awards to the winners of the Facility Naming contest for Colony Park

WELCOME TO THE ATASCADERO PARKS AND RECREATION COMMISSION MEETING
The Parks and Recreation Commission meet in regular session on the third Thursday of each month at 7:00 p.m., in the
Atascadero City Hall, located at 6907 El Camino Real, Atascadero. The Parks and Recreation Commission consider
matters in the order of the printed Agenda.
Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on
file in the Community Services Department and are available for public inspection during City Hall Annex, 6907 El
Camino Real, during business hours at the Central Receptionist counter and on our website; www.atascadero.org. An
agenda packet is also available for public review at the Atascadero Library, 6850 Morro Road. All documents
submitted by the public during Parks and Recreation Commission meetings that are either read into the record or
referred to in their statement will be noted in the minutes and available for review in the Community Services
Department.

meeting or other services offered by this City, please contact the Community Services Department at (805) 461-

Chairperson Sechrist called the meeting to order at 7:07 p.m. and Commissioner
Mathews led the Pledge of Allegiance.

COMMISSION/ YOUTH REPRESENTATIVE ANNOUNCEMENTS AND REPORTS:
Commissioner Istenes suggested placing an item on the next agenda to address the
issue of reactivating the Trails Committee and working on a Trails Master Plan. Issues
to consider would include a Safe Routes to School grant, adoption of the County's
Parks and Recreation trails element into Atascadero's General Plan, a public
awareness campaign to deal with keeping the bike lanes clear of trash receptacles, and
safe access to parks, especially a signalized crosswalk at Paloma Park.
Chairperson Sechrist recommended that the agenda item on a Trails Master Plan
should include a discussion regarding prioritizing the city's current master plans.
There was Commission consensus to place an item regarding a Trails Master
Plan on the next agenda.
Vice Chairperson Jack announced that he and Commissioner Mathews attended the
joint Council/Commission session and received tentative approval to form a finance
committee to explore funding opportunities.
Chairperson Sechrist announced that Commissioner Engstrom has resigned his
position on the Parks and Recreation commission.
Community Services Director Brady Cherry stated that Council Member O'Malley would
appoint a replacement for Commissioner Engstrom.

Deputy Community Development Director Steve McHarris gave the staff report and
answered questions of the Commission.

2. Methods Used by Public Aaencies to Fund Parks. Oaen Space. Trails
and Recreation Facilities.

• Recommendation: Commission discuss and recommend preferred
funding methods. [Community Services]
Community Services Director Brady Cherry gave the staff report and with Administrative
Services Director Rachelle Rickard answered questions of the Commission.
Commissioner Istenes remarked on the disparity between today's market values and
tree mitigation and grading fees.
Vice Chairperson Jack spoke about the formation of a finance sub -committee that would
assist in evaluating funding methods and make recommendations on how to proceed.
Chairperson Sechrist stated the sub -committee should focus on educating the public
regarding funding issues for maintenance of parks.
There was Commission consensus to discuss the formation of a finance sub-
committee at the next Parks and Recreation Commission meeting.

Chairperson Sechrist recessed the meeting at 9:28 p.m.
Chairperson Sechrist called the hearing back to order at 9:37 p.m.
There was further Commission discussion regarding the proposed finance sub-
committee.
Commissioners Jack, Sechrist and Istenes volunteered for appointment to the proposed
finance sub -committee.
3. Request to Send Correspondence to County Parks
■ Fiscal Impact: None.
■ Recommendation: Commission approve request to send
correspondence to County Parks. [Commissioner Marks]

Community Services Director Brady Cherry gave the staff report.
Commissioner Marks spoke about the letter she had composed.

MOTION: By Vice Chairperson Jack and seconded by Commissioner
Mathews to send the letter as drafted.

4. Arts in Public Places Policy Revision
• Fiscal Impact: None at this time.
■ Recommendation: Staff recommends asking City Council for
permission to revise and update the Arts in Public Places Policy.

