chacon and Youth Representative O'Connell.
Staff Present: Deputy Public Works Director — Operations Geoff English,
Recreation Supervisor Jennifer Fanning and Administrative
Assistant Shannon Sims.

COMMUNITY FORUM:
Eric Greening, said that he thought this was a great meeting and likes that the
Commission takes time to go out into the field. He spoke about a Community Garden
and encouraged the Commission to consider it.
Ann Hatch, Veteran's Memorial Foundation, informed the Commission that the
Foundation just installed a shed at the memorial site and are looking to match the paint
with the new Babe Ruth Snack Bar Building. She also announced that Jimmy Quinones
is the new Vice President of the Foundation. Ms. Hatch relayed that the Memorial site
has been extremely busy and utilized for a number of events. She said the Foundation
is going to be having a Poker Run September 12th and some events for Veteran's Day
in November as well. Ms. Hatch also said that they are looking at trying to get the
Memorial on the national news and are working with the City on signage.
Deputy Director of Public Works — Operations Geoff English said he'd check to see if
there is any leftover paint the Foundation could use from the construction of the Babe
Ruth Snack Bar Building.
Commissioner Zirk congratulated Ann Hatch on receiving an award from Kiwanis.

A discussion ensued about the pathway location and having it infringe less on the
audience area.

Eric Greening, expressed that he shares the same concern about the pathway
interfering or breaking up the audience.

MOTION: By Commissioner Zirk and seconded by Commissioner Marks
to approve the Atascadero Lake Park Bandstand Improvement
Project as presented with a request that staff re -design the
ADA pathway to minimize impacts to the lawn area directly in
front of the Bandstand.
Motion passed 6:0 by a roll -call vote.
Recreation Supervisor Jennifer Fanning spoke about the recent Bonanza that occurred
at the Colony Park Community Center.
Eric Greening, mentioned that there is a Jake LaBotz Blues Concert after the
Atascadero Wine Festival and that tickets are available at Wilkins Printing. He also said
there would be a shuttle to transport people from the Festival to the Concert.

Commissioner Zirk spoke about the Colony House and the recently added museum
items. He encouraged the Commission to go see it. Mr. Zirk also mentioned that the
Petanque Club would like to bring in new terrain.
Deputy Director of Public Works — Operations Geoff English responded to
Commissioner Zirk that the Petanque Club has permission to do that.
PARK FACILITIES TOUR (CONTINUED):
The Commission continued their tour of the following facilities in the order listed.
Recreation Supervisor Jennifer Fanning lead the tour of Colony Park Community Center
and Colony Park. Deputy Director of Public Works - Operations Geoff English and
Recreation Supervisor Jennifer Fanning answered questions of the Commission.

#14, in memory of Margot Frieda Baganz.
DISCUSSION:
Background: Liddy M. Dye submitted a request to plant a tree from family and friends in
memory of Margot Frieda Baganz in the Atascadero Lake Memorial Grove.
Analysis: The Policy on the Naming of Public Buildings, Parks and Other Public
Facilities includes a provision to be followed by staff for the recognition of individuals.
SECTION II, E.
"In addition to the naming of public facilities by using the criteria established
above, the City can provide for the recognition of individuals, either deceased or
living, by the placement of memorial objects (symbols); such as living trees,
public benches, rocks, memorial flagpoles, sculptures, etc., in public facilities.
The placement and identification of these recognition symbols will be at the
discretion of the Parks and Recreation Commission and the City Council on a
case-by-case basis.
The attached request complies with previously established policies for the recognition of
individuals at City park facilities and is consistent with the established plans for
Atascadero Lake Park.
Conclusion: Staff recommends approval to the City Council of a request by Liddy M.
Dye to dedicate a memorial tree at Atascadero Lake Park Memorial Grove in memory of
Margot Frieda Baganz.

