WELCOME TO THE ATASCADER0 PARKS AND RECREATION COMMISSION MEETING
The Parks and Recreation Commission meet in regular session on the third Thursday of each month at 7:00 p.m., in the
Atascadero City Hall, located at 6907 El Camino Real, Atascadero. The Parks and Recreation Commission consider
matters in the order of the printed Agenda.
Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on
file in the Community Services Department and are available for public inspection during City Hall Annex, 6907 El
Camino Real, during business hours at the Central Receptionist counter and on our website; www.atascadero.org. An
agenda packet is also available for public review at the Atascadero Library, 6850 Morro Road. All documents
submitted by the public during Parks and Recreation Commission meetings that are either read into the record or
referred to in their statement will be noted in the minutes and available for review in the Community Services
Department.
In compliance with the Americans with Disabilities Act, if you need special assistance to participate in a City
meeting or other services offered by this City, please contact the Community Services Department at (805) 461-
5000. Notification of at least 48 hours prior to the meeting or time when services are needed, will assist the City staff

Chairperson Sechrist called the meeting to order at 7:05 p.m. and Commissioner Dunn
led the Pledge of Allegiance.

COMMUNITY FORUM
Jonalee Istenes, resident, asked that staff provide an update of the RCD Project.
Chairperson Sechrist closed the Community Forum Period.
Community Services Director Brady Cherry stated that, per the request of the
Commission, staff would provide a status update on the RCD Project at the next
meeting.

COMMISSION ANNOUNCEMENTS AND REPORTS:
Commissioner Hatch thanked City staff and the community of Atascadero for supporting
the upcoming dedication ceremony of the Veteran's Memorial on November 8t", at
10:00 a.m.

B. PUBLIC HEARING:
1. Banning or Restricting Smoking in the City's Outdoor Recreation
Areas, Parks and the Charles Paddock Zoo
■ Fiscal Impact: None.
■ Recommendation: Commission gather public input to aide in the
development of policy options and recommendations by the sub-
committee regarding smoking in City outdoor recreation areas, parks
and the zoo.
Chairperson Sechrist gave an overview of the item and an update on the
Commission's Sub -Committee and their progress.

Al Fonzi, resident, suggested that if the Commission does anything, that they limit the
smoking ban to the area between the Pavilion on the Lake and the playground,
including the playground itself and gazebo area to the drainage channel and the Zoo.
He stressed that currently the public is not engaged in this issue and suggested the
people who feel passionately about this issue go out and gather signatures.
Howard Marohn, resident, thinks we all have read for years about the dangers of
smoking and doesn't agree with having those dangers in the parks near children and
babies.
Christina LaFevre, Health Education Specialist with the San Luis Obispo County
Tobacco Control Program, spoke of the dangers of smoking and that government
intervention is warranted to protect the majority of the community's rights. She
circulated handouts. (Exhibits A, B and C)
Sally Joyce, Sessation Counselor for the San Luis Obispo County Tobacco Control
Program and member of the Tobacco Coalition, thinks that a ban will inspire people to
quit smoking.
Lara Slaughter, Emergency Department Nurse and community member, spoke of the
notion of the right to smoke in public places. She encouraged a full smoking ban.
Roberta Fonzi, resident, doesn't support smoking but noted that she has never
experienced a problem with smoke while visiting the local parks. She commented that
this issue is not being raised by Atascadero residents. Ms. Fonzi suggested involving
the public more and to really consider what enforcement of this ordinance would entail.
Kathleen Miller, resident of Atascadero since 1981, said she understands health issues
and doesn't smoke. She expressed concern about individual rights and thinks everyone
should be welcome at the parks.
Denise Crigo, resident and Atascadero High School student, supports non-smoking in
the parks because of the dangers in having animals or children ingest cigarette butts
that are left behind.
Margaret Crigo, resident, stated she doesn't feel a smoking ban is taking personal
liberties. In addition, she likes the idea of having disposal areas for cigarettes.
Chairperson Sechrist closed the Public Comment Period.
Commissioner Dunn is concerned that she and other Commissioners, whose terms will
be over at the end of the year, might not be able to vote on this issue. She expressed
discontent that the process is taking too long. Ms. Dunn said she thinks the
Commission should make the decision tonight to forward the issue on to the City
Council.
Community Services Director Brady Cherry stated that the pace is up to the
Commission's sub -committee and they will decide when the issue comes back to the full
Commission.
Commissioner Istenes stressed that we need to get the word out better to the public and
thinks the problems have more to do with liter than smoking.
Commissioner Hatch believes there are many more high priority issues right now that
the public is interested in. She suggested that the timing to hear and really consider this
issue may not be appropriate.
Commissioner Chacon stressed that input takes time and discouraged rushing through
the issue. He believes the Commission should give the community more of an
opportunity to participate and doesn't want to be accused of not listening.
Commissioner Marks hopes that the next staff report will contain an overview of entire
history of this proposal and summary of any other applicable "no smoking" zones that
would impact our parks. She likes the idea of having agendas for the public hearings
posted at parks. Ms. Marks would like to recognize Girl Scout Troop 30 and members
Carrie Velie, Shaylee Gunther and Claire Phillips who spent considerable effort picking
up cigarette butts.
Commissioner Dunn inquired what the current tally is for the smoking survey.
PUBLIC COMMENT
Christina LeFevre, resident, wanted to clarify that the first time this topic was brought to
the Commission was in April during the Public Comment period.
Chairperson Sechrist closed the Public Comment Period.
For the record, the stack of surveys submitted by Commissioner Hatch are not included
in this evening's totals.
Community Services Director Brady Cherry relayed what the current tally of surveys is.
The Commission discussed distribution options for the survey, the public process and
the purpose of the Commission's sub -committee.
PUBLIC COMMENT
Al Fonzi, resident and licensed hazardous materials specialist with the State of
California Office of Emergency Services, spoke about his experience with the process
of getting an issue before City Council.
Chairperson Sechrist closed the Public Comment Period.