Community Services Director Brady Cherry gave a brief report.
Vice Chairperson Jack discussed the reasons for his request to update the policy.
PUBLIC COMMENT — None
MOTION: By Vice Chairperson Jack and seconded by Commissioner
Marks request permission from the City Council to review the
Arts in Public Places Policy and make recommendations to
update the policy and form a permanent Atascadero Public
Arts Committee.
Motion passed 5:0 by a roll -call vote.
5. Stadium Park Planning Process Update
■ Fiscal Impact: None.
• Recommendation: Commission review the planning process to date
and provide direction to staff. [Community Services]
Community Services Director Brady Cherry gave the staff report and answered
questions of the Commission.
Chairperson Sechrist suggested installing permanent restrooms near the entrance to
the park as there are no restroom facilities near the park or downtown and the park is
used on a daily basis.
Commissioner Mathews explained that he would like to see the park remain a beautiful
natural setting that would be used as it is.

There was Commission consensus to place the issue of restrooms within the
downtown area on a future agenda.

3. Vice Chairperson Jack suggested that the winners of the Colony Park
naming contest should be recognized at the next Commission meeting.
Director Cherry will contact the winners and invite them to the next
meeting.

Chairperson Sechrist called the meeting to order at 7:07 p.m. and Commissioner
Mathews led the Pledge of Allegiance.

OATHS OF OFFICE:
1. Administration of Oaths of Office — Newly appointed Commissioners Daniel
Chacon and Ann Hatch will be sworn in by Deputy City Clerk, Grace Pucci.

Deputy City Clerk Grace Pucci administered the Oaths of Office to Commissioners
Chacon and Hatch.
COMMUNITY FORUM:
Eric Greening welcomed the two new commissioners and thanked outgoing
Commissioner Sandy Jack for his service and continued support. Mr. Greening
announced that next Wednesday the U.C. Cooperative Extension will present an
educational conference on upper Salinas water shed issues regarding trees and fish.
He also asked that the issue of Ernie Del Rio's request to abandon a trail be placed on
a future Parks and Recreation Commission agenda so that all sides could be presented.
Sandy Jack stated he hoped to attend many future Parks and Recreation Commission
meetings and would be available to assist the Commission in any way needed. He
urged the Commission to take on an update of the Arts in Public Places policy as soon
as possible.
Chairperson Sechrist closed the Community Forum period.

MOTION: By Commissioner Butz and seconded by Commissioner Marks
to approve the agenda.
Motion passed 7:0 by a roll -call vote.
Chairperson Sechrist stated he would miss outgoing Commissioner Jack's presence on
the Board and hoped to see him involved and at future meetings.
PARKS AND RECREATION COMMISSION REORGANIZATION:
1. Commission Appointment of Vice -Chairperson — Nominations from the
Commission.
MOTION: By Commissioner Marks and seconded by Commissioner
Mathews to nominate Commissioner Butz to the position of
Vice -Chairperson of the Parks and Recreation Commission.

Commissioner Butz said that Commissioner Jack was a real stimulus for getting a lot of
things going, and because he is still serving on the Planning Commission she hoped he
would keep the Parks and Recreation Commission posted on city issues.
Commissioner Mathews thanked outgoing Commissioner Sandy Jack for the great job
he did on the Commission, and stated he was a good example of individual service to
the community.
Commissioner Istenes requested staff clarify the location of Boulder Creek on city
maps.
Vice Chairperson Butz made several announcements: 1) the Chamber of Commerce
Tuesday night barbecues at the Lake Park have begun and a calendar of hosting
organizations was distributed, 2) the Atascadero Wine Festival Dinner will be held
tomorrow night at the Lake Pavilion, and wine tasting will be this Saturday from 11:30 to
4:00 p.m. at the Lake Park, and 3) "Four Seasons Cooking with Friends" will be held on
July 22nd at the Idlers Paso Robles store, money raised will go to victims of domestic
violence through the Women's Shelter.
Commissioner Istenes indicated she is interested in touring the Paloma Creek Park
arena area, the Home Depot equestrian arena and Heilmann Park in the future. She
referred to an article in the Tribune lamenting the lack of opportunities given to children
for hiking, walking, fishing, beach play and gardening and commented that Atascadero
lacks hiking opportunities. Commissioner Istenes expressed concern regarding the
legal roadblock the Resource Conservation District has hit with Cal Trans regarding trail
intersections where traffic lights are located and suggested staff prepare a report to the
Commission regarding this issue. She also asked staff to follow up on a call she had
placed to the City Attorney regarding the limits placed on her ability to vote on issues
before the Commission.
Deputy Public Works Director Geoff English responded to Commissioner Istenes
requests.
Commissioner Hatch asked for clarification on her voting limitations due to her
involvement with the Veteran's Memorial Park.
Commissioner Marks thanked staff for the tour of park facilities and stated it was very
informative.
Commissioner Mathews also thanked staff for the tour, and commended the parks crew
for their effectiveness despite their limited numbers.
Commissioner Hatch requested that the issue of the Highway 41 purchase be placed on
a future agenda as she has concerns regarding potential financial impacts to the city
and safe access at the trail head.