Revision of Site Master Plan for
Colony Park (Formerly Traffic Way Park):
An Examination of Spatial Needs and Relationships
RECOMMENDATION:
Commission review previous Colony Park Site Master Plan and the subsequent
changes and begin the process of selecting and prioritizing additions and removals of
new park improvements for the revision of the Plan.
DISCUSSION:
Background: In August 2004, the City Council directed staff to proceed with the site
plan for the expanded Traffic Way Park and develop a building design for the new
Recreation Center. The City has retained the services of Volz Design, landscape
architects and park planners, to work with the City in developing a Site Master Plan for
Colony Park/Traffic Way Park and the Recreation Center complex. To expedite the
planning process, a team of community members and staff members was assembled to
form a focus group to develop ideas and design concepts for the site. The focus group
was comprised of the following individuals; Barbie Butz, Jerri Dahlen, Rod Landis, Doug
Livengood, Rick Mathews, Jay Sechrist, Barbara Newsom, Jamie Ogden, Paula Anton,
Brady Cherry, Geoff English, Dan Lashley, Steve Kahn, and project architects David
Volz and Gary Vazquez.
The City of Atascadero also retained the services of BFGC Architects, to prepare the
design plans for the new Recreation Center building. City staff worked with the architect
on the building design, and the plans were approved by the City Council in February of
2005.
THE ORIGINAL COLONY PARK/TRAFFIC WAY PARK SITE PLAN
The Traffic Way Park focus group team walked the 12.5 care site at its first meeting,
and discussed and evaluated the present environment of the total property. Many ideas
and issues were discussed including, tying the facility to the downtown, using the creek
as a natural park amenity, trail and pedestrian connections, determining the use of the
Hay and Feed building, setting aside an area for a future pool facility, visibility from the
street, adequate parking, and the many present and future uses of the entire facility.
The focus group recognized that the future development of Colony Park facilities would
play an important role in creating and reshaping the use of the park property itself, and
could have a significant positive impact on the downtown area.
The original site plan that was developed incorporated several guiding principles
important to the focus group:
1) It must be able to accommodate the construction of the recreation center within
one year.
2) It must retain and enhance the Atascadero Girls Softball Association uses.
3) It must include the development of a skate park on-site.
4) It may identify an area to be set aside for a future pool site.
5) It should protect and enhance the riparian areas.
6) It should be balanced in design to meet present and future needs.
7) It must be proportionate to Atascadero's population and economic growth of the
community.
Based upon the above and many other factors discussed by the focus group, the
committee went through design exercises to explore a number of design options. The
Site Master Plan (attached) approved the City Council represented a refinement of all of
the factors discussed by the focus group, F.Y.I. (teen advisory group), and the Parks
and Recreation Commission at its own Public Hearing on February 17, 2005.
David Volz, of Volz Design, described the original plan as an expression of the direction
of how the citizen groups and city staff envisioned Colony Park accommodating the new
Recreation Center building, and how the entire park complex will function in the future.
Colony Park has become a significant part of Atascadero's community life now, and it
will become even more vital in the future as the park improvements are made and the
City's downtown evolves. The Parks and Recreation Commission, the Colony Park
Focus Group, F.Y.I. and city staff all came up with a good plan with the information
available at that time.
Once the Colony Park Community Center design was underway, a number of
developments occurred which caused necessary changes to the original site plan. The
primary change involved shifting the Community Center building on the property from
the location originally conceived in the site plan. The building location was shifted due to
the following factors:
• The project budget did not allow for the ball fields to be moved
• The undergrounding of the wastewater overflow basin was determined to be
impractical
• There was a desire to save as many mature trees on the property as possible
(particularly the sycamores and oaks).
Also, upon determining that the overflow basin would not be feasible to underground
beneath the relocated ball fields, Public Works engineering staff started working to
design a new above ground basin in a new location on the site. That work has now
been done, and drawings are attached which shown the new location. The permanent
location of the wastewater overflow basin was approved by the Commission on March
19th, 2009. This project is now ready to be approved by the City Council and then sent
out to bid. With the new overflow basin project proceeding, the park master planning
process has allowed for the new location to be identified in the development of the final
plan.
COLONY PARK PARKING
Parking around the Community Center and Colony Park and softball fields has emerged
as an issue that must be addressed as the Commission considers modifying the site
plan. The addition of new park facilities, such as a potential public pool, raise the
question of whether there is adequate parking space available at the park for some of
the planned or desired new park facilities. Based on the Municipal Code for parking
standards for a public Olympic -sized pool (50 meter), we would need over 100 new
parking spaces. The parking area for that number of parking spaces would be
approximately one acre. For tennis courts, the parking standards require 2 spaces per
court. Depending upon the parks features chosen for the Park Master Plan, space for
adequate parking must be factored into the final site plan.
2009 SITE MASTER PLAN CONSIDERATIONS
- The Community Center footprint created by the shifting on the building on the site.
- The Girl's Softball Association Fields to remain in their original location.
- The Wastewater Overflow Basin has been relocated to a new above -ground area.
- Need for additional parking.
- Is there enough space and parking for Aquatics Center? Is a pool fiscally feasible?
- What is the highest and best use for the old Overflow Basin site?
- Providing for Atascadero Creek Trail enhancements and amenities.
- Current as -built locations for basketball courts, water play area and picnic area.
- Relationship to Skate Park
- Are new tennis courts desired and feasible?
- Should there be a petanque court(s)?
- Re -visit the original site plan features and uses.
- Retaining Parks and Facilities maintenance building and storage area on site.
- Consider neighborhood impacts of new park improvements.
At the special Commission Public Hearing Workshop on June 4t", 2009, the
Commission heard some public comment, and began to list the desired park
improvements to the Colony Park Master Plan. The Commission will also consider
changes and/or deletions to the original park plan.
The staff will lead the Commission in an exercise of placing desired park features on the
plan with the required parking for each of the features to see how they fit on the site and
with various combinations of other features/improvements. This exercise will give the
Commission an indication of how each new park improvement could be accommodated
by the site in combination with other park features. The Commission may prioritize the
list of features based upon size, public desirability, compatibility with the neighborhood
and other park uses, construction and maintenance costs and other factors. The
prioritized list of park features will be considered for integration in a final design. The
prioritization shall evaluate the cost/ benefits of each park feature.
FISCAL IMPACT:
Revision process will be conducted by the Commission and City staff. Funding for David
Volz, Inc., the current plan's original designer, to prepare new park conceptual design
plans will be between $5,000 - $9,500, depending upon the scope and number of
revisions necessary to finalize the plan. This funding may no longer be available due to
the impacts of State "takes" of City revenues.