1. Public Request to Restrict Dogs from Access to the Lawn Areas at
Atascadero Lake Park
■ Fiscal Impact: None.
■ Recommendation: Commission consider a request by Atascadero
resident, Howard Marohn, to restrict dogs from access to the lawn area
at Atascadero Lake Park and provide direction to staff regarding future
action, if any, regarding this matter. [Community Services]
Commissioner Istenes abstained from this item and dismissed herself to sit in the
audience.
Acting Public Works Director Geoff English gave the report and answered questions of
the Commission. Mr. English introduced Howard Marohn.
Howard Marohn, resident, elaborated on his request to restrict dogs at Atascadero Lake
Park and answered questions of the Commission.
PUBLIC COMMENT
Jonalee Istenes, resident, has seen improvement with people trying to clean up after
their dogs and inquired about the locations of the bag dispensers.
Roberta Fonzi, resident, commented that the majority of people who frequent the lake
park are responsible dog owners. She encouraged the Commission to consider the
placement of the bags at the park.
Al Fonzi, resident, suggested having the community service workers help with cleaning
up after irresponsible dog owners and suggested having more bags available.
Chairperson Sechrist closed the Public Comment Period.
Commissioner Dunn asked that for the record it be noted that Mr. Marohn is not asking
that dogs be banned from the park entirely, but to keep the dogs off the grass.
A discussion ensued amongst Commissioners about public education and options for
improvement.
Acting Public Works Director Geoff English said that staff will prepare an article to be
placed in the Atascadero Magazine encouraging responsible pet ownership in the parks
and will look into more signage and an education campaign.
D. COMMITTEE & LIAISON REPORTS:
1. Atascadero Youth Task Force — 11/04/08 at 7:15 a.m., Community Link.
Community Services Director Brady Cherry mentioned that the Atascadero Youth Task
Force has changed the meeting location and start time to 7:00 a.m., the first Tuesday of
every month, at the Colony Park Community Center, starting November 4th.

Commissioner Marks complimented staff on the Paloma Park Playground.
Commissioner Istenes spoke about the Groundwater Guardian's Clean -Up of the
Atascadero Creek beds and commented on the alarming number of cats in the creek.

Memorial Object Placement Request
Tree Dedication at Atascadero Lake Park Memorial Grove
RECOMMENDATION:
Commission recommend approval to the City Council of a request by Gere Sibbach to
dedicate a memorial tree to be planted at Atascadero Lake Park Memorial Grove, Site
#7, in memory of Norman L. "Larry " Booth.
DISCUSSION:
Background: Gere Sibbach submitted a request to plant a tree from family and friends
in memory of Norman L. "Larry" Booth in the Atascadero Lake Memorial Grove.
Analysis: The Policy on the Naming of Public Buildings, Parks and Other Public
Facilities includes a provision to be followed by staff for the recognition of individuals.
SECTION II, E.
"In addition to the naming of public facilities by using the criteria established
above, the City can provide for the recognition of individuals, either deceased or
living, by the placement of memorial objects (symbols); such as living trees,
public benches, rocks, memorial flagpoles, sculptures, etc., in public facilities.
The placement and identification of these recognition symbols will be at the
discretion of the Parks and Recreation Commission and the City Council on a
case-by-case basis.
The attached request complies with previously established policies for the recognition of
individuals at City park facilities and is consistent with the established plans for
Atascadero Lake Park.
Conclusion: Staff recommends approval to the City Council of a request by Gere
Sibbach to dedicate a memorial tree at Atascadero Lake Park Memorial Grove in
memory of Norman L. "Larry" Booth.

