WELCOME TO THE ATASCADER0 PARKS AND RECREATION COMMISSION MEETING
The Parks and Recreation Commission meet in regular session on the third Thursday of each month at 7:00 p.m., in the
Atascadero City Hall, located at 6907 El Camino Real, Atascadero. The Parks and Recreation Commission consider
matters in the order of the printed Agenda.
Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on
file in the Community Services Department and are available for public inspection during City Hall Annex, 6907 El
Camino Real, during business hours at the Central Receptionist counter and on our website; www.atascadero.org. An
agenda packet is also available for public review at the Atascadero Library, 6850 Morro Road. All documents
submitted by the public during Parks and Recreation Commission meetings that are either read into the record or
referred to in their statement will be noted in the minutes and available for review in the Community Services
Department.
In compliance with the Americans with Disabilities Act, if you need special assistance to participate in a City
meeting or other services offered by this City, please contact the Community Services Department at (805) 461-
5000. Notification of at least 48 hours prior to the meeting or time when services are needed, will assist the City staff

Chairperson Sechrist called the meeting to order at 7:07 p.m. and Commissioner Hatch
led the Pledge of Allegiance.

COMMISSION ANNOUNCEMENTS AND REPORTS
Commissioner Butz spoke about the upcoming Coates for Kids event and encouraged
participation and donations.
Commissioner Dunn suggested checking with local elementary schools for donations
from their Lost and Found for the Coates for Kids event.
Commissioner Hatch extended her thanks to the City and staff for their support of the
Veteran's Memorial Project.

2. Memorial Object Placement Request — Tree Dedication at Atascadero
Lake Park Memorial Grove (Sibbach)
■ Fiscal Impact: None.
■ Recommendation: Commission recommend approval to the City
Council of a request by Gere Sibbach to dedicate a memorial tree to
be planted at Atascadero Lake Park Memorial Grove, Site #7, in
memory of Norman L. "Larry" Booth. [Community Services]
Community Services Director Brady Cherry pulled Item A — 1.
Commissioner Istenes asked that Item A — 2's recommendation be read into the record
out of respect for the person who passed.
MOTION: By Commissioner Dunn and seconded by Commissioner
Marks to approve Consent Item #A — 2.
Motion passed 6:0 by a roll -call vote.
Community Services Director Brady Cherry announced that, per the request of
Commissioner Istenes, the following sentence be added to A — 1, on page 5, Item C,
under Commissioner comments:
"Acting Public Works Director Geoff English indicated that the cost of the doggy
bags around the lake is presently running in excess of $2,000 year."
And, in addition, the following sentence be added to page 6, under Item C:
"Mr. English mentioned staff is looking into the option of creating a dispenser and
asking the public to donate plastic grocery bags to stock it."

Commissioner Marks asked that on Item A-1, page 3, under Public Comment, "resident"
be added following Christina LaFevre's name. She also asked that on page 4, under
Christina LaFevre's Public Comment, "By Atascadero High School Students" be added
after the word was.
A discussion about minutes and the approval process ensued.
MOTION: By Commissioner Dunn and seconded by Commissioner
Marks to approve Consent Item #A — 1 with the addition of the
sentences, "Acting Public Works Director Geoff English
indicated that the cost of the doggy bags around the lake is
presently running in excess of $2,000 year" and "Mr. English
mentioned staff is looking into the option of creating a
dispenser and asking the public to donate plastic grocery
bags to stock it." Also, with the addition of the words "By
Atascadero High School Students."
Motion passed 6:0 by a roll -call vote.
B. MANAGEMENT REPORTS:
1. Charles Paddock Zoo Front Entrance and Restroom Imarovement
Proiect
■ Fiscal Impact: Restroom replacement $263,000 and Zoo front
entrance $500,000 of budgeted Redevelopment Agency Funds.
■ Recommendation: Commission review the staff report and approve
the new restroom location in the Charles Paddock Zoo. [Community
Services]
Commissioner Istenes abstained and excused herself to sit in the audience.
Community Services Director Brady Cherry announced that Zoo Director Alan Baker
would be giving the report.
Zoo Director Alan Baker gave the report and answered questions of the Commission.
PUBLIC COMMENT
Jonalee Istenes, resident who lives near the zoo, expressed appreciation for the efforts
to "Go Green" in the design. She recommended moving the doors in final design away
from seated people in the giftshop/snack area. She also said she spoke to the Lakeside
Christian Church and the pastor is willing to propose an option to use their parking lot so
Park and Ride wouldn't be needed.
Chairperson Sechrist closed the Public Comment Period.