B. MANAGEMENT REPORTS:
1. Native Tree Mapping and Inventory Project Final Report Presentation
■ Fiscal Impact: None.
■ Recommendation: Informational item only. [Community Development]
Community Development Director Warren Frace gave the presentation and answered
questions of the Commission. Director Frace stated a meeting is planned in mid-July to
discuss the next phases of implementation, and he encouraged Commissioners to email
him with any concepts or ideas they may have.
PUBLIC COMMENT
Sandy Jack stated he has been trying to regenerate oak seedlings on his property for
many years, and this year there has been a dramatic increase in the blue oak seedlings.
He encouraged development of an incentive program for property owners with adequate
space to care for seedlings so they can become saplings.
Eric Greening stated this report was an excellent investment of tree mitigation money,
and suggested the next step should be a dialog with the Fire Department regarding
vegetation clearance for fire protection. He commented that there should be a change to
the mitigation formulas under the tree ordinance as the smaller younger trees now get
less mitigation, and value should be placed on years of growth for younger trees. Mr.
Greening stated the Commission should be part of community workshops giving out
information on this inventory and suggested open community dialogs based on habitat
needs to find community consensus.

Barbara Combs questioned how the 2 million trees in 30 square miles compares to
other areas in the county, whether sudden oak disease is a problem here, and
suggested sharing this information with the Chamber of Commerce as it is a good asset
for tourism.
Director Frace answered Ms. Combs' questions.
Chairperson Sechrist closed the Public Comment period.
Commissioner Mathews stated that ANTA puts out a "Save our Seedlings" brochure to
give homeowners information on how and why they should protect their oak seedlings
when doing weed abatement. He commented that the native oak genetic stock in
nurseries has resistance to diseases and pests, and spoke of a past ANTA project that
had a native tree nursery at the High School and suggested it could be a project to raise
funds for the school and inform the public.
Commissioner Hatch suggested a good senior project for Cal Poly would be the
creation of an incentive program to encourage saving the seedlings.
Commissioner Butz commented on the importance of educating elementary age
children on tree issues and suggested a booth at the Children's Day in the Park with
small trees available for children to take home.
Student Representative Buck -Moyer stated that if the Commission were interested in
partnering with the High School in a tree program, to let her know so she can get it jump
started for next year.
There was Commission consensus for Ms. Buck -Moyer get information about
what the ANTA program was, why it failed in the past and who would be available
to do a similar program at this time, and that it be placed on a future agenda.
2. Placement of Paddle Wheeler Boat in Atascadero Lake
■ Fiscal Impact: None.
■ Recommendation: Commission review and discuss a request by Lloyd
Reeves, the Atascadero Lake Boat Rental Concessionaire, to place a
replica Paddle Wheeler on Atascadero Lake. [Community Services
Deputy Public Works Director Geoff English explained the purpose of this item and
stated that he would be making a list of Commission comments and concerns so that all
issues could be investigated and discussed prior to staff coming forward with a
recommendation on this proposal.
Lloyd Reeves presented his proposal to the Commission and answered their questions.