Staff Report — Community Services Department
Charles Paddock Zoo
Front Entrance and Restroom Improvement Project
RECOMMENDATION:
Commission review the staff report and approve the new restroom location in the
Charles Paddock Zoo.
DISCUSSION:
Background: The City Council has budgeted $263,000 for new restrooms for the
Charles Paddock Zoo and $500,000 for a new front entrance for the Charles Paddock
Zoo. Both areas are in need of replacement due to deterioration and inadequacy to
meet visitor demands at the Zoo. The single unisex restroom has become an
accreditation issue. The Zoo Master Plan design concept indicates the restrooms could
be located near the front entrance. However, after close consideration, it has been
determined that locating the new restrooms closer to their present location will be more
efficient and economical.
At the Commission meeting, Zoo Director, Alan Baker, will report on the Needs
Assessment (attached) and preliminary design work for the new restrooms and front
entrance. Staff intends to develop a final design plan to address these areas and start
work on the new restrooms shortly after the first of the year.
The Charles Paddock Zoo's front entrance and restrooms are very important, visible
functions at the Zoo. It is essential that they be modernized to meet current and future
needs. The Commission is asked to comment on these improvements and give
direction as may be appropriate.

Staff Report — Public Works Department
Turf Reduction Proposal for Atascadero Parks
RECOMMENDATION:
Commission recommend approval of the removal of approximately 25,300 square feet
of turf from various Atascadero City -operated parks to accommodate for additional turf
installed in the "Great Lawn" area of Atascadero Lake Park.
DISCUSSION:
Background: On October 17, 2008, the Atascadero City Council approved the following
staff recommendations:
1. Approve an amendment to the permit for the Atascadero Veterans Memorial
project to allow for landscaping modifications; and,
2. Authorize the expenditure of up to $35,000 of the previously allocated Lake Park
Frontage Improvement project funds for purposes of installing the Great Lawn at
Atascadero Lake Park; and,
3. Approve the reduction of approximately 22,000 square foot of low -use, non-
essential lawn area at other City maintained facilities and/or lowered
maintenance service levels in City Parks.
The Veteran's Memorial Committee approached the City Council with an offer to install
a portion of the "Great Lawn" area, so designated in the Atascadero Lake Park Master
Plan approved by Council on October 23, 2001. (Attachment A) The Veteran's
Memorial Committee offered to install approximately 7,500 square -feet of turf and
requested that the City Council allocate funds to complete the remainder of the "Great
Lawn", which is approximately 14,500 square -feet. (Attachment B)
The "Great Lawn" area, as proposed in the Lake Park Master Plan, was designed to be
a turf area of roughly one-half acre, intended to provide a visual draw to the Lake Park
from the intersection of Morro Road and Portola Road.
Analysis: Staff has requested that the installation of the "Great Lawn" be contingent
upon the approval of a corresponding turf -reduction / service level reduction project at
one or more City parks. The primary concern with the installation of additional turf was
the increased ongoing maintenance and operating costs. The Public Works
Department Parks Division is currently working at full capacity and is not in a position to
take on additional maintenance responsibilities without a corresponding decline in
service levels at another park location.
As a result, staff requested authorization to reduce a corresponding amount of turf
and/or service level reductions at other City -maintained facilities to off -set the increased
maintenance costs of the "Great Lawn." The City Council approved the request and
directed staff to prepare options for turf reduction to be reviewed by the Parks and
Recreation Commission.
Attachment C provides a list of locations for turf reduction proposed by City staff. The
proposed areas for turf removal are primarily low -use, non-essential turf areas. A
significant amount of the turf removal is proposed at Paloma Creek Park. Staff will
present slide photos of all of the area listed and is recommending that the following
areas be approved for turf removal:

Recommendation: The total area recommended for removal exceeds the amount of
turf installed at the "Great Lawn" area by approximately 3,000 square feet. The areas
recommended for removal generally receive a lower level of maintenance than the
anticipated service level of the newly installed turf at the "Great Lawn", and as such,
require less staff time. As a result we recommend a slightly higher amount of turf
removal to compensate for this staff time requirement discrepancy. Staff requests that
that the Commission recommend approval of the removal of approximately 25,300
square feet of turf in various Atascadero City -operated parks to accommodate for
additional turf installed in the "Great Lawn" area of Atascadero Lake.