Acting Public Works Director Geoff English spoke about approved funding for frontage
improvements to the Atascadero Lake Park and answered questions of the
Commission.
PUBLIC COMMENT
Jonalee Istenes inquired about what happens to the plaques after they are removed.
Chairperson Sechrist closed the Public Comment Period.
A discussion ensued about options for donor plaques that are no longer being
displayed.
Commissioner Hatch commented that, for the record, the Veteran's Memorial should not
be referred to as a "war memorial." She elaborated on the lighting surrounding the
memorial.
Commissioner Marks expressed appreciation for the educational components of the
plan.
MOTION: By Commissioner Dunn and seconded by Vice Chairperson
Butz to approve the new restroom location in the Charles
Paddock Zoo.
Motion passed 5:0 by a roll -call vote. (Istenes abstained)
Commissioner Istenes rejoined the Commission.
MOTION: By Commissioner Dunn and seconded by Vice Chairperson
Butz to place on a future agenda that the Parks and Recreation
Commission discuss the possibility of what to do with donor
plaques that are no longer displayed or used due to the fact
that what they were used for displaying is no longer viable.
Motion passed 6:0 by a roll -call vote.
2. Turf Reduction Proposal for Atascadero Parks
■ Fiscal Impact: Minor fiscal impacts related to staff time for necessary
irrigation modifications.
■ Recommendation: Commission recommend approval of the removal
of approximately 25,300 square feet of turf from various Atascadero
City -operated parks to accommodate for additional turf installed in the
"Great Lawn" area of Atascadero Lake Park. [Community Services]
Commissioner Istenes abstained and excused herself to sit in the audience.

PUBLIC COMMENT
Jonalee Istenes, lives near the lake park, asked the Commission to re -seed removal
areas as natural grassland at Paloma Park and to have a path identified. She also
mentioned that ANTA is looking for receiver sites and is already working out by
equestrian arena.
Chairperson Sechrist closed the Public Comment Period.
Acting Public Works Director Geoff English addressed questions about Paloma Creek
Park and tree planting and answered questions of the Commission.
A discussion ensued amongst Commissioners.
MOTION: By Commissioner Dunn to approve the park turf reduction in the
proposed areas with the exception of not removing #5, the small
lawn near the dock area of 1200 sq. ft. but removing #6, the Ranger
House Lawn which is 1500 sq. ft. for a net gain of 300 sq. ft.
A discussion ensued amongst Commissioners.
Commissioner Istenes rejoined the Commission.
MOTION: By Commissioner Dunn to approve the park turf reduction areas
with not removing #5, and instead removing #6 last.
MOTION: By Commissioner Dunn and seconded by Commissioner
Marks to approve the park turf reduction in areas #9, #11 and
#15 which is just the Paloma Creek Park and the Fire Station.
Motion passed 6:0 by a roll -call vote.
MOTION: By Commissioner Dunn and seconded by Commissioner
Marks to also approve the park turf reduction for #3, the upper
bandstand area, but not remove #5, the small lawn near the
dock area and in place of that gain 300 sq. ft. by removing the
Ranger House Lawn.
Motion passed 5.0 by a roll -call vote. (Istenes abstained)
3. Atascadero Creek Trail and Restoration Project

the Commission.
MOTION: By Commissioner Vice Chairperson Butz and seconded by
Commissioner Marks to hold the Annual Holiday Special
Commission Meeting on December 18th, 2008.
Motion passed 5:0 by a roll -call vote. (Istenes abstained)

1. Atascadero Youth Task Force — 11/02/08 at 7:15 a.m., Community Link.
Community Services Director Brady said the Atascadero Youth Task force will meet the
first Tuesday in December and are moving the meeting location to the Atascadero High
School.

upcoming Santa Rosa Bridge ribbon cutting.

SPECIAL HOLIDAY MEETING: 6:00 P.M.
Vice Chairperson Butz called the meeting to order at 6:12 p.m. and led the Pledge of
Allegiance.

Community Services Director Brady Cherry announced that Youth Representative
Mathew O'Connell would not be in attendance and will be sworn in at the January 2009
meeting instead.
City Clerk Marcia McClure Torgerson administered the Oath of Office to newly
appointed Commissioners Susan Greenaway and Tom Zirk and Commissioner Ann
Hatch.

COMMISSION ANNOUNCEMENTS AND REPORTS:
Vice Chairperson Butz commented on the Coates for Kids event in which she
participated.
Commissioner Hatch thanked and complimented Vice Chairperson Butz for all of her
efforts with Coates for Kids.
Marcia McClure Torgerson commented on how impressed she was with the
organization at the Coates for Kids event.
Council Member Kelley announced that he is looking forward to working with the Parks
and Recreation Commission and encouraged everyone to feel free to contact him.
Introductions of all in attendance were made.

Community Services Director Brady Cherry showed a power point presentation to the
Commission regarding the Department's 2008 events, programs, accomplishments and
answered questions of the Commission.