Commissioner Comments:
1. The neighborhood / community should be involved in the decision making
process.
2. Issues to be considered include, docking, refueling, noise, hours of operation,
vandalism/security, safety, conflict with other activities at the lake, water quality /
environmental concerns, scale of proposed project, and city liability.
3. Commission would like to see the list of issues raised when a submarine request
was proposed in the past.
4. Broad public notice should be given of any future meetings concerning this
request, particularly to the lake residents.
PUBLIC COMMENT
Eric Greening stated he believed the city should not set a precedent of breaking the
ordinance relative to horse power and motor craft in the lake. His concerns included
aquatic type motors that tend to leak unburned fuel into the water, scale of the project,
and that this request does not come back until there has been a meeting at which all
neighbors as well as the stakeholders who participated in the creation of the Lake Park
Master Plan are in attendance and all issues hashed out.
Barbara Combs, Lake View Drive resident, stated her concerns with this proposal
including, lack of sufficient notification time for lake residents to have a meeting, the
Holiday Walk, which is an alcohol free event and she would not like to encourage a
party boat with alcohol on the lake during that event, hearing the same type of music all
the time, and carrying of voices over the lake especially if alcohol is served on the boat.
Chairperson Sechrist closed the Public Comment period.
Student Representative Carden suggested that before any meeting is organized for the
neighborhood, Mr. Reeves should outline what would be on the boat.
Mr. Reeves stated that no alcohol would be served on the boat; the only exception
would be if a non profit organization rented the boat and served wine.
Chairperson Sechrist recessed the hearing at 9:40 p.m.

3. Memorial Object Placement Request, Tree Dedication at Atascadero
Lake Park

Deputy Public Works Director Geoff English gave the staff report and answered
questions of the Commission.
Commissioner suggestions for student projects:
1. Look at the feasibility of developing Stadium Park into something that would work
within the environmental and historical aspects of the area with presentations on
the park, trees, wildlife, etc.
2. Art in the park especially in the design of park equipment.
3. Improvements to street frontage along Highway 41 in front of the Atascadero
Zoo.
PUBLIC COMMENT
Eric Greening stated the idea of doing things artfully is a good one and commented that
the County Arts Council's Arts in Public Places Committee and the art department at
Cal Poly could be tapped for suggestions. He questioned whether the Atascadero
Creek fish barrier removal at Curbaril would mean removal of the pedestrian and bicycle
crossing.
Deputy Director English stated the pedestrian crossing would remain.
Chairperson Sechrist closed the Public Comment period.

E. STAFF COMMENTS/ ANNOUNCEMENTS:
Commissioner Marks stated several months ago she received complaints regarding the
interaction between golfers and walkers in Heilmann Park and had drafted a letter with
the Commission's agreement to the County Parks Commission asking that this problem
be addressed. She stated the response from Ernie Del Rio of the County Parks
Department was not encouraging.
Deputy Director English stated he could approach Mr. Del Rio to look at options for
connecting the Jim Green and de Anza trails with Heilmann Park and actually walk the
area with him.
Commissioner Mathews explained that the letter sent by this Commission did not get to
the County Commission; it went to staff then came up as a topic for the County Trails
Committee. The County refers to the area in question as "hole 13", that it is part of the
golf course and as such is their property, therefore, when a trail runs through it people
are trespassing and that increases the county's liability. He suggested exploring the
option of rerouting the trail.
There was further Commission discussion and it was decided that Deputy Director
English would make an appointment for Commissioners Marks, Mathews, Istenes and
himself to meet with Mr. Del Rio.
PUBLIC COMMENT
Eric Greening suggested inviting Mr. Del Rio here to a noticed public hearing so all
would have the opportunity to discuss this. He stated he was disturbed that a letter
addressed to the County Parks and Recreation Commission did reach them.