Atascadero Creek Trail and Restoration Project
RECOMMENDATION:
Commission receive and file.
DISCUSSION:
Background: The Upper Salinas -Las Tables Resource Conservation District (RCD) was
awarded an $833,868.00 grant from the Resource Agency of the State of California in
2003 for the design and construction of the Atascadero Creek Trail and Restoration
Project (Project). The Project is funded through Proposition 40 - River Parkways Grant
Projects (Grant).
A portion of the trail and restoration work was completed by the District along
Atascadero Creek between Portola Road and San Gabriel Road and at Atascadero
Lake Park (Reach Two). The portion of Reach #2 is not completed inside the Caltrans
right-of-way due to issues Caltrans had with the design. The RCD and Caltrans say
these issues have been resolved.
Reach #2 of the Project is for trail construction and restoration work along Atascadero
Creek from EI Camino Real east toward the Salinas River. This work has not been
completely designed, nor is the public process and design components fully funded.
The City has received a request from the RCD to take over the Grant and complete the
Project. The reason the RCD gave for this request is "serious financial issues with the
way that the Resources Agency administered the Grant". The City Council directed staff
to accept the Grant for the Atascadero Creek Trail and Restoration Project on February
12, 2008. The remaining budget is $417,000.00. $200,000 in additional funds have
been identified by the former City Engineer to complete the design process. If these
funds are not budgeted in the next City budget process, it will be very difficult to
complete the project as originally planned.

Analysis: The Public Works staff met with the Grants Administrator for the Resources
Agency of the State of California and developed the following schedule for the project:
August 12, 2008; City Council — Resolution Accepting Grant
September 2008; City to receive authorization on Grant from the State
Fall -Winter 2008-09; Revise plans for Reach # 2. Obtain permit from Caltrans
Spring 2009; City Council approves budget and final design plan for Reach
One
Summer 2009; Complete construction of Reach #2
Summer 2009; Public Process on Reach #1
Winter 2010; Design Reach #1
Summer 2010; Construct Reach #1
Fall 2010; Complete project
May 1, 2011; Funding expires
Conclusion: The Project can be completed in the revised timeline, but approximately
$200,000 in additional funding from another source will be needed. The additional funds
must be identified and be programmed in the upcoming budget process. Based on this,
the Council approved the Resolution and Grant Amendment.
FISCAL IMPACT:
The remaining balance of the Grant is as follows:
$ 35,600.00 Design and right-of-way
$ 374,700.00 Construction
$ 8,200.00 Contingency
$ 418,500.00
The design and right-of-way portion of the Grant will to be insufficient to complete the
redesign of Reach #1 and design and right-of-way of Reach #2. The public process,
design, right-of-way and construction of this project could cost the City an estimated
additional $200,000.00. Ongoing trail maintenance funds are also not budgeted for the
project.

It is recommended that the City use the Grant funds to complete Reach #2 first. At the
same time Staff will begin to calculate additional funding needed to complete Reach #1.
Based on this information, Staff will request funding needed to complete the Atascadero
Creek Trail and Restoration Project in a 2009-2011 Atascadero City Budget request
process.

Annual Holiday Special Meeting
(December 2008)
RECOMMENDATION:
Commission consider holding the Annual Holiday Special Commission Meeting on
December 18th, 2008.
DISCUSSION:
Background: For the past several years, the Parks and Recreation Commission has
traditionally held a holiday potluck meeting in December. It is typically a light month for
business items, and gives the Commission a chance to "look back" on the year's
milestones and accomplishments. This year, the only potential business item is the
proposed ban on smoking in outdoor recreation areas. However, the Commission sub-
committee has not met, and staff is uncertain if the item will be ready for Commission
action. Unless the sub -committee has a chance to meet in early December, and
formulate its report and policy options prior to the Commission packet agenda deadline
of December 10th 2008, the traditional holiday meeting appears to be the best option.
Commissioner Chacon, the sub -committee Chairman, is out of state until after the
Thanksgiving holiday. Unless the sub -committee feels it can be ready to present its
report to the Commission in December, it is recommended that the sub -committee
continue its work until such time as recommendations are formulated. The sub-
committee can remain intact regardless of any changes to the Parks and Recreation
Commission after the first of the year. The sub -committee can then appear before the
reconstituted Commission as a whole, with its' complete report, research, and policy
options.
Staff requests that the Commission provide direction on how to schedule and notice the
December meeting this year, either as a regular meeting or the traditional December
holiday meeting and potluck.