Staff Report — Community Services Department
Eagle Scout Project
Atascadero Lake Fish Habitat Project
RECOMMENDATION:
Commission recommend approval of the proposed project by Boy Scout Christian
Alessi to provide additional fish habitat in Atascadero Lake.
DISCUSSION:
Background: Eagle Scout candidate Christian Allesi has requested permission to
install additional fish habitat in the form of rock mounds and bundled brush piles in
Atascadero Lake. Christian Allesi will make a brief presentation about this project and
request comments from the Parks and Recreation Commission.
This project is supported by the State of California Fish and Game Department as well
as by City Staff. Upon approval and prior to installation of the fish habitat, appropriate
permits will be acquired from the City of Atascadero Community Services and Public
Works Departments.
Conclusion: Staff recommends that the Parks and Recreation Commission Parks
recommend approval of a proposed project to provide additional fish habitat in
Atascadero Lake.
FISCAL IMPACT:
All costs related to this project will be covered through donations solicited by Eagle
Scout candidate, Christian Allesi.

Staff Report — Community Services Department
Colony Park Community Center
Status Report
RECOMMENDATION:
Commission review Colony Park Community Center status report, receive and file.
DISCUSSION:
Background: The Colony Park Community Center (CPCC) opened in December 2007.
The facility has now been open for one year. Staff would like to report on the Center's
program of activities and the public's use of the facility to date.
Programming: One of the most important elements of the new Community Center is the
level of service for programs and activities. Many of the City's programs formerly
located at the Pavilion have moved over to the new building, and many new activities
have been added. Fees paid to the School District for use of their facilities have been
greatly reduced.
The CPCC hours of operation when school is in session are: Monday through Friday,
3:OOpm to 8:OOpm, Saturday 1:OOpm to 6:OOpm, and closed Sunday. The Cafe,
operated by the concessionaire, is open Monday — Friday 8:00am to 8:OOpm and
Saturday 11:00am to 9:OOpm. The Cafe is also closed on Sundays. The Community
Center hours are adjusted for holidays and when school is not in session.
The Teen Center is a major component of the Community Center. This area includes
the game room, which is open on a drop-in basis. Some of the activities include: video
games, ping pong, pool table, air hockey, foosball, movies, TV, etc. The area is
adjacent to the Cafe, which is off to a good start with LeBoeuf's BBQ, our new
concessionaire. The Teen Center serves kids from the 7th through the 121h grades. As
of December, there were 841 teens that became members of the Teen Center, and the
kids made 9,428 visits to the Teen Center since it opened. This does not include kids
who visit the gym, for drop-in basketball, for example.

A Teen Center membership costs $10 for a year and the memberships have brought in
$8,020 to date. No teen is turned away due to inability to pay for a membership. The
Teen Center tends to average between 20-30 youth per day, with over 90 teens on the
single highest day. Male members outnumber female by a ratio of 66% to 34%.
The supervised Homework Lab re -opened on September 5t", 2008, and is available
Monday through Thursday from 3:00-5:OOpm, for kids who would like help with their
homework or a quite space to do schoolwork. The Lab is free and has twelve (12)
laptop computers available that are connected to a printer.
The CPCC is open later in the evening for special events and activities such as teen
dances or concerts, which occur on a periodic basis.
The CPCC houses many other activities such as youth and adult sports. The facility
offers adult leagues as well as drop-in activities. These activities have generated over
300 unduplicated participants since opening. Additionally, the Center is home to "Start
Smart", a developmental sports program for preschoolers 3-5 years old.
Another area of programming includes special interest classes. Some of these classes
include: yoga, karate, dance, gymnastics, art, language, sports, piano and more. Over
1,000 individuals have enrolled in classes and similar activities at the Center since
December. These classes are conducted on a contract basis; the gross revenue is split
with the independent contract instructors.
The CPCC is available for rental activities, and has generated over $8,304 to date.
Previous rentals have included North County Christian home basketball games, the
Youth Task Force, dances, concerts, library events and various meetings. No alcohol is
allowed in the facility. LeBoeuf's Cafe is available to cater events at the facility.
Under the direction of Recreation Supervisor Jennifer Fanning, the facility part-time staff
supervises the front counter and game room and is responsible for general facility
welfare. Other staff and contract instructors are assigned based upon the scheduling of
new or existing programming for the facility, and they supplement the Supervisor/Center
Director and part-time staff. Sandy Scott, of Public Works, oversees the facility

Facility Policies, Procedures and Standards of Operation:
Staff has implemented specific facility use policies and standards of operations. Thus
far, these policies have served the City well in daily operations.
Annual costs of operating the Colony Park Community Center are approximately
$400,000. The Colony Park Community Center operations are currently under budget.
Moreover, the facility is meeting the community's long-standing need to have for a
special place for teens and recreational facilities for the larger community.