Additional Memorial Tree Receiver Sites
(Memorial Grove on Lakeview Drive)
RECOMMENDATION:
Commission recommend approval to the City Council, of seventeen (17) additional
receiver sites for the placement of Memorial Trees at the Memorial Grove located on
Lakeview Drive.
DISCUSSION:
Background: City of Atascadero policy allows for the placement of memorial objects
under certain conditions. Periodically, the residents of Atascadero request approval to
plant trees in memory of deceased friends or family members. The Policy on the
Naming of Public Buildings, Parks and Other Public Facilities includes a provision to be
followed by staff for the recognition of individuals.
SECTION II, E.
"In addition to the naming of public facilities by using the criteria established
above, the City can provide for the recognition of individuals, either deceased or
living, by the placement of memorial objects (symbols); such as living trees,
public benches, rocks, memorial flagpoles, sculptures, etc., in public facilities.
The placement and identification of these recognition symbols will be at the
discretion of the Parks and Recreation Commission and the City Council on a
case-by-case basis.
Analysis: The individual requesting the placement of a living tree, or other memorial
object, initiates the request by submitting a written request to City staff. After payment
is received, the requesting party must supply the specific species of tree that is required
for the particular location, minimum of 15 gallon size (see Attachment #1), tree ties and
two log pole stakes. City staff has already set-up locations with water supply, and will
plant the purchased tree for requesting party.
Conclusion: Staff requests that the Parks and Recreation Commission recommend
approval to the City Council of seventeen proposed receiver sites for the planting of
Memorial Trees at the Memorial Grove on Lakeview Drive.
FISCAL IMPACT:
None. All related costs to the installation of Memorial trees are covered by the
requesting family.

Thank you for your interest in the Atascadero Lake Park Memorial Tree Dedication Program
located on Lake View Drive in the Memorial Grove, directly across from Atascadero Lake. Below
you will find the cost associated with purchasing and planting a Memorial Tree, a description of the
cast metal plaque placed at the tree, approved tree locations, approved site specific trees and the
agreement/policies. For more information please contact Jennifer Fanning at 461-5000, ext.

Cost
a. The total cost for the installation of a Memorial Tree and plaque is $400.
b. Trees are to be supplied by the requesting party at the requesting party's cost
and can be purchased at a local nursery.
i. Site specific tree type must be purchased
ii. Trees must be a minimum of 15 gallon in size
iii. Two log pole stakes and appropriate tree ties must be supplied
c. Memorial Tree locations will be reserved upon receipt of payment.

III. Memorial Plaque
a. Memorial Tree purchase includes the purchase and installation of a cast metal
plaque. This plaque will be secured at the base of the tree. The purchasing
individual or organization determines the name of the person or group that will be
inscribed on the plaque (see the attached Memorial Tree Plaque Form).
IV. Memorial Grove Tree Locations
a. The available tree locations are indicated on the enclosed map. Tree locations are
determined on a first-come, first-served basis. To secure a Memorial Grove tree site,
please submit an application along with a check, payable to the City of Atascadero,
to Attn: Jennifer Fanning, 6907 EI Camino Real, Atascadero, CA 93422.
V. Memorial Object Ownership and Replacement Agreement
a. Placement of Memorial
i. The placement of the proposed memorial object shall be at a location
previously approved by the Atascadero City Council. The sponsoring
organization or individual may select from a list of previously approved sites,
in coordination with the Atascadero Public Works Department.
b. Installation and Maintenance of Memorials
i. The donor is responsible for the cost of design, installation and maintenance
of the proposed memorial, monument or plaque unless otherwise agreed.
c. Ownership and Replacement of Memorials
i. The memorial is considered the property of the City of Atascadero and will be
properly maintained by the City at the expense of the donor, unless otherwise
agreed. Private citizens, including the donor, may not alter the memorial or
install anything in the vicinity of the memorial.