Frontage Project Design Plan
RECOMMENDATION:
Commission recommend approval of the conceptual design plans for the Atascadero
Lake Park and Zoo Frontage Improvement Project.
DISCUSSION:
On May 21, 2009, the Atascadero Parks and Recreation Commission reviewed the
conceptual drawings for the Atascadero Lake Park and Zoo Frontage Improvement
Project. The Commission requested that staff conduct additional community outreach
to garner additional Public Comment on the conceptual plans. Since that time, staff
has met with the Atascadero Lake Neighborhood Association and with the Veterans
Memorial Foundation. Comments from these organizations have been considered and
incorporated into the conceptual design plans. The Veterans Memorial Foundation has
submitted a recommended design for a sign to be placed at the corner of Portola
Avenue and Highway 41 (Attachment A). Staff is recommending that this sign design
option be incorporated into the final conceptual plan. In addition to meeting with these
two organizations, Public Notices about this meeting have been sent to the stake
holders listed on an attachment, in addition to nearby residents (Attachment B).
Press releases have also been sent to various media outlets.
Background: The City Council previously allocated Redevelopment Agency funding for
a park improvement project along the frontage of the Charles Paddock Zoo and the
Atascadero Lake Park. The Lake Park and Zoo Frontage Improvement Project is
intended to provide visual, functional and environmental enhancements to the park
along Highway 41 from Portola Avenue to Pismo Avenue.
The City has retained the services of Casey Patterson, of CJP Productions, who has
worked on the original Lake Park Master Plan to assist in designing the frontage
improvements.

Analysis: The proposed conceptual design includes the following elements:
• Frontage landscaping
• Pedestrian path along the Highway 41 frontage
• Pedestrian bridge over the Lake spillway
• Signage for the Lake Park, Zoo, Pavilion and Veteran's Memorial
• Group picnic area adjacent to the Veteran's Memorial
• New Zoo wall to replace the chain link fence along Highway 41
The proposed improvements will be consistent with the adopted Lake Park Design
Guides (similar to the new Alvord Field concession building). Copies of the design
conceptual plans for the Atascadero Lake Park and Zoo Frontage Improvement are
attached (Attachment C). Staff will review the individual elements of the design plans.
Staff requests that the Commission recommend approval of the conceptual design
plans for the Atascadero Lake Park and Zoo Frontage Improvement Project.
FISCAL IMPACT:
The Lake Park Frontage Improvement Project is budgeted at $660,000 in
Redevelopment Agency funds.