RE: Updates regarding the Atascadero Creek and Salinas River Trail
Budget Re -Appropriation: It appears that the grant re -appropriation will be made by the Governor
and State Legislature, but we do not have a final decision yet. As of this time, the State Budget has
not been approved. The amount of grant funds remaining for the Atascadero City Riverwalk and
Creekwalk Trails is approximately $500,000. The RCD will be discussing with the City how the
remaining grant funds will be administered.
Update on Reach B-2, Atascadero Lake Park to San Gabriel: The RCD has been negotiating
with Caltrans regarding how the corner of Highway 41 and Portola would be modified. A meeting
is scheduled between Steve Senet of Caltrans, Dana Brazelton and her boss, Stan Bajorin, Deputy
Assistant Secretary, Resources Agency, Ron DeCarli, Executive Director of San Luis Obispo
Council of Governments at the intersection on Thursday, July 12. We hope to resolve the design of
the intersection so that we can finalize the permits with Caltrans for the trail along the highway.
The RCD's design proposes to construct asphalt sidewalk in front of the Blue Moon Restaurant to
connect with a DG walkway west of the restaurant. We propose to remove the existing curb
impediment on the opposite corner. The new asphalt walkway construction that we propose will
improve handicap accessibility and remove current hazards and impediments caused by the existing
concrete pads and asphalt curbs at the corner. The new asphalt walkway will meet all California
State Parks Accessibility Guidelines requirements for Exterior Routes of Travel (ERT). ERT
accessibility criteria are more stringent for walkway slope, with a maximum of 5 percent slope, than
the criteria used by Caltrans, which allows up to 10 percent slopes. We hope to receive approval of
this design by Caltrans in the near future.
If the Grant Funds are Re -Appropriated by California and if Caltrans approves the RCD's design, we
should begin the completion of Reach B-2 soon.
Update on Reach B-1, Downtown Trail Section, Colony Park Section, and Salinas
River/Atascadero Creek Section: The RCD has begun preparation of the working drawing plans
for the Creekwalk along the Capistrano Road section of the Creekwalk. Those plans, begun in
November 2006, were put on hold until we receive notice on the Grant Re -Appropriation.
In addition, the RCD staff has been collaborating with the Atascadero Mutual Water Company
(AMWC) on the design of the Creekwalk reach along the lower end of Atascadero Creek. This
section of trail will be linked to a new Riverwalk Trail that the RCD, with our California
Conservation Corps (CCC) partners, will build along the Salinas River. The AMWC will be
relocating their existing fences and re -grading the terrace to facilitate a handicap accessible trail
along Atascadero Creek.
The Salinas Riverwalk section of the trail will be part of the National Historic Juan Bautista de
Anza Trail.
We feel that this trail will be a wonderful asset for the City. It is also an example of the benefits of
agencies and organizations working together; such as the City, AMWC, RCD, CCC, Atascadero
Land Preservation Society, Atascadero Historical Society, Amigos de Anza and others. The project
will facilitate part of the Downtown Plan and will improve and complete an important link of the
Juan Bautista de Anza National Historic Trail.
I will attend the Atascadero Parks and Recreation Commission meeting this coming Thursday
evening to make a short presentation and answer any questions from the Commission and public.

Proposed New Announcer's Booth at Paloma Creek Park
Little League Field
RECOMMENDATION:
Commission review, obtain public input and recommend approval of the project.
DISCUSSION:
Background: Atascadero Little League has exclusive use of the Little League Field at
Paloma Creek Park. They have a need to add a score/announcer's booth, which most
fields have. Tim Beecher, project architect and David Mulder from the Little League
Board will be present to present and discuss their plans with the Commission. The
Commission is being asked to review and give any input prior to the submittal to the City
for a building permit. Staff is recommending approval as the space could not be used for
any other purpose, and the building will meet all relevant city codes. A copy of the
building floor plan and elevations are included in the packet.

Possible Cancellation of August 2007
Parks & Recreation Commission Meeting
RECOMMENDATION:
Commission consider canceling the regular August Parks and Recreation Commission
meeting.
DISCUSSION:
Background: For the past several years, the Parks and Recreation Commission has
traditionally been "dark" in August, due to summer vacations and other conflicts. The
City Council cancels their first meeting in July and August annually. There is no urgent
business pending that would require an August meeting of the Commission this year.
There are, however, some conflicts which the Commission may want to avoid. In
particular, the San Luis Obispo County Prevention Alliance Annual Awards Dinner is
being hosted by Atascadero this year at the Lake Pavilion, on August 16th. City Council
members are invited (the Mayor attended last year), and many Atascadero Youth Task
Force members are planning to attend. This includes city staff and some
Commissioners. This year, Atascadero citizens are receiving awards for their service to
youth. Many of us would like to attend.
The city staff is recommending that the August 16th, 2006, meeting be cancelled.
